Ken is a security and finance industry veteran, formerly serving as VP and Managing Director of Data Protection and Governance at OneMain Financial. Prior to OneMain, he served as Chief Security Officer for TechDemocracy LLC, MFS Investments, and before served as CISO for Pioneer Global Asset Management SpA (Including Pioneer Investments and all operating subsidiaries in 26 countries).

Ken’s Information Technology and Security experience spans over three decades, with strategic, technical, and executive experience at companies such as Microsoft, Dell, Capital IQ, Miradiant Global Network, Avaya, and Merrill Lynch. Ken coauthored Microsoft's “Best Practices for Enterprise Security” white papers and participated on the Information Systems Security Association's International Privacy Advisory Board covering the initial implementation of GLBA. He reported on security risks and performed vulnerability analysis for Windows IT Pro Magazine’s “Security Administrator” publication for four years, and has been a contributing expert for Information Security, CIO and CSO Magazines, and is a Distinguished Fellow of the Ponemon Institute.

Balaji Subramaniam serves as the Director of the Application Development Division for the Transportation Security Administration, Information Technology Office. In his role as Director, Balaji provides professional leadership in the establishment, implementation, and maintenance of IT applications and services to support TSA’s mission to provide security professionals with timely and actionable information through effective technology and analytical tools. Steven Hernandez is an information assurance expert serving the past twenty years in a variety of contexts and missions. He has worked on the front lines in operations centers and led research teams attempting to balance security, privacy, and mission delivery considerations. Transforming risk management in international manufacturing, healthcare, non-profits, and governments at the federal, state, and local levels is extensive through his professional portfolio. Leading tactical, day-to-day security operations as well as guiding and influencing broad security initiatives such as the US government’s Zero Trust Architecture approach across large organizations with international presence are areas he’s frequently called upon to support.

Presently he is the Chief Information Security Officer and Director of Information Assurance Services at the U.S. Department of Education. Steven also serves as the co-chair of the US Government Federal CISO Council and government chair of the ACT-IAC Cybersecurity Community of Interest.

Prior to his position at Education, he held a variety of roles at the Office of Inspector General, US Department of Health and Human Services including CTO, CIO, CISO, Senior Official for Privacy and Chief Services Engineering Officer.

Captain Christopher D. Clark enlisted in the Marine Corps in 2008. His initial assignment was with the Headquarters & Headquarters Squadron Futenma, where he served as a Financial Analyst until 2010. He then moved to Marine Corps Forces Pacific, holding the position of Budget Chief until 2013, where he was responsible for overseeing financial transactions worth $38 million annually.

In 2012, Captain Clark completed an Associate of Arts in General Studies at Hawaii Pacific University, which assisted in his selection for the Marine Enlisted Commissioning Education Program. He continued his education at The Ohio State University, earning a Bachelor of Science in Physics in 2016, followed by commissioning as a Communications Officer in the Marine Corps.

Captain Clark served as the Staff Communications Officer (S-6) for Marine Aircraft Group 24 from 2017 to 2021. In this role, he managed the communications requirements for the Group and its seven Squadrons in garrison, exercise, and deployment requirements across the Pacific Region.

Captain Clark obtained a Master of Science in Cybersecurity Management and Policy from the University of Maryland Global Campus in 2020. This degree complemented his military duties and expertise in the field of information security.

Captain Clark was then selected to attend the Naval Postgraduate School, graduating in 2023 with a Master of Science in Computer Science, specializing in Artificial Intelligence. For his thesis, he created a novel adversarial example attack using the A* Search algorithm. This thesis work involved significant work in building, training, and attacking advanced machine learning models. His advanced technical degree aligns with the evolving technological needs of the Marine Corps.

Currently, Captain Clark is the Marine Corps Deputy Commandant for Information, Service Data Office Artificial Intelligence Lead Officer, a role that utilizes his extensive academic background and experience in the Marine Corps.

Christine Finnelle serves as the Enterprise Chief Architect within the Department of Homeland Security’s (DHS) Office of the Chief Information Officer (OCIO). Ms. Finnelle works in the Chief Technology Officer Directorate (CTOD), where she is responsible for ensuring strategic alignment of information technology (IT) target technology, capability maturation, and technology value best practice adoption across the DHS enterprise. She leads a team of experts evolving enterprise architecture (EA) practices with a focus on technology performance and governance. Additionally, she orchestrates collective DHS efforts for EA value transparency and collaboration in partnership with the Chief Architects from DHS’s Components. Her efforts allow her to work closely with the DHS EA Community of Excellence workforce members to provide the technology blueprint to bridge mission, vision, and value.

Ms. Finnelle has over 30 years of IT leadership experience spanning strategy, research, innovation, architecture, design, engineering, operations, governance, and program management. Ms. Finnelle previously served as the Chief Technology Officer at the United States Marshals Service (USMS), leading critical enterprise technology innovation. At USMS, she was the Chief Architect responsible for the design and delivery of enhanced mission technical capabilities through the Body Worn Camera, Shield Mobile Operations, Unmanned Aircraft Systems, Cloud, Zero Trust, SoftwareDefined Wide Area Network microservices, and federated data analytics solutions. She also served at the Department of Justice (DOJ) for 20 years leading multiple efforts. At the DOJ, she started in the Executive Office for United States Attorneys, leading nationwide solution engineering, implementation, and lifecycle management initiatives. Ms. Finnelle went on to lead the DOJ enterprise Office360 program and JUTNet operations within the Justice Management Division.

She started her federal career in the United States Army, which included Presidential Support forthe White House Communications Agency. Ms. Finnelle was also a 2019 Federal Award 100 winner, an award that recognizes individuals from both government and industry who have gone above and beyond to make a real difference in the way technology was bought, managed and used in the federal IT community. She earned a Bachelor of Science degree in Internetworking Technology from Strayer University.
