Mr. Laird serves as the Assistant Commander for Supply Chain Technology / Systems Integration and Chief Information Officer (SUP 06) for Naval Supply Systems Command (NAVSUP). In this position, he serves as the Navy’s lead for supply chain automation, technology exploitation, data analytics, and cyber protection. He provides authoritative top-level managerial and technical advice to NAVSUP executives on all Information Technology (IT) matters. He also manages NAVSUP’s annual IT budget and leads the associated strategic planning, investment control, workforce planning, and resource management efforts.
Prior to his time at NAVSUP, Mr. Laird was a member of the Defense Logistics Agency (DLA), where he served as the organization’s principal advisor for long range planning, strategy development, and operational/contingency plan building to integrate storage and distribution capabilities into Combatant Command (CCMD) and Military Service plans. He was directly responsible for coordinating with CCMD staffs and developing logistics support annexes, enabling logistics support actions across all phases of full spectrum operations.
Mr. Laird entered the civilian service in 2000, in which he spent the majority of his career designing supply chain system solutions, enabling business operations through technology, managing large scale IT operations, and implementing state of-the-art hardware/software architectures. Mr. Laird also spent more than a decade with the United States Army. As a commissioned officer, he served in both command and staff roles and led multiple units through DoD Transformation initiatives, overseeing the training, readiness, deployment, safety, and overall well-being of personnel.
Mr. Laird earned an MBA in 2005 and holds both Project Management Professional (PMP) and Six Sigma Black-Belt certificates. He also holds DAWIA certifications in Life Cycle Logistics, Program Management, and Information Technology. He received the Meritorious Civilian Service Award in 2016
Scott St. Pierre
Deputy Director, Enterprise Networks and Cybersecurity

Mr. Scott M. St. Pierre was selected to the Senior Executive Service in 2021. Mr. St. Pierre oversees the daily operations of the division that develops policy, validates requirements, and allocates resources to the Navy shore business enterprise network environment and Navy cybersecurity. He serves as the Deputy Navy Senior Information Security Officer and the Navy Data Officer.
In December, 2014, Mr. St. Pierre was selected as the Naval Sea Systems (NAVSEA) Command Enterprise Information Technology Officer, a Senior Level Executive (SL) position, which included the duties of the Chief Information Officer, and Director of Cybersecurity for shore and business systems.
In April 2014, he was selected as the Principle Assistant Program Manager for Combat System Integration on INDEPENDENCE variant Littoral Combat Ship.
From 2010-2014 Mr. St. Pierre served as the Program Executive Office (PEO), Integrated Warfare Systems (IWS) Enterprise System Engineer. Mr. St. Pierre was a self-employed defense contractor 2001-2009, providing technical and programmatic support to the PEO IWS, Technical Director and Enterprise Systems Engineer, as well as to the Cooperative Engagement Capability (CEC) Program Office.
From 1997-2001, Mr. St. Pierre supported the Chief of Naval Operations staff and the Navy’s Program Executive Office, Theater Surface Combatants providing subject matter expertise in Battle Group operations and interoperability.
From 1986 to 1997, Mr. St. Pierre served in three ships on the West Coast, including USS FLETCHER (DD 992), USS ANTIETAM (CG 54), and USS PRINCETON (CG 59), as well as on the staff of the Commander, Naval Surface Force, Pacific Fleet, where he was the Future Plans Officer. Mr. St. Pierre is a graduate of the College of the Holy Cross in Worcester, MA, where he received a B.A. in Russian Language and Literature in 1986.
Upon graduation, he received his commission in the Navy through the Reserve Officer Training Corps. Mr. St. Pierre is a certified Department of Defense Acquisition Professional in Program Management (0340) and IT Program Management (2210). He also completed his GSLC certification in 2017.
Travis Howerton

As co-founder and Chief Technology Officer of RegScale, Travis Howerton is responsible for the product development and R&D of RegScale’s continuous compliance automation platform. Before joining the RegScale team, Travis was the Global Director for Strategic Programs at Bechtel Corporation where he led the merger, cost savings, and transformation programs at Consolidated Nuclear Security. His former roles include Deputy Director for the IT Services Division at Oak Ridge National Laboratory; Chief Technology Officer for the National Nuclear Security Administration; Chief Information Officer for Y-12 Site Office; and several senior executive assignments in the U.S. Department of Energy. An accomplished public speaker and author, Travis has been cited in over 50 publications and serves as a board member for organizations including East TN Economic Council (ETEC), and Oak Ridge Public Schools Education Foundation (ORPSEF).
Travis holds a Master’s Degree in Computer Information Systems from Boston University and multiple certifications, including the CISSP, ITIL, PMP, Scrum Master, Harvard Credential of Readiness, and AWS Certified Developer.
Enrique Oti

Enrique Oti is the Chief Technology Officer of Second Front Systems (2F), where he fast-tracks government access to disruptive, commercially-proven software as a service (SaaS) applications for national security missions.
Prior to joining 2F, Enrique had a 23-year career in the United States Air Force, during which he served in multiple assignments as a cyber warfare officer and China Foreign Area Officer. Enrique commanded an intelligence support squadron in Korea, and was a co-founder of the Defense Innovation Unit in Silicon Valley. He co-founded the Kessel Run software development program, and in his final assignment served as the Kessel Run commander, retiring as a Colonel.
Enrique earned a BS in History from the U.S. Air Force Academy, an MS in Strategic Intelligence from the Joint Military Intelligence College, and an MA in International Relations from Zhejiang University in China, where he studied as an Olmsted Scholar
