Allen Hill is the Deputy Assistant Commissioner for Category Management, Office of Information
Technology Category (ITC), in GSA’s Federal Acquisition Service (FAS). The Federal
Acquisition Service provides buying platforms and acquisition services to Federal, DoD, State
and Local governments for a broad range of items from office supplies to motor vehicles to
information technology and telecommunications products and services.


The ITC Deputy Assistant Commissioner for Category Management provides executive
leadership over a portfolio of acquisition solutions through which customer agencies procure
more than $9 billion in IT products and services. These solutions include the Government-wide
Acquisition Contracts (GWACs) Alliant 2, Alliant Small Business 2, VETS2 and 8(a) STARS. In
addition, his portfolio also includes Enterprise Infrastructure Solutions (EIS) and the USAccess
shared services program. Allen’s guidance and oversight of the category teams ensures ITC
continues to play a critical role in the Administration’s IT modernization efforts to drive a more
efficient and effective government for the American people.


Allen previously served as the Director of Telecommunication Services, where he was
responsible for a portfolio of contracts that provide government agencies with a diverse set of
telecommunications services valued at over $3 billion annually. These offerings include EIS,
Networx, Connections II, Custom SATCOM Solutions (CS2) and Custom SATCOM
Solutions–Small Business (CS2-SB), Wireless FSSI and Managed Mobility, Federal Relay
services for individuals who are deaf or hard of hearing, and over 80 local telecommunications
services contracts. Mr. Hill was also responsible for the Network Services 2020 Strategy to
include EIS as the replacement for Networx, and for program leadership across GSA’s 11
Regional Network Services organizations.


Allen came to ITC from the Department of Education where he served as the Director, Office of
the Chief Information Officer (OCIO). During his 5 years with ED’s OCIO, Allen led the strategic
planning, policy development, and executive management of all Information Technology (IT),
Management (IM) and Assurance (IA) systems. He oversaw $50M+ in IT support services
contracts, including those related to network, mobile, and security. His work has helped ensure
that millions of students and thousands of schools throughout the nation receive their funds.
Previously, Allen served as the Director of Pacific Operations at CACI and Senior Technical
Advisor with Verizon Business working with the Defense Information System Agency (DISA). He
also has 20 years of experience with the US Air Force.


Allen’s certifications include Senior-Level Federal Acquisition Certification (FAC) for Program
and Project Managers (PPM), Management Professional from the Project Management Institute,
and Certified Information Systems Security Professional.


Allen received his Bachelor of Science from the University of Maryland and a Masters of
Science in Information Technology Project Management and Leadership from Capella
University.

Mr. Ian A. Fowlie was appointed to the Defense Intelligence Senior Executive Service in September 2019 as the Chief, Enterprise IT Engineering in the DIA Chief Information Office. He is responsible for the  designing, building and testing of enterprise applications, data, network, and end user services solutions  for the Defense Intelligence Enterprise (DIE), Intelligence Community (IC), and International Partners.  

 

Prior to this appointment, Mr. Fowlie served as the Chief, CIO’s Digital Journey advising the DIA Chief  Information Officer on strategic direction to meet future needs. Specifically, he focused on identifying and  adopting best practices to enable the Agency’s digital transformation and shift to a data-centric  enterprise. Previously, as the Deputy Chief, CIO Business Operations, Mr. Fowlie was responsible for the  day-to-day oversight of CIO’s Planning, Programming, Budgeting, and Execution (PPBE), acquisition, and  business intelligence capabilities and services supporting over 230,00 National and Defense Intelligence  customers worldwide. Earlier, Mr. Fowlie served as the Chief, Enterprise Program and Project  Management, where he oversaw the full lifecycle for mission and business applications.  

In his 1st DIA assignment, Mr. Fowlie served as the Chief, Data Integration and Management, overseeing Department of Defense Intelligence Information System (DoDIIS) data solutions and enterprise services  that leverage and enhance the adoption of IC & DoD cloud architectures.  

Before joining DIA in 2015, Mr. Fowlie served as part of the Naval Intelligence community for 20 years. As  the Director, Joint Production Office at the Office of Naval Intelligence (ONI), Mr. Fowlie led the complete  transformation of ONI’s entire production and dissemination enterprise, moving ONI to a dynamic,  knowledge model. Prior to this assignment, Mr. Fowlie served in the Office of the Chief Information  Officer, where he directed a variety of intelligence and corporate business programs. Previously, Mr.  Fowlie was the Operations Officer for the Collections Directorate, overseeing key functions ranging from  technical collections to collection requirements to maritime sensors.  

Before his transition to civilian service in 2002, Mr. Fowlie also held a variety of assignments as a Naval  Intelligence Officer. His tours of duty ranged from Carrier Air Wing NINE to the Joint Intelligence Center  Pacific to ONI, where he served in various positions to include Collection Manager and International  Programs. 

He holds a Bachelor of Arts Degree in Government and Computer Applications from the University of  Notre Dame and a Masters of Arts in National Security and Strategic Studies from the U.S. Naval War  College. Mr. Fowlie is a recipient of the Navy’s Superior Civilian Service Medal (2015).

Darren is Chief Enterprise Solution Architect in the Data Center Group at Intel. He
works directly with governments and enterprise organizations to help them understand
the cloud components and elements they need to consider to achieve their goals. He
addresses workload migration, developing in the cloud, hyperconverged infrastructure,
and modern data center architectures.


Darren’s research has resulted in patents in cloud and grid computing infrastructures
and his technology has been used in companies to decrease product development
lifecycle time through build, test and deployment optimization and virtualization.
