Carl brings more than 34 years of experience, passion in government and healthcare compliance and fraud prevention. He joined SAS in 2012, and now leads our Global Civilian Government and Healthcare Fraud and Compliance efforts.
His career began with over 20 years working in Washington State, winning awards from multiple Governors for success across fraud prevention and compliance programs.
Carl is a passionate believer in the data-sharing and the use of information, paired with AI and data analysis to identify and act on risks, and drove legislation and joint task forces to close gaps. In his last role within government, Carl oversaw a fraud division addressing civil and criminal cases across claimants, medical providers, and employer taxes. Results include a 100% criminal conviction rate and an ROI exceeding 10:1 for the entire division.

John is a Principal Industry Consultant at SAS, and former State Medicaid Program Integrity Director, with nearly 25 years in state government. As part of the SAS Global Fraud practice, he supports private and federal/state public healthcare and other government social benefit programs worldwide. John has a BA in Business and holds CPA, CFE, and AHFI designations.

Tom Sabo is an advisory solutions architect at SAS who, since 2005, has been immersed in the field of text analytics and AI as it applies to government challenges. He presents work internationally on diverse topics including deep learning applied to adverse health event assessments, counter human trafficking solutions, and combining text analytics and generative AI for public sector solutions including food safety applications, disease surveillance, and regulations analysis.
Tom developed much of the SAS strategy for bringing innovative work from the public health sector to related health and life sciences sectors. He is also deeply involved in pioneering work combining SAS text analytics solutions with large language models across many government and commercial use cases. He holds a bachelor’s degree in cognitive science and a master’s in computer science, both from the University of Virginia.

Jennifer Robinson is SAS’ Global Public Sector Strategic Advisor, working to help governments maximize the use of their data through data integration, data management, and analytics. Her career in software development is complemented by the opportunity to serve as a local elected leader for the last 25 years. Jennifer co-wrote the book A Practical Guide to Analytics for Government and is featured in the book Smart Cities, Smart Future. In addition to writing articles and blogs about data-driven governing, she speaks with government leaders about emerging technologies and how to strategically adopt them.
