David Smith
Chief Information Officer
County of San Diego
David Smith is a 1996 graduate of King Hall, University of California at Davis Law School. After graduating from law school, David worked at Luce, Forward Hamilton & Scripps LLP as a litigator, and then came to the County of San Diego in January 2001. At the County, David worked as an advisory attorney and represented the County in areas including information technology and telecommunications, compliance and privacy, and real estate and development transactions. David served as a Chief Deputy County Counsel and as the Acting County Counsel. In May 2022, David moved from County Counsel to the County Technology Office and now serves as the County’s Chief Information Officer. David received his undergraduate degree from the University of California at Los Angeles in History and Political Science.
JoJo Donetti
IT Director
Peraton
JoJo Donetti is the information technology director for Peraton’s Citizen Security & Public Services sector. In her role, JoJo is committed to providing the best estimates, architecture, and engineering resources for new projects.
JoJo brings nearly 40 years of IT experience to Peraton. She leads a technology office of architects and engineers responsible for designing creative and secure solutions for the County of San Diego (CoSD) customer. Her team also assists in digital transformation by moving existing systems to the cloud using Peraton’s technology partners.
Previously, JoJo served as IT senior manager at Perspecta, overseeing a team of 80-100 technologists, and customer project manager at HP Enterprise Services, where she managed data center consolidation and infrastructure design for various clients.
JoJo holds a bachelor’s degree in business administration from the University of Providence with a minor in psychology. In 2022, her team helped the CoSD win the State of California’s Cyber Innovation Award.
Dylan Hendricks
AWS Enterprise Account Manager

Dylan Hendricks is a seasoned Account Manager with Amazon Web Services (AWS), specializing in public sector relationships in San Diego. With nearly a decade of experience in account management, Dylan has established himself as a trusted advisor in the technology sector, adept at aligning cutting-edge solutions with complex business challenges.
In his current role at AWS, which he has held for the past two and a half years, Dylan oversees key relationships with public sector customers in the San Diego area. His expertise lies in guiding organizations through their digital transformation journeys, with a particular focus on cloud migration strategies and artificial intelligence implementations. Dylan’s projects not only drive technological advancement but also deliver tangible benefits to the San Diego community, showcasing his commitment to public service through innovation.
Prior to joining AWS, Dylan spent six and a half years at Adobe, where he honed his skills in account management while supporting the same public sector clientele in San Diego. This long-term engagement with local government and public institutions has given him an unparalleled understanding of the unique challenges and opportunities within this sector.
Throughout his career, Dylan has demonstrated a remarkable ability to bridge the gap between technical capabilities and practical applications. His nine years of dedicated experience in the San Diego public sector have equipped him with a deep understanding of the local landscape, allowing him to provide tailored solutions that address specific regional needs.
