Cybersecurity and Infrastructure Security Agency (CISA)

Dr. Elizabeth Kolmstetter is the Cybersecurity and Infrastructure Security Agency’s

(CISA) first Chief People Officer. She is responsible for overall workforce strategy,

career development, and driving a people-first culture. She is leading CISA’s “Thriving

in a Hybrid Environment” which includes ‘presence with purpose’ to meet federal

mandates. Prior to CISA, Kolmstetter was the Director of Talent Strategy and

Engagement at NASA. She was responsible for the “Future of Work” initiative including

defining new Agency guidance including more flexible work options post-pandemic.

Elizabeth has over 30 years of public service and pioneered innovative talent programs

across agencies including CISA, NASA, U.S. Agency for International Development

(USAID), Central Intelligence Agency (CIA), Federal Bureau of Investigation (FBI),

Director of National Intelligence (ODNI), and Transportation Security Administration

(TSA).

She is a 2022 recipient of the prestigious Presidential Rank Award and is a Fellow of

the Society for Industrial and Organizational Psychology. She received her Ph.D. and

M.S. in Industrial and Organizational Psychology from Virginia Tech and her B.A. in

Psychology and Computer Science from Hollins University.

Sam Byers is the Leader of Solutions Engineering for the Federal Civilian team at Cisco. He and his team work together with federal agencies to align modern technologies to drive mission outcomes.

Previously, Sam was the Solutions Engineering Manager of Federal Scientific. Before that, he was an Enterprise Systems Architect consulting utilities and manufacturers. He has 15 years of experience in networking, cybersecurity, and IT automation. Prior to Cisco, he worked in IT as a network and security engineer for 8 years.

He holds a bachelor’s degree from Virginia Commonwealth University as well as various technical accreditations such as Certified Information Systems Security Professional (CISSP), Cisco DevNet Professional, and Cisco Certified Network Professional Enter
