Adam Hughes

Adam Hughes is Co-Founder and President of GovNavigators LLC, a consultancy dedicated to supporting public sector organizations with strategic planning, public policy analysis, advocacy, and marketing and communications strategies. Recognized as a federal government process expert, Adam has spent almost 25 years enhancing the accessibility and efficiency of federal legislative and regulatory policies. Previously, Adam led marketing, communications, and government affairs at Grant Thornton Public Sector, where, among other achievements, he played a pivotal role in the enactment of the Foundations for Evidence-Based Policymaking Act of 2018.
Prior to founding GovNavigators, Adam served as Senior Advisor to the Federal Chief Information Officer’s (CIO) Council, coordinating national technology policy and fostering engagement with key agency IT leaders.
Earlier in his career, as Director of Strategic Planning and Outreach for the Senate Budget Committee, he facilitated strategic legislative collaborations inside the Senate and with outside stakeholders. Adam's extensive experience in federal policy also includes directing the Fiscal Policy Program at OMB Watch, where he was instrumental in drafting and passing the Federal Funding Accountability and Transparency Act with Sens. Coburn and Obama and in the subsequent launch of the first version of USASpending.gov.
Juliana Slye

Juliana Slye is the Founder and CEO of Government Business Results, LLC (GBR), a nationwide firm headquartered in Virginia. Recently, GBR was named one of the Fastest-Growing Private Companies by Inc.
Juliana has 20 years of experience in various business, sales and marketing roles helping tech companies achieve success in government markets. Prior to founding GBR in 2010 she managed strategy, marketing, enablement and solution development for global government industry teams at tech titans like Autodesk, Adobe, Macromedia and Silicon Graphics (SGI). She is the current Chair of the GAIN 2024 Executive Committee and engaged in various leadership levels across different industry organizations and communities. Juliana is a sought-after speaker, and regularly delivers training, seminars and panels on government marketing and industry growth topics.

Elle Hempen, Executive Vice President of GovExec and Co-founder of The Atlas for Cities, has spent her career making it easier for the public and private sectors to work together to solve problems. Prior to co-founding The Atlas, Elle served as the Director of Strategy & Partnership at re:focus partners. She also served as Special Assistant and Communications Director in the U.S. EPA’s Office of International and Tribal Affairs, where she managed an initiative that facilitated city-to-city learning on urban innovation, designed a program that supported environmental entrepreneurship, and developed a strategy that educated stakeholders about EPA’s international success stories. Elle has an MBA with a marketing concentration from UCLA’s Anderson School of Management and a B.A. in Public Policy from the University of Michigan Gerald R. Ford School of Public Policy.
