John D. Baase is the Defense Information Systems Agency’s Identity, Credential and Access Management program manager, bringing a strong technical understanding and prior program management experience.
In 2004, Baase enlisted in the U.S. Army and was stationed in South Korea with the 275th Signal Company. After departing the Army, he joined the United Services Organization - Korea as the country wide program manager providing services to active-duty military and their families. By 2010 he transitioned to IT contracting in Korea, supporting 403rd Army Field Support Battalion – Northeast Asia, U.S. Forces Korea J-6 Joint Network Operation Control Center, and United Nations Command – Military Armistice Commission before joining the civil service.
Baase joined the civil service with the 173rd Airborne Infantry Brigade Combat Team in Vicenza, Italy, serving many roles. Most notably, managing long term, complex projects that equipped the war fighter with robust and agile IT assets, raising their combat lethality. Before leaving the 173rd to join DISA, Baase was awarded the Army Commander’s Award for Civilian Service.

Mr. Jason Bonci is the Department of the Air Force Chief Technology Officer at Office of the Chief Information Officer. His responsibilities are to drive the adoption, resilience, and strategic technical vision of the Enterprise IT portfolio.
Prior to his current position, he was the Senior Director of Public Sector Engineering at Akamai Technologies in Cambridge, Massachusetts. There he led a team of 60 engineering, operations, and consulting professionals in designing and operating Akamai’s public sector portfolio. This included being the technology provider behind the Department of Defense’s Global Content Delivery Service program that powered delivery, security, and optimizations for over 2,000 capabilities. Under his architectural guidance, this service became part of the technical underpinning of the DoD’s internet access delivery system, the Air Force enterprise cloud program (CloudOne) and the Army’s identity and credential access management system. Mr. Bonci also designed and fielded the Shepherd protective domain name service program in conjunction with Defense Digital Service which helped protect Defense Industrial Base companies and national critical infrastructure. Over this 14 year tenure, he had numerous roles in the public sector, including engineering management and as an individual contributor in systems engineering and web applications.
Prior to Akamai, Mr. Bonci was involved in the Open Source community as an engineer at VA Linux and as a contributor to the Debian Linux Distribution. Having worked as an independent security researcher, he is a contributor to the DoD Vulnerability Disclosure Program. He is also an Eagle Scout.

Remy helps developers, designers, and other contributors work with dedicated civil servants to create open accessible healthcare technology projects, programs, and policy. Through his work with the US DigitalCorps and the Digital Service at CMS, Remy improves access to health Information, and grows communities of practice around Open Data, Open Standards, and Open Source code.
Remy comes to CMS with over 16 years at the frontier of Open Source Software. His career has included many firsts, including helping to launch the first academic minor in Humanitarian Free/Open Source Software in the United States at Rochester Institute of Technology. He was the first Open Source Community Manager of an American presidential campaign, the first Open Source Program Office Lead at Spotify, the second Open Source Program Office Lead at Twitter, the first Fedora Community Lead at Red Hat, and now serves as the nation’s first Open Source Program Office Lead at a Federal Agency.

Dave Hinchman oversees the U.S. Government Accountability Office’s government-wide reviews of cloud computing security, critical infrastructure cybersecurity, the federal cyber workforce, and IRS IT modernization. He previously led GAO’s body of work on federal data center optimization and cloud computing implementation. Prior to joining GAO in 2002, Dave worked for several private sector firms, including PricewaterhouseCoopers, and served as a Surface Warfare Officer in the United States Navy.

Mr. Peter Lapp is currently on contract as a senior threat manager at DCSA’s DoD Insider Threat Management Analysis Center in the Behavioral Threat Analysis Center. Previously, he spent 22-years as an FBI special agent conducting counterintelligence investigations against Cuba, China, and Russia while at the Washington Field Office and Baltimore Division.
Later, Pete held the positions of supervisory special agent and unit chief of the economic espionage and PRC espionage units at FBIHQ’s Counterintelligence Division. After retiring from the FBI, he was the insider threat program manager at General Dynamics Information Technology, and then later started an insider risk consulting firm.
Finally, Pete is an accomplished public speaker, adjunct professor at Marymount University in its Forensic Legal and Psychology graduate program, and the author, with Kelly Kennedy, of Queen of Cuba: An FBI Agent’s Insider Account of the Spy Who Evaded Detection for 17 Years (Post Hill Press, 2023).

Ms. Jeanette J. McMillian serves as the Assistant Director for the Supply Chain and Cyber Directorate (SCD) of the National Counterintelligence and Security Center (NCSC). In this role, Ms. McMillian participates in interagency strategic programs and National Security Council initiatives to bolster the security of cyber and supply chains across the federal enterprise. She works closely with NCSC directorates, Office of Director of National Intelligence (ODNI) components, and other Departments and Agencies, specifically the Departments of Homeland Security and Defense, to address supply chain security as a critical component of the National Counterintelligence Security and National Cyber Strategy.
Prior to joining NCSC, Ms. McMillian served as the Acting Deputy Inspector General to the Acting Inspector General of the Intelligence Community (IC IG). Ms. McMillian was most familiar with the IC IG office construct having served in various leadership roles since 2010. She was instrumental in the development of the legislation that created the IC IG to provide oversight of IC programs and activities within the authority of the Director of National Intelligence (DNI).
Before serving in the IG community, she served at the National Counterterrorism Center (NCTC). Ms. McMillian assisted with the stand-up of the Directorate of Strategic Operational Planning by analyzing the legal and regulatory aspects of strategic counterterrorism plans. As an Assistant General Counsel with the Office of General Counsel at the Central Intelligence Agency, she assisted in the establishment of the ODNI as a legal advisor to the ODNI’s predecessor organization, the IC Community Management Staff.
Ms. McMillian holds a Bachelors of Arts in Political Science from Howard University and a Juris Doctorate from Washington University School of Law.

Fátima Terry serves as the Deputy Director for the U.S. Department of Agriculture (USDA) Digital Service (DS) in the Office of the Chief Information Officer (OCIO). In this role, Fátima is responsible for recruiting and developing an expanded team of technology, innovation, and service delivery leaders to meet the myriad of missions needs across USDA.
Prior to USDA, Fátima served two tours with the US Digital Service (USDS), and during one tour as acting Chief Learning Officer for the Office of Management and Budget’s (OMB) Management and Operations Division – Human Capital (OMB-MOD-HC) team. During her time as acting CLO, she managed a $600K Learning & Development budget that pushed forward many strategic efforts to scale OMB’s development programs, increase executive program tuition, expand training opportunities, introduce a new Diversity, Equity Inclusion and Accessibility (DEI&A) training curriculum, and modernize learning systems. She also led agency deployment and data analysis of OMB’s 2022 Federal Employee Viewpoint Survey (FEVS) efforts which yielded increases in engagement, learning and development satisfaction, and workforce planning efforts. During her time with USDS, she partnered with leadership and Subject Matter Experts (SMEs) to stand-up USDS’s first Data Science team within the Engineering Community of Practice. She also led human capital strategies that restructured skill-based selection and hiring practices, streamlined talent management systems and processes, and connected data-driven approaches to multiple employee life cycle elements.
Across her career, Fátima has worked for or partnered with at least 10 other federal agencies in the areas of technology delivery, product development, leadership, human capital, organizational design, technical education and Science Technology Engineering and Math (STEM), apprenticeships, advanced manufacturing credentialing and more. Fátima is also an Office of Personnel Management (OPM) Federal Internal Coaching Training Program Graduate and coaches a range of executive and non-executive clients. She holds an M.A. in Industrial-Organizational Psychology from the Chicago School of Professional Psychology, as well as a B.A. in Psychology from New Jersey City University.
Fátima is a first-generation immigrant born in Peru and the first female in her family to receive an advanced degree. Outside of work, her unique experiences have ignited her passion for participating on minority or disadvantaged serving boards and volunteer with organizations that progress these communities.

Prior to Okta, Sabrina worked as an Account Manager and a Solutions Engineer at Splunk, where she was dedicated to helping national security customers use data analytics to support their IT, cybersecurity, and mission requirements. Mike Uster is the chief information officer (CIO), Chief Technology Officer (CTO) and a senior vice president at ManTech.
As CIO/CTO, Mr. Uster directs the enterprise’s managed services, from datacenters to collaboration tools to security and the implementation of new and emerging technologies. ManTech’s Enterprise Information Services organization supports more than 14,000 users including employees, customers, consultants and subcontractors. In his CTO role, Mr. Uster has embedded a culture of “proven here first” by deploying new solutions and innovative technologies across the ManTech. Mr. Uster joined ManTech in 2005 as a vice president and quickly advanced to senior vice president in roles spanning the design of business management system solutions, contract and supply chain management, and program management. For more than a decade, Mr. Uster led the Enterprise Strategic IT Initiatives review, prioritization and execution process.
In November 2021 Mr. Uster and his team moved the company with more than 14,000 users into a complete zero trust environment, and is leveraging this expertise to assist multiple government agencies in their own zero trust journeys. Mike developed a roadmap to improve the enterprise security posture as agencies undergo digital transformation, implement stronger cybersecurity standards, move to secure cloud services within a zero-trust architecture, and deploy multi-factor authentication and encryption.
In his more than 35 years as a government contractor, Mr. Uster has also worked at Northrop Grumman, Lockheed’s “Skunk Works,” the RAND Corporation, TRW, Metric Systems and Object Sciences Corporation on assignments throughout the United States and in Egypt, Oman and Turkey. Mike is a graduate of California’s Biola University with a Bachelor of Art in Modern European History.
