Mission Partner Interoperability: The Path to Joint interoperability & Mission Success

In the Indo-Pacific, where vast geography and contested domains shape every operation, interoperability is the foundation of deterrence and effective warfighting. Mission Partner Environments (MPEs) are central to this effort, enabling U.S. and allied forces to share intelligence, synchronize command and control, and converge effects across air, land, sea, space, and cyber. They are a cornerstone of CJADC2, but their success depends on more than network connectivity. Achieving true interoperability requires trust, common standards, and integrated planning so coalition partners can operate seamlessly as one force.

In this episode of GovExec TV, defense experts will explore how MPEs, supported by technologies like AI, cloud, and Zero Trust, are being harnessed to accelerate decision advantage and project combat power at speed and scale. Drawing on joint and coalition experience, the conversation will address the risks posed by fragmented systems, the challenges of multinational integration, and the governance required to make CJADC2 fully operational.

Colonel Hlad assumed command of Defense Information Systems Agency Regional Field Command Pacific (DISA PAC) on 18 July 2025. He is responsible for the engineering, operation, defense, and command and control of the Pacific portion of the Department of Defense Information Network. Col Hlad directly supports US Indo-Pacific Command, US Forces Japan, US Forces Korea, Alaska Command, and Pacific Mission Partners, Service Components, and Agencies.

Colonel Hlad is a native of Ft. Thomas, KY, and a 2001 graduate of Centre College in Danville, KY.

Colonel Hlad enlisted in the Marine Corps Reserves and graduated as the honor graduate from MCRD Parris Island in 1999 and reported to MP Co A in Lexington, KY. Following graduation from Centre College, he was commissioned as a second lieutenant in June of 2001.

Following The Basic School and Command and Control Systems Officers Course in Quantico, VA, he reported to Marine Aircraft Group 31, Marine Corps Air Station Beaufort, SC, in 2003. There, he served as the first school-trained communications officer for the group and supported multiple F/A-18 carrier-based deployments and rotations to Operation Iraqi Freedom.

From 2005-2008, Col Hlad served as S-6A for the 24th Marine Expeditionary Unit. He supported relief operations during Hurricane Katrina, exercise Infinite Moonlight in Al Qatranah, Jordon, the NonCombative Evacuation of American citizens from Beirut, Lebanon, and strike missions into Afghanistan.

In 2008, as 24 MEU’s communications officer, Col Hlad oversaw the planning and integration of the Marine Expeditionary Unit's communication architecture into Afghanistan and supported combat operations in Southern Helmand province from January to November. In 2009, the MEU Communications detachment was awarded the LtCol Kevin M. Shea unit of the year award for their outstanding performance. Col Hlad was awarded the Gen Alfred M. Gray Trophy in 2009 for outstanding communications leadership.

Also in 2009, Col Hlad was selected for Naval Postgraduate School and received a Master’s in Leadership Education and Development. Upon completion of his master’s, he was assigned as 28th company officer and 6th Battalion executive officer at the United States Naval Academy, Annapolis, MD. Following this tour, Col Hlad was selected to attend the Marine Corps Command and Staff College, where he graduated with a Master of Military Studies degree.

In July of 2013, Col Hlad took command of 1st Marine Division’s Communications Company. During his tour, the Company supported four Division-level exercises, two MEF-level exercises and supported 1st Marine Division’s requirements across the globe.

In 2015, Col Hlad was selected to attend the School of Advanced Warfighting (SAW), where he graduated and received a Master of Operational Studies degree. Following SAW, he was assigned to Naval Amphibious Force, Task Force 51 / 5th Marine Expeditionary Brigade (TF 51/5), NSA Bahrain, as the Future Operations Officer and lead planner.

While at TF 51/5, Col Hlad led several planning efforts in the CENTCOM AOR for deliberate and crisis response operations. Planning efforts were varied from the crisis in the Southern Red Sea, acceleration of the defeat ISIS campaign in support of CJTF-OIR, Special Operations, and Interdiction Operations.

In 2018 he took command of 7th Communication Bn in Okinawa, Japan, supporting operations for III MEF, III MEB, 31st MEU, and the INDOPACOM staff across the INDOPACOM AOR. As the only forward deployed communications Bn in the Marine Corps, the “Stormbreakers” were always on call supporting forces across the Pacific.

In 2020, Col Hlad was selected to attend the College of Information and Cyberspace, at National Defense University. He received a Master of Science in Government Information Leadership and was a distinguished graduate in June of 2021.

Colonel Hlad reported to JFHQ-DODIN in July of 2021, where he served as the Division Chief for deliberate plans at JFHQ-DODIN J5 where he synchronized operational and strategic plans for OSD, CIO, Joint Staff, and Combatant Commands.

He reported to USINDOPACOM in May of 2023 where he served as the C4 Operations Division Chief (J63), for the J6 directorate.

Colonel Hlad and his wife have one child and reside in Hawaii.

Mr. Jefferson (Jeff) Marshall is the acting director for the Defense Information Systems Agency’s Hosting and Compute Directorate and a member of the Senior Executive Service.

In this role, Marshall is responsible for overseeing DISA’s portfolio of hybrid hosting and compute capabilities and solutions. The HaC leverages industry best practices to drive unification for hosting and compute platforms, create optionality for our customers, and provide hybrid cloud solutions globally to the warfighter to win.

In his prior role, Marshall served as the HaC vice director. He was served as the Global Cloud Platform director at Virtustream-Dell Technologies where he directed global teams, complex public cloud architectures, deployments, delivery services, and operations for government agencies and international customers, including Fortune 50 members, national healthcare providers, and a national train system. He played a pivotal role in transforming his department’s culture from start-up to high performing IT services management operations that excelled at stability, security, efficiency, and most importantly customer satisfaction.

Marshall started his career as a soldier and non-commissioned officer in the United States Army, serving for 12 years, including in Desert Storm. Marshall started his IT professional career with FICO, the credit score company. He next took an IT management role at Regulus, a billing processing provider that at one time touched every penny of every dollar transaction in the United States. At Regulus, Marshall self-learned computer virtualization and catapulted the company into the era of VMware virtualization and millions of dollars in infrastructure cost savings.

Ms. Michelle R. Campbell serves as the Chief Technology Officer in the Directorate of Cyber Operations and Warfighter Communications, Headquarters Pacific Air Forces (PACAF), Joint Base Pearl Harbor – Hickam, Hawaii.  Her focus is to ensure seamless integration between enterprise and command-specific technologies through the development of PACAF strategies and transformation roadmaps. Her duties include evaluating operational environments, identifying capability gaps, and defining mission architectures that deliver efficient, effective, and secure capabilities to the warfighter.  Ms. Campbell works directly with Combatant Commands, MAJCOMs, and DAF personnel to champion theater requirements while promoting innovation and best practices, and fostering industry and academia partershiping through the exploration of exiting and emerging technology.

Prior to this assignment, Ms. Campbell spent over four years as the Chief of Warfighting Capabilities Division in the Directorate of Communications United States Air Forces in Europe – Air Forces Africa where she executed over $500M during her time.  Her superior leadership skills delivered communications infrastructure for five Eastern Flank sites supporting the Ukrainian conflict and NATO defense and funded decades-overdue upgrades to six main operating bases' technical control facilities which ensures robust capacity for current and future mission demands.

Eric Tapp joined GDIT in February 2022 as a Business Development Director for GDITs Defense Division and provides support and subject matter expertise to numerous sectors focused on Geographic Combatant Commands and Mission Partner Environment. Eric is a 21- year veteran of the US Army and has led at multiple levels as an Infantry officer as well as an Information Systems officer in both conventional and SOF organizations. In his final role at USCENTCOM, Eric led a team in the development, testing, and implementation of a data centric mission partner environment called the Collaborative Partner Environment (CPE). In addition to his business development role, Eric also serves as the IndoPacific Growth Strategy Lead and the MPE Lead.

Originally from Texas, Eric now permanently resides in Tampa, Florida. Eric earned his bachelor’s degree in business administration from Texas A&M University and his Master of Business Administration degree from Webster University.
