Kathleen is a leader focused on large scale responsible technology
transformation for our client’s most critical and sensitive mission areas. She
is leading the development and expansion of Maximus’ AI and Advanced
Analytics portfolio within Federal Technology Consulting Services. An expert
in AI, data science, strategy, and change management, Kathleen has more
than 20 years of experience working with clients across the Federal
Government.

She focuses on the convergence of mission and AI with a special emphasis
on the human elements of adoption. This includes working with
organizations on responsibly thinking about data as an asset, the evolution
of the technical architecture to eliminate continual redesign, the evolution
of human roles to allow more time for critical thinking and building ethical
AI controls and measures into the fabric of an organization.

Prior to joining Maximus, she served as a Director at Booz Allen Hamilton
leading highly technical cross-functional teams through transformation. She
established and scaled Booz Allen’s AI strategy and training capabilities, that
center on empowering organizations to grow their ability to harness
analytics for data-driven decision making. She was a founding member of
the team that developed Booz Allen’s award-winning Data Science 5K
Challenge program, which focused on upskilling the firm’s data science
workforce to help clients use data in new ways. Booz Allen’s artificial
intelligence (AI) practice. Kathleen led the development of the firm’s AI
governance and risk management procedures and operating practices as a
part of the development of Booz Allen’s Responsible AI efforts.

Kathleen has an M.S. in intelligence analysis from Mercyhurst College and a
B.S. in business administration from Georgetown University. She holds a
Change Management Advanced Practitioner certification from Georgetown
and a Psychology of Leadership graduate certificate from Cornell University.

Dr. Gil Alterovitz is the U.S. Department of Veterans Affairs’ Chief AI Officer (CAIO) and the Director of the VA National Artificial Intelligence Institute (NAII). He has a PhD in electrical and biomedical engineering from MIT. Throughout his career, Dr. Alterovitz has worked on national and international collaborative initiatives for developing and applying AI approaches from research to point-of-care.  

 As the NAII director, Dr. Alterovitz has worked to help VA develop AI R&D capacity in the Office of Research and Development and toward enabling AI for operations for Veteran care. The NAII also brought together 20+ offices to develop the VA AI Strategy and collaborated with various stakeholders on a Trustworthy AI framework. Dr. Alterovitz is one of the core authors of The National AI R&D Strategic Plan produced by the White House Office of Science Technology in 2019 and 2023 update.  In addition, he is on the faculty at Harvard Medical School. He has produced over 80 peer-reviewed publications and three books in his research field.  He is also a bestselling author.  Dr. Alterovitz has been an international Fulbright awardee twice- once to Canada and a second time to the UK as a Fulbright Scholar.

Ricky Clark is the Deputy Director of NITAAC. A United States Navy Veteran, Mr. Clark began his
federal contracting career with the 87th Contracting Squadron at Joint Base McGuire-Dix-
Lakehurst. Prior to reporting to the National Institutes of Health, Mr. Clark served as the Chief of
Acquisition Service for the Government Publishing Office, where he led a cradle to grave
contract team that managed the procurement needs of all three branches of the federal
government, including U.S. Passports for the Department of State. Mr. Clarke also served as a
Senior Procurement Analyst at the Department of Veterans Affairs, Office of Acquisition and
Logistics Procurement Policy and Warrant Management Division, where he led the agencies’
largest Integrated Product Team.

Mr. Clark holds several certifications, including: DITAP Training & Development Program; FAC-C Contracting Level III; DAWIA Contracting Level III; FAC-P/PM Senior Level; Industry Certification in Contract Management – Defense (ICCM-D); Certification Contracting Level III (National Contracts Management Association (NCMA); Certified as Federal Contracts Manager (NCMA), and is a graduate of the VA Leadership Class of 2016 and the Federal Executive Institute.

Mr. Clark holds a BS in Business and an MA in Business Administration from Mississippi
College.

At Maximus Ms. Powell supports public health programs with a leadership style built on bringing together key stakeholders to identify operational areas to optimize. She excels at developing teams that design and deliver innovative, technology-enabled solutions that meet mission-critical requirements, which results in strong satisfaction for employees, customers, patients, and physicians.

Before joining Maximus, led IT operations for a large portfolio of complex global healthcare
systems for the Defense Health Agency that included delivery of cloud solutions,
software/application development, IT modernization, EMR/EHR platforms, and integrated system
solutions. Ms. Powell is multi-certified and has received awards including the Top 100 Women in
Technology. She is a member of Women Business Leaders of the U.S. Health Care Industry
Foundation, and the American College of Healthcare Executives. She earned a Bachelor of
Science degree in Health Information Management and Information Technology from Norfolk State University, and also holds a Clinical Leadership certification from Harvard Business School.
