David Patrick joined the Transportation Security Administration as Assistant Administrator for Requirements and Capabilities Analysis in December 2024. Patrick is responsible for leading the strategy and development of TSA’s security systems and operations to improve transportation security and mission performance through analysis and innovation.
From 2021 to 2024, Patrick served as Chief Acquisition Executive of the Department of Homeland Security’s (DHS) Cybersecurity and Infrastructure Security Agency (CISA), where he managed and oversaw all acquisition and procurement functions. He led the realignment of CISA’s acquisition oversight and support activities, the creation of CISA’s contracting office and established CISA’s Industry Engagement Program.
Patrick was Deputy Assistant Director for the Office of Investment and Program Accountability and Deputy Chief Acquisition Executive at Immigration and Customs Enforcement(ICE) from 2017 to 2021. He oversaw all aspects of ICE’s $4.4 billion acquisition program portfolio, including acquisition policy, support and governance, workforce development, and data/reporting activities.
From 2010 to 2017, Patrick held key leadership roles in the DHS Office of Program Accountability and Risk Management, including Director of Acquisition Operations and Director of Policy and Governance. He managed the Department’s $18 billion acquisition portfolio and led the development of acquisition policies, systems engineering policies, training requirements and reporting activities.
Before joining DHS in 2007, Patrick served as a Project Manager, Risk Manager, and Requirements Manager for Information Technology (IT) programs at the U.S. Census Bureau. He was a Banking/IT Consultant for ISECON-AG in Pfaffenhofen, Germany. Patrick served in the U.S. Air Force Reserves as a Security Forces / Combat Arms Training and Maintenance Instructor.
Patrick has a Bachelor of Arts from the University of Georgia and a Master of Business Administration from the Solvay Brussels School of Economics and Management, Université Libre de Bruxelles in Brussels, Belgium. He is also a graduate of the Harvard Kennedy School of Government’s Senior Executive Fellows Program.

He helped manage the Federal Government’s multi-billion-dollar technology budget and led work on critical issues pertaining to cloud computing, zero-trust architecture, and artificial intelligence.
A certified CISSP and CRISC practitioner, Jordan serves on the boards of the Identity Theft Resource Center and the Kantara Initiative, contributing to the development of digital identity standards and efforts to reduce identity-related fraud. He is a proud graduate of Pennsylvania State University and a respected voice in the field of digital identity and public sector technology.
