Sunalei Stewart has 20 years of experience in federal, state and local government. Before rejoining the State Land Office, Sunalei served as the Chief of Staff and Deputy Chief Administrative Officer for the City of Albuquerque, the Chief of Staff at the State Auditor’s Office, and Deputy Commissioner for the State Land Office in a previous administration. In addition, Sunalei held various positions, including Legislative Director and Senior Counsel, in the office of former U.S. Senator Jeff Bingaman. He worked for the U.S. Department of State, Office of the Legal Adviser, prior to joining the Senator’s staff. He has a B.A. in political science and philosophy from the University of Arizona, and a J.D. and M.A. (international affairs) from American University. He is admitted to practice law in New Mexico, California (inactive) and Oregon (inactive) and is a Certified Fraud Examiner (CFE).

Elle has spent her career making it easier for the public and private sectors to work together to solve problems. Prior to co-founding The Atlas, Elle served as the Director of Strategy & Partnership at re:focus partners. She also served as Special Assistant and Communications Director in the U.S. EPA’s Office of International and Tribal Affairs, where she managed an initiative that facilitated city-to-city learning on urban innovation, designed a program that supported environmental entrepreneurship, and developed a strategy that educated stakeholders about EPA’s international success stories. Elle has an MBA with a marketing concentration from UCLA’s Anderson School of Management and a B.A. in Public Policy from the University of Michigan Gerald R. Ford School of Public Policy.
