Jeffrey Proudfoot
Acting Executive Director

Mr. Proudfoot assumed duties as the Acting Executive Director for PEO Digital & Enterprise Services on March 7th, 2025.
He enlisted in the United States Marine Corps in May 1995, completing recruit training at Marine Corps Recruit Depot (MCRD) San Diego, California, in August 1995. Following Marine Combat Training at the School of Infantry-West, Camp Pendleton, California, he served as an Amphibious Assault Vehicle Crewman. In June 1999, then a Sergeant, Mr. Proudfoot reenlisted as a Small Computer Systems Specialist after completing the required course at Marine Corps Communication-Electronics School (MCCES), Twenty-Nine Palms, California. His enlisted assignments include tours with the 3D Assault Amphibian Battalion, 1st Marine Division, I Marine Expeditionary Force; the 31st Marine Expeditionary Unit; the 15th Marine Expeditionary Unit; and 8th Communication Battalion, II Marine Expeditionary Force. He completed eight years of active-duty service in March 2003.
Following his military career, Mr. Proudfoot supported the Defense Logistics Agency as a Network Engineer and served as a Deployed Support and Datacenter Integration Engineer at the Marine Corps Network Operations and Security Center. His previous civilian roles include Lead Network Engineer, Chief Engineer, and Technical Director with the Marine Corps Cyberspace Operations Group.
Mr. Proudfoot holds a Bachelor of Science degree in Computer Science from Park University and is a Certified Information Systems Security Professional (CISSP). His personal decorations include the Navy and Marine Corps Achievement Medal (with one gold star) and the Civilian Service Commendation Medal

Bill Roberts is the Federal Chief Technology Officer at Riverbed, where he advises government clients on optimizing their IT investments. A dedicated customer advocate, he works closely with Riverbed’s product, sales, and engineering teams to deliver tailored solutions that meet evolving mission requirements. He has over 20 years of IT expertise supporting public and private sector organizations spanning networking, integration, automation, and service management.

Sean Applegate currently serves as Chief Technology Officer for SwishData, a customer-centric technology and engineering services provider. In this role, Sean leads innovation strategy, solutions, and services. Sean is passionate about delivering life cycle services to ensure clients realize maximum value for technology investments.
Sean is life-long student of culture, specifically the creation of innovative, high-velocity organizations that empower employees to experiment, learn quickly, and push themselves to new levels.
Prior to joining Swish, Sean spent nine years with Riverbed Technology helping large enterprises understand, optimize and control performance of global IT architectures. He filled several technical leadership roles at Riverbed, including Senior Director of the Portfolio Solutions Group and Public Sector Technology Strategist.
Before Riverbed, Sean worked with several OEMs doing business in the Public Sector. He has also worked as a technology consultant, and served as an active duty United States Marine.
