Amy S. Hamilton, Ph.D. is the Visiting Faculty Chair from the Department of Energy to the Department of Defense (DOD) National Defense University (NDU) College of Information and Cyberspace (CIC). She has served for the past three years as the Senior Advisor for National Cybersecurity Policy and Programs at the Department of Energy. She spent two years as a senior cyber security policy analyst at the Office of Management and Budget, Executive Office of the President. She served in the Michigan Army National Guard as a communications specialist and was commissioned into the US Army Officer Signal Corp, serving on Active Duty and later the US Army Reserves. She has worked at both the US European Command and the US Northern Command & North American Aerospace Defense Command (NORAD) on multiple communications and IT projects.

She became a certified Project Management Professional through the Project Management Institute in 2007 and earned her Certified Information Security Manager certification in 2011.  She presented on the “The Secret to Life from a PMP” at TEDxStuttgart in September 2016. She taught Project Management Tools at Colorado Technical University and was a facilitator for the Master’s Degree Program in Project Management for Boston University. She is an award-winning public speaker and has presented in over twenty countries on overcoming adversity, reaching your dreams, cyber security, and project management.

Amy holds a Bachelor of Science (BS) in Geography, from Eastern Michigan University, a Master of Science (MS) in Urban Studies from Georgia State University, Master in Computer Science (MSc) from the University of Liverpool, Master Certificate in Project Management (PM) and Chief Information Officer (CIO) from the National Defense University, and completed the US Air University, Air War College. She completed her Doctor of Philosophy (PhD) at Regent University in their Organizational Leadership Program with a dissertation on “Unexpected Virtual Leadership: The Lived Experience of US Government IT and Cybersecurity Leaders transitioning from physical to virtual space for COVID-19.”

Dr. Babur Kohy is the Acting Director for the Government-wide Identity
Assurance and Trusted Access Division of the General Services
Administration's Office of Government-wide Policy (OGP). He is a
results-oriented cybersecurity leader with hands-on experience within
multiple cybersecurity domains and extensive experience in deep and dark
web techniques for identifying and exploiting dark net gateways and
deanonymizing criminal identities.


Dr. Kohy Joined GSA OGP in November 2022 as a Chief Cybersecurity
Strategist and began serving as the Acting Director for the Government-wide
Identity Assurance and Trusted Access Division in April 2024. In this role, he
is the co-chair for the Federal CISO Council Identity Crendential Access
Management Sub committee, the Digital Identity Community of Practice,
and leads the Government-wide FIDO2 Community of Action initiatives.


Prior to joining GSA OGP, Dr. Kohy served the U.S. federal government in various cybersecurity roles as a contractor. In this capacity, he has served the Department of Defense, the Counter Narcotics Community, and multiple civilian agencies. Dr. Kohy has earned a Doctor of Science and Master of Science degree in cybersecurity and a Bachelor of Business Administration degree in business management.

Kelvin Brewer is a senior-level information security leader with over seventeen years of experience managing the complete software development life cycle. He is a recognized subject matter expert in Identity, Access, and Privilege Management. As a veteran sales engineer he focuses on business-oriented solution selling and translating business needs into technical use cases. Kelvin leads a team of Public Sector Sales Engineers and works directly with customers at both the U.S. Federal and State levels to deliver briefings, demonstrations, and software proof of concepts for the Ping Identity Platform. Arielle Baine serves as the Chief of Cybersecurity (CCY) for Region 3, in the Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency (CISA). Ms. Baine leads the Cybersecurity Advisor (CSA) Program, which directly supports CISA’s mission and vision to strengthen the security, reliability, and resilience of the nation’s critical infrastructure within Delaware, Pennsylvania, Maryland, Viriginia, West Virginia, and District of Columbia. 

As the CCY, Ms. Baine oversees field CSAs who are deployed to conduct various cyber preparedness, risk mitigation and incident response coordination activities through public and private partnerships and outreach efforts. She also serves in an advisory capacity and brings together critical infrastructure owners/operators/representatives within both public and private industry to maximize collaboration and strengthen cybersecurity and resilience. 

Prior to this appointment, Ms. Baine served as a Watch Officer in a joint security and network operations center for the U.S. Food and Drug Administrator where she led the development and continuous improvement of various tools used by cybersecurity analysts to find more attacks, reduce false alerts, and perform faster incident response functions. She also served as a Systems Engineer, Advanced Cyber Capabilities Engineer, and Cyber Lab Director for the Hanscom Air Force Base and the 66th Air Base Group and an Information Technology Security Specialist and Lead Incident Responder for the Federal Trade Commission. 

Ms. Baine has over 9 years of experience in cybersecurity spanning the federal civilian and DoD communities. She currently holds the Certified Information Systems Security Professional (CISSP) certification, the Certified Cloud Security Professional (CCSP) certification, the GIAC Certified Windows Security Administrator (GCWN) certification, the Certified Ethical Hacker (CEH) certification, and the Security+ certification. Ms. Baine is a graduate of Spelman College, University of Michigan – Ann Arbor, and holds her Masters of Science degree in Cybersecurity from the University of Maryland University College.

Michael Saintcross joined BeyondTrust in 2023 as the US Federal team leader bringing over 25 years of sales and technical solutions delivery experience working with Federal agencies and Fortune 1000 companies.  

He joined BeyondTrust from Illusive Networks, a Team8 Israeli NSA startup in the Identity Threat Detection and Response market area building out both the US Federal and Eastern Region territories the past three years before Illusive’s acquisition by Proofpoint.  

Before Illusive, Michael led the US Federal and Managed Service Provider territories at FireMon in the Network Security Policy sector growing both territories over 92% during a 5-year run.  

In addition, Michael spent 7 years at Agiliance in the Security, Risk and Compliance market area starting in a federal sales role and finishing the last 3 years as the VP of Global Sales averaging 35% year of year growth prior to their acquisition by Resolver.  

Earlier, Michael held various sales and technical roles at Sun Microsystems over a 12-year period building out the Java software and Identity Management practices in the US Federal and Telco/MSSP market areas. He earned a BS in Computer Science from the University of Maryland. 

Michael also served in the United States Air Force as a Cryptologic Linguist and maintains a Top Secret security clearance in continuing support of mission partner programs.

Adam Hughes is Co-Founder and President of GovNavigators LLC, a
consultancy dedicated to supporting public sector organizations with strategic
planning, public policy analysis, advocacy, and marketing and
communications strategies. Recognized as a federal government process
expert, Adam has spent almost 25 years enhancing the accessibility and
efficiency of federal legislative and regulatory policies. Previously, Adam lead
marketing, communications, and government affairs at Grant Thornton Public
Sector, where among other achievements he played a pivotal role in the
enactment of the Foundations for Evidence-Based Policymaking Act of 2018.

Prior to founding GovNavigators, Adam served as Senior Advisor to the
Federal Chief Information Officer’s (CIO) Council, coordinating national
technology policy and fostering engagement with key agency IT leaders.
Earlier in his career, as Director of Strategic Planning and Outreach for the
Senate Budget Committee, he facilitated strategic legislative collaborations
inside the Senate and with outside stakeholders. Adam's extensive experience
in federal policy also includes directing the Fiscal Policy program at OMB
Watch, where he was instrumental in the drafting and passage of the Federal
Funding Accountability and Transparency Act with Sens. Coburn and Obama
and in the subsequent creation and launch of the first version of
USASpending.gov.

Jennifer Kerber is Senior Director of Government Affairs at Socure. She has over 20 years of experience working with federal and state governments on technology issues, having served at both levels of government. She is widely recognized as an expert on identity management, cybersecurity and government modernization.

Before joining Socure, Jennifer served as Director of Marketing and Government Affairs for Grant Thornton Public Sector. She also served in the U.S. General Services Administration (GSA) Office of Citizen Services and Innovative Technologies, where she led improvement of an identity management and cybersecurity shared services, now called Login.gov.  Jennifer also served as Executive Director of the Government Transformation Initiative (GTI), a coalition of businesses, think tanks, academic institutions and nonprofits dedicated to transforming government to operate more economically, efficiently, and effectively.  

Jennifer earned a Bachelor of Science degree in Political Science with a minor in Journalism from Texas A&M University in College Station and graduate work at the University of Texas-Arlington.

She volunteers as a Court-Appointed Special Advocate (CASA) for abused children and helps rescue dogs with Heart of Texas Lab Rescue. She serves as a Founder and Board Member of the JMKL Melanoma Foundation.
