With updated guidance such as the Capital Planning and Investment Control (OMB Circular A-11) and Managing Information as a Strategic Resource (OMB Circular A-130), agencies not only need to tie every dollar to measurable mission outcomes, but also rethink how systems, data, and teams support those outcomes. At the same time, new expectations around AI governance, cybersecurity, and shared services are pushing leaders to modernize faster with fewer resources and greater oversight.
