Ms. Jennifer Edgin assumed her current position as the Assistant Deputy Chief of Naval Operations for Information Warfare in October 2022. In this role, she manages requirements, policy and resources for Communications, Networks, ISR, Oceanography, Space, Cyber, Electronic Warfare, and Command and Control capabilities. She leads the strategy, planning, programming, budgeting and execution for investments of over $9 billion dollars per year in more than 200 Navy programs and 52,000 military, civilian and contractor personnel. Additionally, she oversees the Navy’s Chief Information and Cybersecurity Offices.
Prior to her time with N2N6, Ms. Edgin served as the Assistant Deputy Commandant for Information, Headquarters Marine Corps. In this role, she serves as the principle deputy and technical assistant to the Deputy Commandant for Information, responsible for developing the plans, policies, and strategy for operating in the Information Environment.
Ms. Edgin was selected to the Senior Level in September of 2013 serving as the Chief Technology Officer and War Room Director leading information management and technology initiatives across the Information Environment. Ms. Edgin began her career as a Test Engineer at the Naval Surface Warfare Center, Indian Head Division managing quality evaluation programs for Cartridge Actuated Devices for Navy and Air Force egress systems. She was then selected to the inaugural class for Lean Six Sigma program at NSWC Indian Head, managing process improvement efforts and establishing command continuous process improvement methodologies. As part of the Lean Six Sigma program, Ms. Edgin completed a rotational assignment at Naval Sea Systems Command Strategic Plans and Programs, adapting engineering methodologies to assist with implementation of a competency aligned organization.
Ms. Edgin later transitioned to Naval Sea Systems Command, PMS 392 Strategic/Attack Submarines, managing submarine overhaul and maintenance periods. Ms. Edgin then transitioned to Marine Corps Systems Command as the Rapid Prototyping Lead for Program Manager, Marine Intelligence and was responsible for leading responses to Urgent Universal Needs Statements and maturing and infusing technologies into traditional Acquisition Programs.
Ms. Edgin holds a Bachelor of Science Degree in Industrial Engineering from Penn State University and a Master of Science Degree in Engineering and Technology Management from George Washington University along with Executive Certificates from the Massachusetts Institute of Technology. She is an American Society of Quality Six Sigma Black Belt and DAWIA Level III in Program Management and Systems Engineering.

Mr. Gaurang R. Dävé serves as acting Dept of Navy Deputy Senior Information Security Officer (Marine Corps) He is responsible for ensuring Federal, DoD, and DON Cybersecurity requirements are addressed during the lifecycle of systems Corps. In this role, he coordinates with DON SISO and DON CIO Staff for uniform and consistent application of Cybersecurity policies, processes, responsibilities, and procedures throughout the DON.

Mr. Dävé previously served as acting Deputy to the Commander Marine Corps Systems Command, Systems Engineering and Acquisition Logistics and the Chief Engineer, MCSC. His responsibilities included: responsible for directing enterprise-level systems engineering in support of command product lines and lifecycles to ensure MCSC provides end-to-end integrated, interoperable and certified warfighting capabilities.

Mr. Dävé serves as Cyber Technology Officer for the Marine Corps Systems Command (MCSC). In this role, he serves as the principal cyber advisor and technical expert to the Commander, Executive Director and Chief Engineer, MCSC; and Program Executive Office Land Systems (PEO-LS) and subordinate activities, for Cyberspace, Cybersecurity, and information technology (IT).

Prior to joining MCSC, Mr. Dävé served as Senior Cyber Technical Advisor and Cybersecurity Program Director for Naval Surface Warfare Center (NSWC) Dahlgren. In this capacity, Mr. Dävé led the Navy’s combat systems cybersecurity portfolio across the Warfare Systems Program Office. Mr. Dävé provided technical leadership, guidance, and program management leadership. Prior to that, Mr. Dävé served as Cybersecurity Risk Posture lead for the Office of the Chief of Naval Operations, OPNAV N2N6 Cybersecurity Division at the Pentagon. His contributions included synchronizing cyber strategy, standards and requirements, evaluating and prioritizing investments, providing oversight, and resource sponsorship.

Mr. Dävé began his career as a software engineer and served in technical, program management, and supervisory positions across the joint services. Mr. Dävé led the Chemical, Biological, Radiological (CBR) Analysis, Testing, and Systems Engineering Branch at NSWC, Dahlgren Division. Under his leadership, the branch provided SME in CBR modeling & simulation, threat analysis, and led several ACAT-3 efforts. Mr. Dävé served as CBR Thrust Area Manager for Major Defense Acquisition Program at Joint Science & Technology Office led by US Army. Prior to joining government service, Mr. Dävé worked in private industry at International Business Machines (IBM). As a Security Software Engineer, Mr. Dävé led several software security program development efforts designed to protect the company’s network.

Mr. Dävé holds Bachelor of Science degrees in Computer Science and Biochemical Pharmacology from State University of New York at Buffalo. Master of Science degree in Systems Engineering with focus in Operational Research from George Mason University. Graduate degree in Cyber Engineering from University of Maryland. He is DAWIA Level III certified in Systems Engineering.

Matt Barry is the Chief Operating Officer for HP Federal, a wholly-owned subsidiary of HP Inc., leading the Federal Innovation and Operations teams. In this role, he is responsible for delivering against strategic growth initiatives and orchestrating Federal Operations (across Sales Operations, Order Management, Supply Chain, Finance and Customer Support, among other functions) to maximize client outcomes and business performance. In addition, he is focused on driving a thought leadership agenda to elevate HP Federal’s presence in market and increase our capability and capacity to better serve our government customers. He has also served on the DHS ICT Supply Chain Risk Management Task Force since its inception and is passionate about driving secure end point device environments for our clients.
In his previous role, Matt served as the General Manager of HP’s Mountain West region serving the mission of our State and Local and Education clients across fourteen states aligning client strategy and desired business outcomes.
Before that Matt served as the US Separation Lead Executive for HP Inc. and, as part of the
company split, led a team of several hundred professionals to work together to stand up the HP
Federal LLC in under six months. The company separation was one of the largest and most
complex corporate separations in history. Previously, he served in a variety of leadership roles
including Business Operations for the Americas Region, managing Supply Chain Operations for our NA Print Supplies business, and prior to that was responsible for our IA-32 Server WW Product Management team where he consistently delivered against the business unit’s revenue, profit and share goals.
Matt joined HP in 1993 in Palo Alto and has worked in a variety of operations, finance, marketing
and business development leadership roles.
He is based with his wife, daughter and son in Portland, Oregon. When not working he enjoys
spending time with his family, serving on the board of local non-profits and spending time
outdoors.
