Robert (Bob) Costello is the Chief Information Officer (CIO) at the Cybersecurity and Infrastructure Security Agency (CISA). As the CIO, he leads the Agency’s efforts to develop, deploy, secure, and support technology solutions for the agency.
Prior to this, he was a Public Sector Civilian Strategic Advisor at World Wide Technology. In this role, he engaged with federal government customers to identify and solve their most complex challenges, leveraging his extensive federal agency experience to develop and deliver innovative solutions that meet their needs and serve their mission.
Bob brings a wealth of experience serving over 13 years at DHS, both at Immigration and Customs Enforcement and Customs and Border Protection. He also served as the Senior Executive Service as the Executive Director (XD) of the Office of Information and Technology (OIT) Enterprise Networks and Technology Support Directorate (ENTSD) at CBP, as well as serving concurrently in the role of Acting XD of the Border Enforcement and Management Systems Directorate. During his tenure in ENTSD, he oversaw the modernization of the largest data network in DHS, improved connectivity to cloud service providers, and dramatically increased the agency’s usage of mobility platforms. He also oversaw the agency’s movement to the TIC 3.0 framework and implemented zero trust solutions at the network level. He led the operations of the agency’s land mobile radio network, the National Law Enforcement Communications Center, and maintenance of the non-intrusive inspection systems utilized at all ports of entry. He also directed all software development for the U.S. Border Patrol, and all of the agency’s mission support systems, moving over 100 applications to a SECDEVOPS development methodology.
Earlier in his career, Costello served as the Deputy Executive Director (DXD) and acting XD for OIT’s Field Support Directorate (FSD) supporting information technology, radio systems, and enforcement technologies worldwide, as well as worked at ICE as the Director of Network Engineering overseeing networks worldwide and implementing solutions for mobility and datacenter migrations, e-discovery, and collaboration solutions. Costello is a nine-year veteran of the U.S Air Force and U.S. Air Force Reserves. He holds a Bachelor of Arts degree in Organizational Leadership from Fordham University and is a Certified Information Systems Security Professional and Project Management Professional.

The NETCOM Commanding General (CG) is accountable for the operation and defense of the network, network modernization, operationalizing the Cyber Mission Forces, and the welfare of all NETCOM Soldiers, civilians, and family members. The CG’s mission command philosophy extends to the commanders and directors to all of our subordinate units.
MG McPhail was born in Biloxi, Mississippi. She commissioned into the Army in 1992 from Georgia Southern University, where she graduated as a Distinguished Military Graduate with a Bachelor of Business Administration in Production and Operations Management. She also holds master’s degrees in Telecommunication Management from Webster University and in Strategic Studies from the U.S. Army War College. She is a graduate of the Army Command and General Staff College, Fort Leavenworth, KS.
MG McPhail most recently served as the Director of Network Command, Control, Communications and Computer (C4) Services and Integration Office of the Deputy Chief of Staff, G-6 from August 2022 to June 2024. She also served as the J6 U.S. INDOPACOM. Earlier she served as Executive Officer to the Army’s Chief Information Officer (CIO/G-6).
Her previous command and staff assignments include Executive Officer to the Army's Chief Information Officer (CIO/G-6), Commander of the Defense Information Systems Agency Europe Field Command at Headquarters, U.S. European Command, Stuttgart, Germany, from July 2014 to July 2016. Branch Chief in the Joint Staff J6 at the Pentagon; Commander, 307th Integrated Theater Signal Battalion, Fort Shafter, Hawaii; Chief of Operations and Plans, G6, III Corps, Fort Hood, TX; S3 Operations Officer, 3rd Signal Brigade, Fort Hood; S3 Operations Officer, 57th Signal Battalion, 3rd Signal Brigade, Fort Hood; Brigade Signal Officer and Observer/Controller-Trainer, 5th Training Support Brigade, 78th Infantry Division, Fort Meade, MD; and multiple positions in the 4th Infantry Division and 3rd Signal Brigade at Fort Hood. She began her Army career with the 6th Signal Battalion, Fort Richardson, AK, and was later the Battalion Signal Officer in the 106th Military Intelligence Battalion.

Nabeela Barbari serves as the Business Area Vice President for Cyber, Law Enforcement, Intelligence and Citizenship of the Homeland Security Sector at General Dynamics Information Technology (GDIT). In this role, she leads the strategy, innovation and implementation of a dynamic, high‑stakes portfolio. She oversees nearly $300 million in programs, guiding multidisciplinary teams and delivering mission‑critical solutions for government and law‑enforcement clients.
Ms. Barbari previously served as Executive Vice President for OTHSolutions where she led corporate strategy and growth across the national security mission, focused on critical infrastructure, cybersecurity, emergency management and counterterrorism. She also served as Director of Critical Infrastructure Resilience and Response for the White House National Security Council, strengthening the security posture of the United States against emerging physical and cyber threats.
From 2007‑2022, Ms. Barbari also served a variety of roles at the Department of Homeland Security (DHS) leading the development and advancement of policies, programs, and public/private partnerships related to emergency management, cyber and physical security, law enforcement and counterterrorism. Most recently, she was the Deputy Associate Director of Strategy and Resources for the Cybersecurity Division and Chief of Policy at the DHS Cybersecurity and Infrastructure Security Agency (CISA). She was also Senior Policy Advisor to the Secretary at the DHS Office for Civil Rights and Civil Liberties focused on border, immigration and counterterrorism policy.
Ms. Barbari has earned a Master’s degree from the U.S. Naval Postgraduate School Center for Homeland Defense and Security. Additionally, she has a Master’s degree from George Mason University and a Bachelor’s degree from Virginia Commonwealth University. She also holds a post-graduate certificate in Geographic Information Systems for Defense and Intelligence.
