Colonel Bobby Saxon, USA Retired, is the Deputy Director (Deputy CIO) for the Office of Information Technology (OIT), Centers for Medicare and Medicaid Services (CMS). Previously, Bobby served at CMS as the Acting Director for Emergency Preparedness and Response Operations (EPRO) and as the CMS Continuity Manager where he led Continuity of Operations (COOP) and Emergency Management. Bobby joined CMS in 2017 as the Chief Technology Officer for the Center for Consumer Information and Insurance Oversight (CCIIO) where he led IT for Healthcare.gov.

Bobby has nearly 30 years of IT leadership experience including assignments to the Pentagon as the Assistant Deputy Chief Information Officer for Army G-3/5/7 Operations and Plans, and as a Force Management Division Chief leading a global force information management data initiative. Bobby began his IT career as a medical software sales consultant before becoming a regional, then national sales manager for multiple software companies specializing in Electronic Health Records (EHR). Before re-entering active military service after the events of 9/11, Bobby founded a Customer Relationship Management company to provide collaboration and data analytics solutions to Fortune 5,000 organizations. Bobby has a Master of Science (MS) in Government Information Leadership, w/CIO concentration, from the National Defense University (NDU) and a Bachelor of Business Administration in Management from the Georgia Southern University.

Bobby has a graduate certificate for Global Strategic Leadership and was the distinguished graduate of NDU CIO Leadership Development Program for which is received his CIO graduate certificate.


Bobby has been recognized for his IT leadership with awards including the FCW Federal 100 Award, the AFCEA Innovate IT Stewardship award, the FedScoop 50 Federal Leadership Award; and is the recipient of the CIO Magazine “Ones to Watch” Award. Additionally, under Bobby’s leadership, Healthcare.gov won the 2019 FedHealth IT Innovation Award for its move to the Cloud which resulted in ~$100M in annual savings to CMS.

Colonel Saxon is a combat veteran with service in Iraq and is the recipient of the Legion of Merit, the Bronze Star, the Combat Action Badge, Paratrooper Badge, and Air Assault Badge.

Mr. Zachary G. Goldstein is the National Oceanic and Atmospheric Administration (NOAA) Chief Information Officer and Director, High Performance Computing and Communications. In this position, he is responsible for implementing statutory requirements regarding the acquisition, management, and use of NOAA's information and information technology resources, to include NOAA's high performance computing and communications infrastructure. Mr. Goldstein is also responsible for NOAA’s Homeland Security Program to ensure business continuity in event of a terrorist attack, major disaster, or other emergency. He additionally serves as the Senior Executive responsible for the Department's use of the radio frequency spectrum. Mr. Goldstein was named NOAA CIO in January of 2015.

Mr. Goldstein joined NOAA in March 2005 as the CIO for the National Environmental Satellite, Data, and Information Service, before he was named NOAA Deputy CIO in June 2011. He has over 25 years of experience in information resource management in the federal government and private sectors. He began his career with the U.S. General Accounting Office (GAO), performing management audits of government operations and leading evaluations of federal information systems management. Mr. Goldstein served in technical management roles with BDM International, Inc., concluding as the Vice President for System Engineering and Product Development. He then returned to the federal government, appointed as Director, Logistics Systems Modernization in the Office of the Secretary of Defense. Before he joined NOAA, Mr. Goldstein was self-employed as an information technology management consultant to private and public sector organizations.

Mr. Goldstein received Bachelor of Arts and Master of Business Administration degrees from the University of Rochester, in Rochester, New York.

Mr. Goldstein lives in Virginia with his wife and their son.

George Jackson is vice president of events at GovExec – the largest and most-influential media
company in the public sector marketplace. He joined the company in 2020 to enhance the scale
of their events and audience experiences. In 2021, George launched GovExec TV (streaming
video content) and received the company’s Entrepreneurial Spirit Award, part of their first-
annual Icon Awards.


George graduated from The Ohio State University in 2003 with a bachelor’s degree in English.
In 2006, he earned his master’s in broadcast journalism from the University of Maryland,
College Park.


George spent the first five years of his journalism career at WJHL-TV in Johnson City Tenn. –
beginning as an overnight producer for the station’s 6 a.m. broadcast. He advanced to lead on-air
reporter for WJHL’s 11 p.m. newscast.


As a reporter, George examined the earnings of two non-profit hospital systems, felony charges
filed against a local sheriff, predatory paving companies, a health benefits backlog for local
veterans, and a series of cold-case murder investigations. He received an honorable mention for
Best TV Reporter in the 2011 Tennessee AP Broadcast awards and won a Best Investigative
Reporting award from Media General in 2010.


George joined DC’s ABC affiliate WJLA-TV in 2012 to produce Capital Insider, which won
him an Emmy award. One year later, he developed and recorded the pilot episode of Government Matters – a program about the business of government. It debuted as a weekly show on Sunday, August 4 th of 2013. George led Government Matters through September of 2020, expanded its reach to a daily worldwide audience, and produced its first feature-length documentary The Dawn of Generation AI.


George is from Toledo, Ohio. He lives with his wife, twin daughters, and a pair of rescue dogs in
Northern Virginia.
