Darcy Bullock is the Lyles Family Professor of Civil & Construction Engineering at Purdue University and serves as the director of the Joint Transportation Research Program (JTRP).  He received a B.S. in Civil Engineering from the University of Vermont in 1987.  Bullock is a Registered Professional Engineer in Indiana and has over 35 years of experience working closely with academia, transportation agencies, and private sector partners in the area of transportation systems and big data analytics.  His team ingests approximately 17 billion connected vehicle records per month into GCP Big Query that are used for safety screening, traffic signal screening, highway work zone screening and winter operations.  Purdue and INDOT are leading two US Federal Highway Administration Pooled Fund Studies:  

  • Study with twelve states (CA, CT, GA, IN, MN, MS, NC, OH, PA, TX, UT, WI) to develop scalable and anonymized traffic signal system performance measures using connected vehicle data.  
  • Study with ten states (DE, IL, IN, MA, MD, MI, PA, TX, UT, WI) to develop work zone analytics for operations and performance measures using connected vehicle data.

Janée C. Harvey serves as the Division Director of Family Well-Being and Protection for Iowa.

She worked as a social worker in New York, NY, for more fifteen (15) years before transplanting to Des Moines, IA, in 2015 with her wife and two kids. While in NYC, she began her career working with youth in residential care who were homeless and HIV+, eventually becoming the clinical director for a group home for youth in foster care. Seeing the consequences of long-term foster care on the lives of youth, brought her to a leadership role in a foster care prevention program. Under her leadership, the program expanded into multiple locations in central Brooklyn and involved the implementation of an evidence-based abuse prevention program.   She is a graduate of Hunter College with a Master of Social Work (MSW).

As the Division Director for Family Well-Being and Protection for the state of Iowa, her responsibilities include the administration of the state’s child welfare system, child care assistance and licensing, and family strengthening services.  Her team includes statewide coverage of social work case managers, 24/7 abuse intake, child protection workers and adoption specialists.  She is an executive sponsor on the IT development and implementation project, VISION, which will be Iowa’s Comprehensive Child Welfare Information System (CCWIS).

She has worked with runaway and homeless teens, LGBTQ youth, and families, children and youth involved with the child welfare system for over 20 years. Most recently, she served for four (4) years as the Child Welfare and Community Services Bureau Chief for DHS and as the Division Administrator over Adult, Children and Family Services (ACFS) beginning in 2020.   In addition to her professional roles within Child Welfare, she was a foster parent for seven (7) years and is an adoptive parent.

George “Georgie” Nahass is a postdoctoral researcher at the University of Illinois Chicago, where he studies artificial intelligence in ophthalmology, with a particular focus on representation learning and dataset engineering. He defended his PhD in Biomedical Engineering in December 2025 and is completing his medical training through UIC’s Medical Scientist Training Program. Georgie developed and leads an international clinical imaging network that enables real-time evaluation of AI models across diverse settings while expanding the representation of underserved populations in biomedical datasets. His long-term research plans revolve around developing AI models and methods that allow for both ocular and systemic health screening from noninvasive images of the external eye. He is also the co-founder and CEO of Code Grand Rounds, an educational technology platform that helps universities and training programs teach data science, machine learning, and biomedical computing.

Dr. Melissa Gomez de la Fuente is a higher education and digital transformation leader focused on advancing personalized learning through artificial intelligence. With more than 15 years of experience across higher education and EdTech, she works at the intersection of learning science, AI, and institutional strategy to help organizations create more adaptive, engaging, and effective learning experiences.

At Covista, Mel leads initiatives exploring AI-enabled teaching and learning, including personalized learning pathways, intelligent tutoring and support systems, AI-powered feedback, and student success solutions. Her work focuses on helping institutions responsibly integrate emerging technologies to improve learner outcomes while maintaining strong academic and human-centered foundations.

Previously, Mel partnered with leading universities worldwide through Coursera to expand online degree and certificate programs and advised institutions on digital learning strategy and innovation. At Emeritus, she helped design and scale academic and operational models that supported the growth of university degree programs.

Mel holds a Doctor of Business Administration from Walden University, an MBA from Hult International Business School, and a Bachelor of Science in Electronics and Industrial Engineering from Universidad Autónoma de Guadalajara.

Her team leads the work collaborating with Google Cloud, deploying Gemini and NotebookLM to deliver individualized instruction at scale for 97,000 aspiring healthcare professionals.

Camilla's career spans corporate strategy, technology solutions, brand and creative leadership, and organizational design across some of the world’s largest technology, finance and consulting enterprises. At Fannie Mae, she pioneered early enterprise GenAI deployments while leading a full-scale transformation of the organization’s creative and content capabilities. She has since advised multiple Fortune 500 companies on AI adoption, change management, and the organizational infrastructure that makes transformation stick.

She is also completing a PhD at Virginia Tech Pamplin Business School — researching how to elevate and sustain human fulfillment as AI takes on an ever-greater share of cognitive labor, and what it means to keep people at the center of work as the nature of thinking itself evolves.

The youngest Federal Highway Administrator ever appointed by the White House, she ran the country’s largest transportation agency with over $300B and 3,000 employees. Previously she was COO of the transportation tech nonprofit ITS America. She’s a lawyer by trade, having worked in fed, state and local government, and started her career as a Fulbright Fellow in Japan. She’s won awards for women in innovation and government transformation.

Born in the Black Hills of South Dakota, she’s a relay runner, yogi, hiker and dog mom and spends time on her nonprofit to elevate women in transportation innovation.
