Jennifer R. Franks is a Director in GAO’s Information Technology and Cybersecurity (ITC) team.
She oversees work on emerging cybersecurity issues and federal agencies’ abilities to protect
privacy, sensitive data, and the computing infrastructure. In addition, she leads reviews on IT
management and operations, data protection, privacy, and IT issues related to health care and
public health, including COVID-19. Further, she leads ITC’s Center for Enhanced Cybersecurity,
which provides technical support within GAO and on cybersecurity engagements.

Jennifer joined GAO in 2006. She has led reviews on an array of federal agencies, including the
Department of Health and Human Services, National Institutes of Health, Centers for Disease
Control and Prevention, and the Office of Personnel Management. She is also a certified
facilitator of agency new hire and Diversity, Equity, Inclusion, and Accessibility (DEIA) courses.

Jennifer earned a master’s degree in information security policy and management from
Carnegie Mellon University. Jennifer earned a bachelor’s degree in computer information
systems from Hampton University.

She works in GAO's Atlanta Field Office.

Championing zero trust. Hernandez has been an influential figure across
government, driving improvements in cybersecurity and being an early advocate and
thought leader for zero trust architecture. Beyond his leadership at DOE, he also serves

as vice chairman of the Federal CISO Council and government chairman of the ACT-
IAC Cybersecurity Community of Interest. He consistently stresses the importance of

engaging with industry on new approaches to cybersecurity and mentoring the next
generation of cybersecurity leaders. Hernandez has also worked with the General
Services Administration to help automate and streamline the processing of security
control requirements for cloud service providers under FedRAMP.

Jon Rogers is the Director of Strategic Workforce Planning for the Indiana Office of Technology
(IOT) – the state’s enterprise provider of IT services and resources. Jon has served in a number
of roles at the local, state, and federal levels, including over ten years split between the United
States Senate and Intelligence Community. In his current role, he has the privilege of
augmenting IOT’s organization through his passion for hiring, recruiting, and developing
public-service talent. Of note, he launched the first agency-based State Earn and Learn (SEAL)
IT program in coordination with the Indiana Department of Workforce Development. Since
March 2020, the award-winning SEAL IT program has hired fifty individuals, and SEAL IT
graduates continue to fill meaningful information technology/security staff roles with the State.
Jon enjoys finding solutions through coaching and mentoring; he was honored by the Indiana
Office of Work-Based Learning and Apprenticeship as a Work-Based Learning Ambassador,
and he was twice nominated for the Director/Central Intelligence Agency Mentor of the Year
award.

Erin Moore serves as the Chief Human Capital Officer (CHCO) for the U.S. Department of Energy (DOE). She oversees all aspects of human capital management for the Department’s workforce of almost 14,000 Federal employees. She is responsible for developing and implementing effective human capital policies and programs, which includes providing strategic and operational centralized HR services for staffing and recruitment, employee and labor relations, compensation, benefits, and performance management, to enable DOE’s workforce to achieve its varied missions. Moore advises and assists the Secretary and Deputy Secretary of Energy, and other senior agency officials, in recruiting, developing, training, and managing a highly skilled, productive, and diverse workforce in accordance with merit system principles and all applicable statutory requirements.

Prior to her appointment as CHCO in December 2020, Moore held other key leadership positions in the Office of the Chief Human Capital Officer. She served as Deputy CHCO from March to November 2020. Prior to serving as Deputy CHCO, Moore led the Office of Corporate Executive Management since July 2016 where she was responsible for developing and delivering human capital policies and programs to manage the Department’s executive cadre of Senior Executive Service, Senior Professional, Excepted Service, and political appointees for more than 1,200 executive-level positions.

Before joining the Department of Energy in 2014, Moore held several leadership positions
throughout the Department of Defense. In November 2011, Moore served as the Deputy Director for the Air Force Senior Executive Management Office where she was responsible for recruitment and allocation management, talent management and succession planning, and pay and performance management for over 350 executive-level positions. Prior to working at the U.S. Department of Air Force, Moore served as the Program Manager for Executive Performance Management and Compensation at the Defense Civilian Personnel Advisory Service since September 2009 where she provided overall programmatic and policy direction for the Department of Defense’s executive performance management and compensation systems covering over 2,000 executive-level positions.

Moore began her Federal career in the Navy Career Intern Program in 2004 working at the Naval
Facilities Engineering Systems Command (NAVFAC) Washington where she completed a variety of engineering rotational programs and was a key architect to implement the National Security
Personnel System in NAVFAC Washington.

Moore holds a Bachelor of Science in Industrial Engineering from the Pennsylvania State University and a Master of Engineering Administration from the Virginia Polytechnic Institute and State University. She was a recipient of the Air Force’s Meritorious Civilian Service Award in 2013. In 2020, Moore was awarded with two Secretary Achievement Awards for DOE’s COVID-19 Response and was a recipient of DOE’s Distinguished Civil Service Award. Moore was a recipient of the 2021 Presidential Rank Award of Meritorious Executive for repeatedly undertaking high-profile initiatives that resulted in substantial advancements in human capital and the Department of Energy's mission.

Mr. Dilworth joined the U.S. Nuclear Regulatory Commission in August 2021 as the Deputy Chief Human Capital Officer in the Office of the Chief Human Capital Officer.

Before joining the NRC, Mr. Dilworth was the Chief Operating Officer in Rural Development at the Department of Agriculture. Mr. Dilworth also served as the Director of Human Resources, at the Department of Agriculture. Mr. Dilworth's Federal experience also includes over 29 years as a civilian Human Resources Officer for the United States Air Force where he oversaw personnel programs at various levels and locations to include the Pentagon, Germany, Japan, Italy and throughout the U.S.

Mr. Dilworth earned his Master's in Public Administration from Troy State University and his Bachelor of Arts in Business Administration from University of Southern Mississippi and attended Air War college (seminar).

Jason Nelson was named the Assistant Administrator for Human Capital in February 2023. He is responsible for programs that empower TSA to hire, retain and optimally deploy a qualified workforce to support the agency’s counterterrorism mission and provide risk-based security for the nation’s transportation systems.

Nelson has nearly 30 years of extensive experience and expertise in human capital, strategic planning, and change management in the public, private and academic sectors. He previously served as the Federal Highway Administration’s Chief of the Department of Transportation (DOT) Automated Staffing Office, Executive Agent, Office of Human Resources. Nelson was responsible for human resources operations in classification and staffing for 10 DOT agencies and offices in all 50 states. He successfully oversaw the transition to a fully automated and electronic functioning human resources office.

Prior to joining DOT, Nelson served as the Chief of Human Resources Advisory Services for the Department of Energy. There, he provided direction and oversight of human capital consulting and shared service center operations to 23 customer organizations with a geographically dispersed population of over 4,000 employees.

Nelson also served in multiple executive leadership roles in human capital for the Department of Education and Department of State. He led teams of human resources specialists and contractors dedicated to providing a wide array of services to support human resources operations in organizational and employee development.

Nelson holds a Master’s degree in Adult Education from North Carolina State university and a Bachelor’s degree from State University of New York at Albany. He also completed doctoral studies in Organizational and Leadership Development at Teacher's College of Columbia University.

M. Shane Canfield brings more than 25 years of experience in insurance and non-profit leadership to WAEPA.

Shane came to WAEPA in 2016 and served previously as Executive Director of the Council on Employee Benefits. He has spent most of his career in the pooled-risk group/affinity insurance industry. In his role as WAEPA CEO, Shane is responsible for strategic planning and leadership, managing stakeholder relationships, and serving our Board of Directors in organizational oversight. Nathaniel Benjamin is AmeriCorps' first chief diversity and inclusion officer. He joins AmeriCorps from the Department of Education, where he was deputy chief human capital officer and worked as a change strategist and executive leader for the agency's operational functions. Benjamin was also the managing executive for the department’s diversity, equity, and inclusion program and led the agency’s Diversity and Inclusion Council.

Benjamin previously was appointed human capital director and deputy chief human capital officer at the Executive Office of the President, Office of Management and Budget, during the Obama-Biden Administration. He directed the agency's human capital strategy, workforce development and employee engagement initiatives, and directed the diversity and inclusion plan. Benjamin was also the deputy human resources officer for the T Family Bureaus at the U.S. Department of State. He led the civil service staff for three bureaus supporting its arms control and international security missions.

Over a 22-year career, Benjamin has served as a noncommissioned officer in the U.S. Air Force, a civil servant for the Department of Defense, and an adjunct instructor for several institutions of higher learning. Benjamin is a certified professional coach and executively trained in strategic diversity, equity, and inclusion management through Georgetown University. He has received several awards for his superior leadership, and notable results as a federal human resources change agent in diversity, equity, and inclusion programs.
