Jill Curry is a Senior Budget and Policy Analyst in the Governor’s Office of Planning and Budget. Prior to her current role, Jill was a program analyst at the State Board of Education where, among other duties, she was responsible for legislative reporting including performance measures and the board’s annual report. 

Before joining the Utah State Board of Education, she served as a post-doctoral fellow in the Department of Political Science at the University of Utah where she conducted research and taught courses on the American Presidency, Congress, and research methods. She then worked as a fiscal analyst in the Office of the Legislative Fiscal Analyst where she staffed the Higher Education and Public Education Appropriations subcommittees and covered local government issues.

Jill holds a PhD in government and politics from the University of Maryland. She is passionate about the use of data to affect meaningful change. She spent two years as a Strategic Data Project Fellow with the Center for Education Policy Research at Harvard University and has over a decade of experience conducting research and data analysis at the federal, state, and local level including at the Federal Judicial Center, the state of Utah, and the Erie County Department of Health.

Matthew Garbark became the Director of the Mayor's Office of Infrastructure Development (MOID) in July 2022. In this role, he reports directly to Chief Administrative Officer Christopher Shorter and is responsible for coordinating, supporting, administering, and managing critical infrastructure projects and initiatives for Baltimore City. MOID is tasked with advising Baltimore City government agencies on the Infrastructure Investment and Jobs Act (IIJA) federal grant application development process, regulations, and procedures that impact the City’s procurement process.

With a wealth of knowledge and expertise around city infrastructure, Matthew will lead MOID as the Infrastructure Czar with a primary focus on serving as the main point of contact for state and federal infrastructure spending and reporting requirements and establishing citywide standards, policies, and processes to deliver high-priority projects in an efficient, strategic, and accountable manner. He will also establish grant oversight and compliance protocols to ensure state and federal award reporting requirements are being met while coordinating major capital projects, supporting agencies as needed, and leading/managing projects.

Matthew has over 15 years of experience working for the State of Maryland and Baltimore City. Prior to assuming this role, he served as the Deputy Director of the Baltimore City Department of Public Works (DPW). During that period, he served as Acting Director between February 2020 and April 2021. Between 2016 and 2019, Matthew worked in the Mayor's Office first as a Special Assistant and then as Deputy Chief of Staff. Between 2006 and 2015, he served as a Legislative Liaison and Analyst for the Maryland State Highway Administration and then for the Maryland Department of Transportation.

Matthew earned his Bachelor of Arts from the University of Maryland, College Park and his Master of Business Administration from the University of Maryland University College.

Mark Hogle is the Director of the Enterprise Architecture and Data Group (EADG) within the
Office of Information Technology. As such, he is responsible for several of the CMS enterprise
data warehouses including the Integrated Data Repository (IDR) and National Claims History
(NCH), as well as, the business intelligence tools that are used to access those data sources and others. Mark is also responsible for three shared services including the Enterprise Portal, Master Data Management (MDM) and Enterprise Content Management (ECM) systems. In January of 2017, planning and managing the development, implementation and ongoing maintenance of the CMS Enterprise Architecture program was added to Mark’s area of responsibility.

Mark is an IT professional with 34 years of progressive experience in leadership positions that
have given him a well-rounded set of skills. He has worked in both the public and private sector so he has a keen understanding of both sides of Government/Contractor relationships. Prior to taking on the role in EADG, Mark served as the CMS Chief Technology Officer. Mark has been with CMS since February 2003.

Mark has a Bachelor of Science in Electrical Engineering from the University of Notre Dame.
