Clinton-Brown is a proven senior Information Technology (IT) leader with over 25 years of experience developing, supporting, executing and delivering strategic enterprise Information Technology (IT) capabilities within the Department of Homeland Security (DHS), Department of Defense (DOD), and the private sector. She has expertise in IT management, systems engineering, project management, independent verification and validation, and Section 508 program management.
Prior to joining OPM in as the Deputy CDO in 2023, Clinton-Brown served as Executive Director or the DHS Office of Accessible Systems & Technology (OAST) within the DHS OCIO, where she was responsible for Section 508 compliance across the Department. Before joining DHS OAST, was the Section 508 Coordinator for U.S. Citizenship and Immigration Services (USCIS). While at USCIS, she led accessibility education, evaluated enterprise IT systems for accessibility, and integrated Section 508 initiatives across the Component. She previously served DHS OAST as the Program Manager of the Interagency Trusted Tester Program and as the director of OAST’s Services Division, where she was responsible for the DHS Accessibility Helpdesk, Section 508 compliance assessments, assistive technology technical support, and life cycle management of the Accessibility Compliance Management System.
Clinton-Brown earned a Bachelor of Science degree in mathematics from South Carolina State University and a Master of Information Management. She is a certified PMI Project Management Professional (PMP) and completed the Chief Data Officer Certificate Program at George Mason University.

Ms. Basia Sall serves as the Director of the Data, Information Management, and Enterprise Governance (DIME) Division within the Office of the Chief Information Officer (OCIO) at the NRC, where she also serves as the NRC Chief Data Officer. Since joining the NRC in 2007 as a Senior IT Specialist in the Office of the Chief Financial Officer (OCFO), Ms. Sall has progressively advanced in leadership roles, including managing the NRC Leadership Development Program in the Office of the Chief Human Capital Officer (OCHCO) and, later, serving as Branch Chief for the Service Fulfillment and Delivery Branch in OCIO. Most recently, she served as Deputy Director for the IT Service Delivery and Operations Division in OCIO for three years, where her outstanding contributions earned her the NRC’s Meritorious Service Award in 2022.
Before her NRC tenure, Ms. Sall spent seven years with the U.S. Peace Corps, where she held the role of Chief Administrative Officer for the OCIO and other leadership positions at both headquarters and in Senegal and Mali, West Africa. She is a distinguished graduate of NRC’s 2023 Senior Executive Service Candidate Development Program, during which she completed a rotational assignment with USAID as Chief Data Officer. Ms. Sall holds a Bachelor of Business Administration in Information Systems and Operations Management from The University of Toledo and a Master of Education in Computer Science Education from Temple University.
Michelle Rudnicki

Michelle Rudnicki serves as the president of NetApp’s Public Sector business. In this key leadership role, Michelle is responsible for leading the U.S. Public Sector team to achieve strategic, financial, operational, and business objectives as they relate to NetApp's Public Sector customers and channels. She is instrumental in defining and navigating the Public Sector go-to-market strategy and structure and engaging the broader NetApp team with this critical market segment.
Previously, Michelle was the general manager for the sales and delivery of Virtustream’s Public Sector business. In this capacity, she was responsible for setting the strategy and priorities for Virtustream Public Sector, and for working with service delivery and product management to ensure customer success and that cloud services met the security and compliance needs of Public Sector organizations. Michelle led an experienced team to apply proven, repeatable processes to help Public Sector organizations navigate the complexities of a digital transformation.
Prior to that, Michelle was vice president of Industry Solutions Sales, IBM North America Public Sector. In this role, she and her team worked with Public Sector clients to transform the way that they interacted with their clients, citizens, and patients through the progression of their digital services with the use of technology such as analytics, cognitive computing, mobile, and cloud. Her other roles included: VP for Cloud Computing for IBM Federal and IBM North America where she assisted clients during the early adoption of cloud; VP of IBM Federal Smarter Planet Initiatives where she worked across IBM’s U.S. Federal organization to create solutions in the areas of cloud, analytics, security, Smarter Cities and sustainability; and VP of Systems Technology Sales for IBM Federal where she implemented technology that underpinned applications across Federal Civilian, DoD and Intelligence programs.
Michelle serves on the board of YSA and co-chaired the Parents Committee for the Division of Student Affairs for Virginia Tech.
She holds a degree in chemical engineering from the University of Rochester.
