National cybersecurity is a problem created by technology, but one that can only be solved by very human changes.
Technology is always advancing, and there will always be new vulnerabilities that cannot be defensed. Successful cybersecurity, then, depends on blending defense and resilience with a focus on adversary’s intent to exploit those vulnerabilities. There are any number of means of national power that can influence adversary decision making ranging from sanctions to offensive cyber operations of our own. But coordinating all of those mechanisms of national cyber power at the speed and scale required can be a major challenge to the organizational infrastructure of government. This session will discuss the challenges of today’s cyber environment and how government can create the new ideas, processes, and technologies needed to deter adversaries and criminals alike and realize the dream of a world free of massive cyberattacks.
