Martin Stanley, Strategic Technology Branch Chief, leads the research and development program for the Cybersecurity and Infrastructure Security Agency (CISA/DHS). Martin previously led the Cybersecurity Assurance Program at CISA and the Enterprise Cybersecurity Program at the U.S. Food and Drug Administration.

Prior to his federal service, Martin held executive leadership positions at Vonage and UUNET Technologies.

Martin recently co-authored “Digital Health”, an Oxford University Press Publication in 2021. He is currently assigned to NIST to advance adoption of the NIST Artificial Intelligence Risk Management Framework.

Jennifer Chang

Jennifer Chang is the Director of U.S. Federal at Cisco AppDynamics, where she leads the digital transformation strategy and sales operations for Full-Stack Observability business nation-wide for all Federal agencies. She oversees an integrated team that spans across the United States—including Product Sales Specialists, Systems Engineers, Solution Architects, Business Development, Customer Success, Services, Marketing and Channels. 

Prior to Cisco AppDynamics, Jennifer served in transformative senior leadership roles at multiple Fortune 500 technology companies. She was the Senior Director for the U.S. Federal Civilian operation at VMware and the Head of U.S. State & Local Government Sales at Zoom. Before that, she was the Director of Sales at Cisco Systems, where she spent 10.5 years leading teams in both the SLED and Federal Civilian verticals. Her previous work experience includes Federal AE at GTRI (now Zivaro), and Project Management, Business Development, Six Sigma, and Procurement with Lockheed Martin.

In the community, Jennifer sits on the Board of Directors for VISIT Denver, Von’s Vision Foundation and Wonderbound Ballet. She is a 2020 Colorado Governor’s Fellow, was a featured speaker at the 2023 Department of Energy National Lab IT Summit, and a co-host for the “Mission First” podcast. Jennifer holds a BA and MA from UC Berkeley, a Graduate Certificate in Engineering Management from Drexel University, and an MBA from the University of Colorado.
