As Executive Director of AI & Technology at the Department of Energy (DOE), Pamela led enterprise AI portfolio management, research and cloud strategy influencing the overall DOE budget. She governed as Deputy Chief Information Officer (CIO), Chief Data Officer (CDO) and Senior Agency Official for Geospatial Information. As Senior Executive of application engineering and development at the US Patent & Trademark Office (USPTO), Pamela served on the CIO financial advisory board having fiduciary responsibility. She attended agency financial advisory board meetings, influencing the USPTO overall budget and operating reserves. Pamela’s distinction attributed to her recent tap as a Strategic Advisor to Government Executives (SAGE) for Partnership for Public Service and Advisory Board member for Bowie State University (BSU) Department of Computer Science. She writes poetry and is a technology book author, STEM/STEAM advocate, and currently working on her memoir. Her love of chess and painting helps her maintain balance

Pandemic Response Accountability Committee of the Council of the Inspectors General on Integrity and Efficiency

Brien joined the Pandemic Response Accountability Committee (PRAC) in September 2020 as the Chief Data Officer. The PRAC was created by Congress to promote transparency; detect fraud, waste, and abuse; and mitigate major risks that cut across program and agency boundaries.

He is responsible for guiding the enterprise data strategy for pandemic oversight and providing Offices of Inspectors General and Law Enforcement Organizations with the enhanced capacity and scale necessary to oversee the $5 Trillion in pandemic spending. He centralized and harmonized public, non-public, structured, and unstructured datasets, including nearly a billion records of transaction data cutting across 8 distinct Federal spending programs, covering overlapping time periods, containing differing quality levels, and varying levels of sensitive information. He also built the Pandemic Analytics Center of Excellence (PACE) which delivers the data-based insights necessary to support investigations, audits, and special projects. 

Prior to joining the PRAC, Brien had over two decades of global experience leading organizations by setting their strategic direction, justifying the necessary investment; building delivery capacity; and driving business results. He led Deloitte’s Global Public Sector Risk Advisory business directing a portfolio of audit and internal controls; forensic accounting and analytic technology; anti-money laundering and sanctions evasion; and cyber and strategic risk services. He also served as the Solution Executive for Program Integrity, where he founded a cloud-based, managed services platform that uses advanced analytics to detect fraud and automate the record review and case management processes.

As Director of the Solution Engineering team, James helps lead a dedicated group of Oracle engineers as they help guide government and education organizations toward successful implementations.

Team members are experts in key domains including enterprise data management, business analytics, hybrid cloud strategy and cyber security. James has been with Oracle since 1997 working in a variety of individual and leadership roles, primarily in Government and Education. He hold a Masters degree from the Johns Hopkins University in Information and Telecommunications Systems and JD from Concord Law School. Key areas of interest include: Data Governance, Data Privacy, Ethical uses of AI and Machine Learning, and practical approaches to multicloud data sharing.
