Dave is a Director in GAO’s Information Technology and Cybersecurity team. He oversees audits on critical infrastructure protection, the IT and cybersecurity workforce, cloud computing, and the IRS’s IT modernization efforts.
Dave joined GAO in July 2002. He has led numerous reviews of federal data center optimization and cloud computing, and was responsible for GAO’s work on the High-Risk area of Improving the Management of IT Acquisitions and Operations. Prior to joining GAO, Dave worked as a business consultant for several private sector firms (including PricewaterhouseCoopers), and served as a Surface Warfare Officer in the United States Navy.
Dave earned a master’s degree in business administration from the University of Arizona. Dave earned a bachelor’s degree in anthropology from Vassar College.
Dave works in GAO’s Dallas Field Office.

With his perspectives on the state of cyber security, David brings over a decade of breach response experience to the table. As the Portfolio Leader, and former Global Leader for both the Cloud Security and the Identity Protection businesses at CrowdStrike, David’s focus is helping customers avoid the pitfalls of a confusing cyber defense market. From defensive to offensive operations, he helps customers prioritize strategies and make the right decisions for their businesses. Fundamentally, David’s goal is to help customers prevent breaches, defend- forward, and to never give the Adversary the advantage.

Sam Paulson is a Sales Manager at CrowdStrike, specializing in Cloud Security, and is based in Washington, D.C. With over 15 years of experience in cybersecurity, he has collaborated closely with government agencies and private sector organizations to enhance their cybersecurity postures. Sam is currently pursuing an executive master's degree at the Johns Hopkins School of Advanced International Studies (SAIS), focusing on cybersecurity, emerging technologies and irregular warfare.

Nic Perez is a senior software professional with over 25 years of industry experience in systems architecture. He is currently the Chief Technology Officer for the Cloud Practice at ThunderCat Technology. Prior to ThunderCat, Nic served as a chief technologist for Booz Allen Hamilton for almost 9 years. Nic is a lead solutions architect, architecting and implementing large-scale solutions for both commercial and many federal agencies. Nic assists clients with infrastructure transformation, infrastructure and architecture strategy design/development, business and technical case analysis for change, technical evaluations, recommendations and alternatives analysis primarily leveraging public cloud architectures.
