Dr. Cindy Daniell became the Director of the Research Directorate for the National Geospatial-Intelligence Agency in June 2018.  She brings over 30 years of experience in the Department of Defense (DoD) community from both government service and private industry.  This prior experience focused largely on the technology development of image processing, computer vision, AI, and the integration of these technologies into systems.

Her most recent position was as Program Director for the Advanced Technology and Systems Division at SRI International.  Prior to that, she was a Program Manager in the Defense Sciences Office of DARPA from 2006 to 2012, leading a portfolio of R&D programs advancing technologies of interest to the DoD and Intelligence Community.  She began her career on the technical staff at Hughes Aircraft Company and then HRL Laboratories.

Dr. Daniell has a BS in electrical engineering from the University of South Alabama and an MS and PhD in electrical engineering from the California Institute of Technology.  She holds three patents and has authored or coauthored 12 peer-reviewed publications.

Mr. 

Gauthier is a senior government executive at the National Geospatial-Intelligence Agency (NGA) serving as Director of their Commercial and Business Operations Group in the Source Directorate. He also serves as the Chair of the Intelligence Community Commercial Space Council—providing strategy and policy recommendations to IC senior leadership. Previously, he was the NGA Chief Strategy Officer where he spearheaded plans for a data-enabled workforce and artificial intelligence. Over the past 24 years, he has led various intelligence operations and programs across the U.S. Air Force, private industry, and government giving him experience with a variety of technical collection systems and analytic innovations. He is known for his role in maturing activity-based intelligence and his primary interests are model-driven collection, U.S. space policy, and innovations in remote sensing.

Mr. Gauthier has Masters Degrees from the University of Colorado at Boulder in both Aerospace Engineering and Telecommunications Science; and he earned his Bachelor’s Degree in Electrical Engineering from the Rensselaer Polytechnic Institute (RPI) in Troy, NY.  He has also earned an executive certificate in management and leadership from the MIT Sloan School of Management.

Deepak Kundal serves as the National Geospatial-Intelligence Agency’s Chief Data Officer, a corporate-level leadership role within the DDI Directorate.  Named to the position in April 2019, Mr. Kundal is responsible for the agency’s overall data strategy, multi-fabric data analytical platforms and storage capabilities.  He leads the technical analysis of data sources to determine the optimal implementation approach, including parsing and Federal Compliance Regulation for Title 13 Data.

Mr. Kundal joined NGA after more than 30 years of progressive data strategy and architecture experience in the private sector, working for companies such as EMC, Hewlett Packard and Talk America. Most recently, he was the principal data strategist for a private firm that created advanced analytics solutions, including augmented intelligence, machine learning and text analytics, for Fortune 500 customers.  His work enabled the rapid ingestion of new datasets without extensive modeling, the scaling of large datasets while delivering performance and the tracking of data lineage to allow users to iteratively cleanse and process data.

In addition to general data leader competencies, Mr. Kundal’s experience includes leading technical aspects of strategy, process, governance, planning, execution and deployment.  He has honed his expertise as a change champion to create and launch new nontraditional Information Technology Data competencies.  The most important illustration of this core competency is his work as a pioneer in the field of innovative technology introductions, such as his successful efforts designing and establishing an analytical Big Data Shared Service (BDSS) through central delivery of analytical Data Cataloging, Data Provisioning and Data Management.  Common wisdom dictated that the new technology introduction was doomed to fail - A handful saw it differently.  He was among them.

Ms. Rachael Martin is currently the NGA Lead for Artificial Intelligence, Automation, and Augmentation (AAA) at the National Geospatial-Intelligence Agency (NGA). As the NGA Lead for AAA, Ms. Martin is the Agency’s chief proponent for implementation of AAA activities – a leading force for NGA and the greater GEOINT community on the path to AI and automation. AAA works to accelerate the speed at which NGA provides insight, to refine the precision of GEOINT assessments, and enhance enterprise capability to meet the Director’s Intent. Ms. Martin’s efforts drive NGA’s AAA framework in coordination and alignment with the Department of Defense (DoD) and the Office of the Director of National Intelligence (ODNI)

Ms. Martin’s past assignments reflect her strong belief in the
power of data, advanced analytics and AI to transform the
intelligence enterprise. Her many years of diverse assignments,
including mission management, program management and oversight of all-source intelligence functions, strengthened her analytical knowledge to influence DoD and Intelligence Communities (IC) Artificial Intelligence,AutomationandAugmentationapplicationstobenefitthewarfighter. Priortoher appointment as a Defense Intelligence Senior Leader (DISL) in January 2021, Ms. Martin managed the Business Process Transformation (BPT) Mission Initiative for the Joint Artificial Intelligence Center (JAIC), underneaththeDoD’sChiefInformationOfficer(OSD-CIO). TheBPTMissionseekstotransformDoD business processes through the application of AI and automation technologies. As BPT Mission Manager, Ms. Martin managed a range of activities related to AI capability development, in support of DoD and Service functional business areas.

In her previous position Ms. Martin was the Program Director for the Integrated Maritime Domain Awareness (iMDA) Program at the Office of Naval Intelligence (ONI). The iMDA office supports ONI’s intelligence efforts in fusion and analysis, collection management, network integration and outreach. It is also the home of ONI’s Advanced Analytics Office (A2), which uses maritime activity based intelligence (MABI) and innovative data analytics to integrate multiple intelligence disciplines in support of USN intelligence requirements. Earlier tours of duty include managing the Middle East and Africa Naval Analysis branch and the Director of Advanced Analytics within the Nimitz Operational Intelligence Center. Ms. Martin also served as an intelligence liaison and embedded analytic support to the Intelligence Directorate (N2) at CNE-CNA-C6F in Naples, Italy. She was the senior analyst on Counter Narcotics and Maritime Security issues, as well as the team lead for Naval Forces Africa Intelligence Engagements. She began her career as a Latin America Counter Narcotics analyst, where she deployed worldwide in support of Drug Enforcement Administration operations.

In her time at ONI Ms. Martin has been fortunate to receive a DoD Meritorious Civilian Service Award, an ODNI Intelligence Community Award, and a Navy Group Meritorious Service Award. She was previously a Certified All-Source Defense Analyst (CDASA-1), and has received her Intelligence Community Advanced Analyst Program Certification (ICAAP). Ms. Martin graduated with honors from Johns Hopkins with a M.S. in Government Analytics. She also has a M.A. in National Security Studies from American Military University and completed her B.A. at the University of Pennsylvania, with distinctions in International Relations.

Chris Rasmussen serves as the Tearline Program Manager within the National Geospatial-Intelligence Agency’s GEOINT Services Office, CIO and IT Services directorate and was instrumental in the establishment of the initiative. An Analytical Outreach initiative, Tearline enables NGA’s collaboration with expert private groups. This collaboration aims to increase public-facing, authoritative open source intelligence on various under-reported strategic, economic, and humanitarian topics.

Working for the Department of Defense and IC for nearly two decades, Chris was the architect behind the Unclassified GEOINT Pathfinder initiative, which aimed to transform GEOINT into a discipline more rooted in open source intelligence (OSINT) to prepare for the rapid commercialization of GEOINT. He also drove the initiative that made NGA the first intelligence agency to open source software on GitHub and place apps into the Apple Store and Google Play.

While serving at NGA earlier in his career, Chris was also instrumental in pioneering the IC's use of "Web 2.0" capabilities for knowledge management and information sharing such as wikis, blogs, social tagging services, and internal social networks to apply the process benefits of collaborative platforms to the enterprise voice, especially on unclassified networks.

Chris has received several prestigious awards for innovation and leadership, such as the IC Transparency Team of the Year Award, the NGA Challenger Award in 2014 for spearheading the GitHub initiative, and the Director of National Intelligence’s “Exceptional Pioneer Award” in 2007 for helping pioneer the Intellipedia movement. He was selected as one of the “Federal 100” by Federal Computer Week in 2008. He's also a frequent speaker at conferences and events spanning industry, defense, and intelligence circles.

Chris holds a Bachelor of Arts in History from California State University, Fullerton, and a Master’s degree in National Security Studies from California State University, San Bernardino.
