Guy Cavallo is the Chief Information Officer (CIO) of the Office of Personnel Management, appointed on July 2021. Before becoming the OPM CIO, Cavallo was named Principal Deputy CIO in September 2020. As OPM CIO he leads the Agency’s enterprise information technology services for both federal employees and retirees. He also is leading its IT modernization program, launching OPM’s migration to the cloud initiative in 2021. OPM is now the third agency that he has led to the cloud.

Mr. Cavallo is a highly desired IT industry speaker and has received many technology recognition awards throughout his career. In his federal career he has been awarded the Federal 100 (three times), and the FedScoop 50 award for Federal IT Leadership (four times), he was named one of the 2022 Best Bosses in Federal IT, and most recently was selected as a finalist in the Washington DC area 2023 ORBIE awards for enterprise IT leadership. He also was named one of the Top Government IT Leaders to Watch in 2023 by WashingtonExec. In his private sector experiences, he received seven major customer service awards while at Microsoft Corporation.

Before joining OPM, he previously served as the Deputy Chief Information Officer at the Small Business Administration (SBA). He was a key leader in helping SBA leverage the cloud to quickly implement the CARES Act Payroll Protection Program and the Economic Injury Disaster Loan programs. Those programs distributed over $450B in a short period of time to America’s small businesses and citizens.

Prior to joining SBA, Mr. Cavallo returned to the federal workforce from the private sector by joining Transportation Security Administration (TSA) as their Executive Director for IT Operations. At TSA he oversaw the worldwide technology and telecommunications infrastructures, operations, and support for more than 65,000 TSA staff. He led TSA’s initial cloud implementation and other modernization efforts.

Before joining TSA, Mr. Cavallo served as a Senior Government Advisor at the Microsoft Corporation for over 9 years. At Microsoft he assisted government organizations across the US in leveraging technology to modernize and improve the delivery of citizen services. His largest impact project was as the National Co-Lead on Microsoft’s solution for managing the grant reporting requirements of the American Recovery and Reinvestment Act (ARRA). With his knowledge of government operations and processes, he led the development of an ARRA grant tracking solution, which was provided to governments and non-profits at no or minimal licensing costs. Many state, county, and city governments implemented that solution and continue to leverage it today to manage all their grants.

Mr. Cavallo’s career has been almost evenly split between the public and private sectors, always driven by his passion to leverage the latest technologies to improve the delivery of government services to citizens.

Mr. Cavallo received a Bachelor of Arts degree from the University of Michigan.

Ann Dunkin currently serves as Chief Information Officer at the U.S. Department of Energy, where she manages the Department’s information technology (IT) portfolio and modernization; oversees the Department’s cybersecurity efforts; leads technology innovation and digital transformation; and enables collaboration across the Department. She served in the Obama Administration as CIO of the U.S. Environmental Protection Agency. Prior roles include Chief Strategy and Innovation Officer, Dell Technologies; CIO, County of Santa Clara, CA; CTO, Palo Alto Unified School District, California; and various leadership roles at Hewlett Packard focused on engineering, research and development, IT, manufacturing engineering, software quality, and operations. 

Ann is a published author, most recently of the book Industrial Digital Transformation, and a frequent speaker on topics such as government technology modernization, digital transformation, and organizational development. Ann received the 2022 Capital CIO Large Enterprise ORBIE Award, and she has been given a range of previous awards, including DC’s Top 50 Women in Technology for 2015 and 2016, ComputerWorld’s Premier 100 Technology Leaders for 2016, StateScoop’s Top 50 Women in Technology list for 2017, FedScoop’s Golden Gov Executive of the Year in 2016 and 2021, and FedScoop’s Best Bosses in Federal IT 2022.  

Ms. Dunkin holds a Master of Science degree and a Bachelor of Industrial Engineering degree, both from the Georgia Institute of Technology. She is a licensed professional engineer in the states of California and Washington. In 2018, she was inducted into Georgia Tech’s Academy of Distinguished Engineering Alumni.

Kevin Walsh is a Director in GAO’s Information Technology and Cybersecurity team. He oversees work related to AI, Census, CIO authorities, legacy modernizations, and satellite and space systems. He has led reviews covering topics related to the authorities of federal Chief Information Officers, management of legacy IT systems, coordination of IT contracts, and assessments of IT-related risk.

Kevin joined GAO in June 2006, and led projects related to FITARA and GAO’s High Risk area on Improving the Management of IT Acquisitions and Operations.

Kevin earned a master’s degree in business administration from Virginia Tech. Kevin earned a bachelor’s degree in economics from the University of Maryland, College Park.

He was responsible for crafting Apple’s government strategy and integrating associated changes into Apple's products, contracts, manufacturing, and distribution channels to support this innovative approach.  Wyn also served as a Partner at the DoD’s premier Innovation Hub, Defense Innovation Unit (DIUx), for 2 years helping transform the way the DOD works with advanced technology start-ups and accelerating the adoption of commercial technologies into the military services.

 

Prior to working at Apple, Wyn served 25 years as a pilot in the US Air Force and commanded at the Squadron, Group, and Wing levels and logged more than 3,000+ hours flying in the process. Wyn capped off his career by serving as the Senior Executive Assistant to the Vice Chairman of the Joint Chiefs of Staff.  He is a graduate of the National War College and holds an MBA from the University of Florida and a degree in Mathematics from the University of Virginia.
