Timothy Goodwin

Timothy Goodwin is the United States Patent and Trademark Office (USPTO) Chief Information Security Officer (CISO). He is responsible for the agency’s cybersecurity posture, including governance, compliance, and proactive strategies for the mission. His team manages network security, cybersecurity policies, assessments, vulnerabilities, and risk management for all IT systems.
An accomplished executive with over 25 years of experience, Mr. Goodwin has delivered cybersecurity systems and led successful digital transformations in complex organizations. His experience leveraging emerging technologies, nurturing innovative cultures, and driving change will be invaluable in the work to safeguard the agency’s critical information and infrastructure. Goodwin served as Interim Chief Data Officer and Deputy Director for the Office of Organizational Policy and Governance in the Office of the Chief Information Officer prior to becoming the CISO for the Agency.
Prior to joining the USPTO, Goodwin served in the FBI for 14 years. As a subject matter expert in its Operational Technology Division, he led the development, acquisition and delivery of cyber capabilities to support electronic surveillance requirements. Goodwin’s leadership was instrumental in strengthening the FBI’s cybersecurity posture. With a record of managing high-performing teams delivering cybersecurity products and services, Mr. Goodwin readily tackles challenges at a pace being CISO demands. His and his cybersecurity teams support the agency’s mission to foster innovation and protect intellectual property rights.
Goodwin graduated from Strayer University, with a Bachelor of Science degree in Computer Networking and a Master of Science degree in Management Information Systems.
Beau Houser
CISO
U.S. Census Bureau
Beau Houser serves as the Chief Information Security Officer (CISO) for the U.S. Census Bureau where he leads the agency’s cybersecurity program. Prior to joining the Census Bureau, he served as the CISO for the U.S. Small Business Administration (SBA) and the Deputy CISO at the Centers for Medicare and Medicaid Services where he fulfilled the role of Executive Director for Marketplace Security, which included cybersecurity responsibilities for healthcare.gov.
He was recently awarded the 2021 CyberScoop 50 Award in the category of Government Leadership. He was also recognized with a Gears of Government award for Innovation and Modernization of the SBA IT Enterprise.
He holds a master’s degree in Cyber Systems and Operations from the Naval Postgraduate School and a bachelor’s degree in Information Technology from Barry University. He also holds an Information Systems Security Professional certification with a concentration in Engineering.
Jon Tidwell
Government Cloud & AI Services Lead
Mandiant at Google Public Sector
Jon is the Government Cloud and AI Services Lead at Mandiant at Google Public Sector, where he brings over 20 years of consulting experience in the cybersecurity and information technology arena helping government agencies defend against modern threats. During his time at Mandiant Jon has helped many government agencies improve their security postures, while also leading the post breach transformation efforts of some national headline security incidents.
Prior to helping government customers at Mandiant, Jon was an Azure security architect at a Magic Quadrant leading software supply chain firm. Jon has also spent time in local government space in the North Texas area, in one case leading the incident response to restore public services after a ransomware attack.
George Jackson
Vice President of Events
GovExec
George Jackson serves as vice president of events at GovExec, the largest and most influential
media company in the public sector marketplace. He launched GovExec TV in 2021 and built it
into a multi-million dollar business, receiving GovExec’s first annual Entrepreneurial Spirit
Award and a 2024 “B2B Media Rising Star Award” from the Software & Information Industry Association (SIIA).
Previously, George produced Capital Insider at WJLA-TV, where he won an Emmy award in
2012. One year later, he developed and recorded the pilot episode of Government Matters, a
program about the business of government, which debuted as a weekly show on Sunday, August
4, 2013. He led the show through September 2020, expanded its reach to a daily worldwide
audience, and produced its first feature-length documentary, The Dawn of Generation AI.
George’s roots lay in TV, journalism, and storytelling. He spent the first five years of his
professional career at WJHL-TV in Johnson City, Tenn., where he began as an overnight
producer and then became the lead on-air reporter for the station’s 11 p.m. newscast. He covered
and investigated the earnings of two non-profit hospital systems, felony charges filed against a
local sheriff, predatory paving companies, a health benefits backlog for local veterans, and a
series of cold case murder investigations. He received an honorable mention for Best TV
Reporter in the 2011 Tennessee AP Broadcast awards and won a Best Investigative Reporting
award from Media General in 2010.
George graduated from The Ohio State University in 2003 with a bachelor’s degree in English.
In 2006, he earned his master’s in broadcast journalism from the University of Maryland,
College Park.
George is from Toledo, Ohio. He lives with his wife, twin daughters, and a pack of rescue dogs
in Northern Virginia.
