Department of War

Mr. David (Davey) Gibian is the Deputy Chief Digital and Artificial Intelligence Officer (DCDAO) for the Warfighter Mission Area for the Department of War (DoW) within Research & Engineering (R&E). In this role, Mr. Gibian is responsible for ensuring America’s warfighters and commanders have the AI-enabled capabilities necessary to train, fight, and win.

Mr. Gibian previously served as Chief Technology Officer for U.S. Army Special Operations Command, a senior advisor to U.S. Special Operations Command, and a White House Presidential Innovation Fellow. His private sector experience includes co-founding CalypsoAI, leading teams at Palantir, and serving as Partner and Chief Artificial Intelligence Officer for Highlander Partners. He also served as an enlisted airman in the U.S. Air Force.

Mr. Gibian holds a Bachelor of Arts with departmental honors from Columbia University. He holds patents in machine learning (ML) and authored the adversarial ML reference book, Hacking Artificial Intelligence.

Before joining Forecast International, David spent six years in the United States Marine Corps, where he specialized in infantry tactics and training. This experience provides operational credibility and a real-world perspective that strengthens the company’s analytical offerings. Following his military service, David received a Master's Degree in Defense Development and Diplomacy from Durham University in the United Kingdom. He has since spent over ten years researching, writing, and analyzing developments in the defense market.

David’s previous roles include Global Conflict Data Analyst at Intelligence Fusion, Geopolitical Risk Analyst at Global Risk Intelligence, Senior Industry Analyst at Government Business Council, and Lead Analyst for Defense Systems and Strategic Analysis at Forecast International.
