Bureau of Intelligence and Research
Jimmy L. Hall, Jr. serves as Chief Information Officer (CIO) and Director of the Technology and Innovation Office (TIO) in the Bureau of Intelligence and Research (INR), one of 18 U.S. intelligence agencies, and as the Intelligence CIO for the Department of State. He assumed this role on January 29, 2023. Hall provides strategic oversight for all INR communications, IT functions, and the Department’s global Top Secret (TS) Sensitive Compartmented Information (SCI) systems, networks, and cybersecurity. He collaborates closely with the Intelligence Community, the Department’s Chief Information Officer, and the Bureau of Diplomatic Security to ensure the security and integrity of the TS/SCI environment.
Previously, Hall served as Acting CIO for the Defense Counterintelligence and Security Agency (DCSA) and the Defense Security Service (DSS). In these roles, he advised on IT strategies to support business operations, service delivery, modernization, and governance. He coordinated regularly with multiple DoD agencies, the National Security Agency, and interagency organizations on IT and cybersecurity policies.
A retired U.S. Army Colonel, Hall held various command and staff positions, during his 30-year career across the Army, Joint Staff, other DoD agencies, and the White House Communications Agency (WHCA). His awards include the Exceptional Service Award, Meritorious Service Award, Legion of Merit, Distinguished Service Medal, and Presidential Service Badge. He holds a BA from Fort Valley State University, a Master of Science in Information Resource Management from Central Michigan University, and a master’s in strategic studies from the U.S. Army Senior Service College.

Mike and his team work with partners to help the public sector customers achieve their mission objectives by leveraging AWS. He specializes in Zero Trust, with over 20 years of leadership experience delivering cyber capabilities to both commercial and federal customers. Previously, Mike was a Vice President at Coalfire Federal where he was responsible for the delivery of offensive security services, FedRAMP security assessments, and cyber engineering. Prior to that he led large scale cybersecurity delivery at the Department of Homeland Security (DHS) on the National Cybersecurity Protection System (NCPS) and Continuous Diagnostics and Mitigation (CDM) programs.
