As cyber threats continue to grow in frequency and sophistication, government agencies are grappling with how to protect critical missions and public services. Evolving CISA expectations and guidance from OMB M-21-31 have set new standards for logging, zero trust, and incident reporting, leaving agencies, which still rely on SIEM-centric Security Operations Centers (SOC), at a standstill: either modernize security operations or risk leaks, exposure, and public mistrust.
This episode will explore how agencies are evolving beyond traditional, SIEM-centric models toward more integrated and adaptive approaches to security operations. From data convergence and advanced analytics to automation and intelligent decision support, leaders will share how they are reducing alert fatigue, improving visibility, and enabling faster, more effective threat response. The conversation will also examine how the role of the SOC is changing, and what it takes to build a more resilient, scalable security operation in today’s threat environment.

Jennifer Franks directs the Center for Enhanced Cybersecurity within GAO’s Information Technology and Cybersecurity team. She oversees reviews that primarily focus on emerging cybersecurity issues and assessing an agency’s ability to protect the confidentiality, integrity, and availability of its sensitive data and computing infrastructure. Her multi-disciplinary teams actively review agencies’ computer security vulnerabilities across their enterprise-wide computing environment by assessing program management compliance and technical controls recommended for the agencies to follow in accordance with federal guidance and leading practices. In addition, she leads reviews in the areas of IT management and operations, financial management, healthcare and public health IT, data protection, and privacy.
Further, Jennifer serves as the Acting Director of the Analytics Foundry; a dedicated cloud computing environment that manages GAO’s complex analytical functions.
Jennifer earned a master’s degree in information security policy and management from Carnegie Mellon University and earned a bachelor’s degree in computer information systems from Hampton University.

As a strategic executive leader, Marsden focuses on fostering strong collaboration across organizations to improve efficiencies, identify new opportunities, and align core business objectives with customers’ mission-critical needs.
Before joining Palo Alto Networks, Marsden held technical leadership positions at Google and Tanium. In these roles, he led teams of cybersecurity operators, intelligence analysts, and network engineers in planning and executing activities for U.S. Department of Defense cyber exercises, Cyber Mission Force certification, and training initiatives.
As a dedicated technology professional, Marsden is committed to delivering cutting-edge cybersecurity and AI solutions to protect the United States' most critical missions. His expertise encompasses all facets of the operational environment, from the RF spectrum to endpoint devices and connected networks. He is particularly passionate about developing and deploying AI driven solutions to serve as force multipliers in cyber operations.
