BG Daphne D. Davis commissioned as an Adjutant General Corp Officer upon graduation from the University of Kentucky in 1992 and went on to serve 11 years as a Troop Program Unit (TPU) Soldier prior to entering the Active Guard Reserve Program in October of 2002.

Upon entering the AGR program, BG Davis was assigned to the 90th Regional Readiness Command in North Little Rock, Arkansas as Chief, Reserve Personnel Division. Subsequently she report to the Human Resources Command, St. Louis (HRC-S) in July 2005.

From St. Louis BG Davis moved on to serve in the U.S. Army Reserve Command (USARC). Upon successful completion of her tour at USARC (Ft. McPherson & Ft. Bragg) she served as the Chief, Adjutant General Division in the U.S. Army Civil Affairs and Psychological Command Headquarters, G1. BG Davis then went on to serve as the Battalion Commander of the 3-312th Training Support Battalion. Following command she served in the HQDA, G1 Directorate of Military Personnel Management, serving as Chief, Integration Policy Branch and later assigned to serve on the Army Talent Management Task Force. BG Davis is currently serving as the Deputy Commanding General Support, DCG(S) to the Commanding General, USAREC.

Justin B. Brown was appointed Director of the Oklahoma Department of Human Services in June 2019. In March 2020, the governor additionally appointed Justin as Cabinet Secretary of Human Services, serving thirty-three agencies, boards and commissions in the human services space. In August of 2022, after more than three years of service, Justin stepped down from the first appointment as Agency Director, focusing exclusively on his role as Secretary.

While at Oklahoma Human Services, Justin is known for introducing ‘True North’, a transformational grassroots strategic planning effort and human services operating system and building a culture of true collaboration with state and federal agencies, local non-profits, philanthropic foundations, legislators and with the communities that the agency serves.

In 2022, Secretary Brown was nominated to serve as Chairman of the American Public Human Services Association (APHSA) Leadership Council and as a member of the Governing Board of Directors. In addition to his public service, Secretary Brown has built a passion for serving seniors and children through non-profit organizations including the Alzheimer’s Association, Children’s Hospital Foundation, YMCA, Big Brothers and Big Sisters, among others.

Katie Savage, prior to being named the Moore administration’s choice to be the next Secretary of the Maryland Department of Information Technology, was the leader of the Defense Digital Service of the Department of Defense.

Katie helped lead the DOD’s COVID-19 response, including the development of a mobile tracking application used by 200K+ personnel, cybersecurity measures to ensure safe vaccine manufacturing and delivery as part of Operation Warp speed, and the development of emergency communication software toolkit for critical officials in the Office of the Secretary of Defense. She also developed a digital employment verification tool on behalf of the State Department and the DOD to expedite visa applications for 100K+ Afghan refugees and families applying for U.S. asylum. Furthermore, she launched the digitization of the world’s most extensive collection of 50M+ human tissue samples at the Joint Pathology Center, leading to advanced AI/ML research treating cancer and other diseases.

Before working at the DOD, Katie was Director of Operations & Services at the City Tech Collaborative for the city of Chicago. From 2008-2010, Katie served as a U.S. Peace Corps Volunteer in Malawi.

Michael Levy, as Vice President, drives the vision and operations for Adobe’s public sector business, which supports a wide range of government customers, including national security, defense, health and human services, state and local, and civilian federal agencies. In his position, Michael is responsible for all sales and go-to-market strategies for Adobe’s public sector in North America. He leads direct and cross functional teams of professionals dedicated to delivering modern, efficient and engaging digital experiences for government agencies.

Michael joined Adobe in July 2022, bringing with him more than 25 years of industry and leadership expertise overseeing Sales, strategy, engineering and field marketing for Adobe Digital Experience. Prior to Adobe, Michael served as the head of VMware’s Networking and Security Specialist team responsible for the Government, Education & Healthcare business segments and encompassing two of the fastest growing software businesses in the company’s infrastructure software group.

Michael has led organizations across the Americas including the Enterprise and Strategic Verticals segment at Juniper Networks for 10 years, where he was responsible Juniper’s Go-to-Market approach for Public Sector and Global Accounts. Prior to Juniper Michael spent almost 15 years at Verizon in Sales and Sales Leadership positions.
