Federal agencies are constantly looking for ways to cut costs and speed up projects. Intergovernmental Support Agreements (IGSAs) help them do just that by providing ease of access to pre-approved goods and services. Now, recently inked IGSAs are simplifying how the Army and Navy hire contractors for construction, repair, and maintenance work. With these IGSAs, installations can skip lengthy bidding processes and quickly access a network of pre-qualified contractors at pre-set prices, saving time and ensuring budget certainty.

Dave Leinberger
Chief of Army Community Partnerships

Dave Leinberger assumed the role as the Chief of Army Community Partnerships in July 2024. In this position, Mr. Leinberger encourages innovation and collaboration between our installations and local communities to develop partnerships that are mutually beneficial, identify cost efficiencies, reduce installation service response times, and strengthens the relationship with the local communities outside our installations. Mr. Leinberger focuses the utilization of collaborative partnership authorities to achieve these goals. These authorities include Intergovernmental Support Agreements (IGSAs), Cooperative Agreements, Mutual Aid Agreements, Memorandum of Understanding, Enhanced Use Lease, and Other Transaction Authority.
Previously, Mr. Leinberger served as the Army Community Partnership Program Manager, Assistant Chief of Staff for Installation Management, in September 2019 and maintained that role following the ACSIM’s transition to Deputy Chief of Staff, G-9 (Installations).

Dave is a bicycle and coffee enthusiast. When not spending time with his five children, he looks for locations to ride his bike and find new coffee shops! He lives in Northern Virginia and enjoys traveling. In August 2023, he visited Fairbanks Alaska to mark off his 50th state.


Randy Fuss
Senior Director, Military Installation Support
Sourcewell
Randy Fuss is the Senior Director of Military Installation Support at Sourcewell, where he leads the strategy and execution of Intergovernmental Support Agreements (IGSAs) across the Army, Navy, and 63rd Readiness Division of the Army Reserve. In this role, he leads Sourcewell’s Military Installation Support program and guides federal engagement strategy aligning cooperative procurement solutions with the needs of military installations across the United States and its territories.
With over 18 years of experience supporting government agencies, Randy brings specialized expertise in contract solutions and sourcing strategies. Prior to joining Sourcewell, he held senior leadership roles in government accounts at Doosan Bobcat North America and Bobcat Company, where he supported public sector and federal customers globally.
A U.S. Army veteran, Randy served for over 22 years in the Army National Guard, retiring at the rank of Captain. He holds a Bachelor of Science degree in Business Administration from Valley City State University and a Master’s degree in Strategic Leadership from the University of Mary. He continues to support the military and veteran communities through his work, the National Guard Association of the United States, Association of the United States Army, National Guard Association of North Dakota and the Association of Defense Communities.
