Traci DiMartini
Human Capital Officer

Traci DiMartini is the Human Capital Officer for the Internal Revenue Service at the Department of the Treasury. In her role as HCO, Traci oversees all IRS recruitment, hiring, benefits and training for the Service’s 100,000 employees. She is a passionate advocate for federal workers and is proud to partner with the National Treasury Employees Union (NTEU) which represents the IRS bargaining unit workforce. Traci is an experienced Senior Executive and previously served as the Chief Human Capital Officer for GSA, Peace Corps and the EEOC before joining the IRS in June 2023. She has over 20 years of federal service and is an alumna of USDA’s SES Candidate Development program and American University’s Key Executive Leadership program. Traci received her Masters degree from Rutgers University’s Bloustein School of Public Policy with a concentration in Labor Policy and is a proud native of Philadelphia, Pennsylvania.

Michael serves as the Director of the Federal Executive Institute (FEI) at the Center for Leadership Development (CLD), within the Human Resources Solutions (HRS) section of the U.S. Office of Personnel Management (OPM). In this role, Michael oversees OPM’s executive and leadership training programs, as well as the government’s premier leadership development fellowship, the Presidential Management Fellows Program.
Prior to his current role, Michael served FEI as Dean of Faculty, supervisory faculty, and senior faculty. In these roles, Michael provided executive learning through FEI’s flagship Leadership for a Democratic Society (LDS) program, coordinated a new leadership development micro-learning series for political appointees, and facilitated executive coaching for senior leaders (GS-15’s and SES’s) within federal agencies.
Before joining OPM, Michael served over 30 years in private and public higher education as the president of a private university, the president of a public regional university, and the senior vice president at a research university. Michael also served as a senior faculty member for doctoral and masters programs in the schools of business and education.
Michael has chaired numerous national, state, and local boards of directors and established multiple public-private partnerships with state and local governments. He has led the development of university and community strategic plans; served as a senior leadership consultant for business and education; and keynoted national and state professional association conferences.
Michael received his B.S. and M.S. degrees from Western Illinois University. Michael holds an Ed.S. from Pittsburg State University and a Ph.D. from the University of Kansas. Michael is also a graduate of Harvard University’s Institute for Educational Management (IEM).
Pat Tamburrino

Pat Tamburrino Jr. serves as the NobleReach Chief Administrative Officer. In that role he is responsible for all Enterprise wide functions including Human Resources, Finance and Contracts, Marketing/Communications and Facility Management/Security.
Prior to his current role Pat led both the Logistics Service Line and Health/Civilian Agency practice areas for Logistics Management Institute Consulting, LLC.. His efforts focused on holistic approach to the next generation of logistics solutions by integrating the latest innovations in acquisition, supply chain, strategic mobility, transportation, operations, infrastructure, energy, and environment. His clients included agencies such as NASA, the General Services Administration, the U.S. Postal Service, the Department of Veterans Affairs, and the Office of Personnel Management, Pat’s practice focuses on organizational and human capital solutions, operations and financial management, IT governance, and strategic planning.
A career Department of Defense Senior Executive Service member with more than 40 years of public service, Pat has a wealth of experience in addressing the challenges facing managers across a broad spectrum of the federal government, most recently as chief of staff for the Under Secretary of Defense for Personnel and Readiness. Three U.S. presidents have recognized his superior leadership and results in the federal government, twice with the Presidential Rank Award of Meritorious Executive as well as the rank of Distinguished Executive. He is one of only two Department of the Navy executives so recognized on three occasions.
Pat is a Navy veteran, having served in the nuclear submarine community. He is also a member of the Navy Federal Credit Union Board of Directors.
Pat earned a bachelor’s degree in chemistry from the New York Institute of Technology and a master’s degree in business administration from Rensselaer Polytechnic Institute. He is a certified Acquisition Professional and Certified Professional Coach.
