Wendy Bhagat

Wendy Bhagat is the Director of Awareness & Outreach Group at Federal Student Aid (FSA). Federal Student Aid provides more than $120 billion in grants, loans and work-study funds to students every year. Wendy leads a team of individuals dedicated to raising awareness about the availability of federal student aid and loan repayment options and engaging with FSA customers. The team also provides tools and resources for individuals and organizations assisting students and borrowers through the financial aid process. The Awareness & Outreach Group offers support and guidance through trainings, presentations, websites, social media, and email communications. Prior to her work at FSA, Wendy served as a Senior Vice-President at First Book, an international nonprofit. Wendy has a J.D. from Catholic University of America and a B.A. from the University of Virginia. With a child in college, Wendy has gone through the financial aid process as a parent!
Matt Harmon

Matt Harmon is the Director of Web Communications for the Department of Homeland Security, where he coordinates policy and strategy for the Department’s public websites, 21st Century IDEA implementation, and oversees day-to-day operations of DHS.gov. Matt is one of the DHS representatives for the Federal Digital Experience Council and served as the co-chair of the Federal Web Council until earlier this year.
Prior to joining DHS headquarters, Matt served as the web manager for FEMA.gov, where he directed the federal web response during Hurricane Sandy and supported more than 150 disaster declarations. Matt also led the redesign of FEMA.gov using an open-source content management system that is now the baseline for all Tier-1 DHS websites. Before FEMA, Matt was the webmaster for AmeriCorps and ran Volunteer.gov (later Serve.gov) for the White House.
Matt graduated from the University of Florida with a degree in Political Science and studied International Peace and Conflict Resolution at American University.

Kerry Porter is the Acting Deputy Assistant Secretary for Strategy, Outreach, and Events in the Department of State’s Bureau of Global Public Affairs (GPA). Prior to this role, Kerry served as Director of GPA’s Office of Global Communications Strategy. A civil servant since 2014, Kerry previously spent seven years in the Office of International Media Engagement, joining as a Presidential Management Fellow and completing rotations in Embassy Baku’s political section and the Africa Regional Media Hub. Before joining the Department of State, Kerry supported research, communications, and business development at the Education Development Center and was an educator in areas as diverse as inner-city Baltimore and rural China. She holds an MA in International Development Studies (George Washington University/DC), an MA in Written and Verbal Arts (University of Ulster/Northern Ireland), and a BA in English and Communication Studies (Alfred University/NY). She originally hails from Rockland County, NY.
Nathan Simpson

A web designer by trade, Nathan started his career as an Information Technology intern for the Town of Appomattox. Nathan has since built high-visibility and mission-critical applications at the local, state, and federal levels. Most recently, he served as Sr. Web Developer for the Governor and Executive Branch web team and co-authored the updated Enterprise Architecture Standard for citizen-facing websites. Nathan continues to work with Virginia Executive Branch Agencies, including the Virginia Department of Emergency Management, where he led the implementation of Adobe Edge Delivery for the agency’s primary website, VAEmergency.gov.

Kelly has spent two-decades supporting various organizations within the public and private sector and holds vast expertise in strategy, public-private partnerships, communications, marketing and technology. She has played a key leadership role in many important initiatives critical to the development and implementation of government-wide policies and programs focused on digital transformation, IT modernization and innovation in government.
Kelly leads Adobe’s growth strategy and GTM across the public sector: federal, state, local, defense and national security agencies. She is focused on leveraging how their largest commercial and global customers have transformed experiences at scale and translates these insights to help governments around the world create more data driven, integrated digital experiences for the public.
Before joining Adobe, Kelly served in multiple leadership roles at the U.S. General Services Administration (GSA). As the Deputy Commissioner of the Federal Acquisition Service (FAS) and Director of the Technology Transformation Service (TTS), she led innovative acquisition and government-wide digital transformation initiatives to help agencies build, buy and share technology to better serve the public. FAS delivers more than $50B of products and solutions to enable federal agencies to accomplish their mission and TTS provides top technical talent, strategy and programs to drive digital transformation across government through 18F Digital Services, Office of Products and Programs, Presidential Innovation Fellows and the IT Modernization Centers of Excellence.
Kelly is a graduate of George Mason University and the University of Virginia’s Darden School of Business, Design Thinking & Innovation Program.
