Ms. Andrea Brandon is currently the Deputy Assistant Secretary (DAS) for Budget, Finance, Grants and Acquisition within the Department of Interior (DOI). As the DAS she has executive responsibility for the leadership and strategic direction of all budget, finance, financial assistance, acquisitions, property, and related business IT systems for the DOI. This portfolio comprises of more than $18.6 Billion in financial assistance and contract awards across the United States. She was formerly the DAS for the Office of Grants and Acquisition Policy and Accountability (OGAPA), the Senior Procurement Executive, and the Suspension and Debarment Official for the Department of Health and Human Services. In addition, she was the Director for Financial Assistance Policy and Oversight at the Department of Homeland Security (DHS); and an Executive Assistant Director for the USDA National Institute of Food and Agriculture. Andrea has broad experience in risk management, audits, internal controls, information technology innovation, acquisition management, grants, and financial operations in her federal career of 36 years.

Andrea has led several government‐wide initiatives: Co-Chair for the Council on Financial Assistance Reform (COFAR), Co-chair for the Financial Assistance Committee on E-gov (FACE); Government Financial Assistance Representative on the DATA Act Interagency Advisory Committee (IAC), Program Manager for the Federal Financial Assistance Management Improvement Act (FFAMIA) Grants Streamlining Initiative; Chair of the OMB CFO Council’s Grants Training and Certification Workgroup and the Transparency Act Grant Sub-award Pilot Subcommittee. She is currently the Co-chair for the Grants Management Symposium working group for the National Academy of Public Administration and the OMB Chief Acquisition Officers (CAO) Council; and is on the Federal Acquisition Institute Board of Directors.

She is the recipient of the Govtech Connects IGNITE 2024 Powerful Women Igniting Digital Transformation, the National Grants Management Association (NGMA) 2016 Newton Award, and the NGMA 2017 Director’s Award. Each award recognizes Ms. Brandon’s expertise,vision, innovation, and leadership.

She is a member of the National Grants Management Association, the American Bar Association, the Association of Government Accountants, the American University 2024 Key Executive Leadership Program Speaker’s Bureau, and is a 2024 National Academy of Public Administration Fellow.

Ms. Brandon holds a Bachelor’s degree in Behavioral and Social Sciences from the University of Maryland, a Master’s in Public Administration from American University and a member of the Pi Alpha Alpha Honor Society; and a Master’s in Legal Studies from Pepperdine University Caruso School of Law.

The Honorable Kirsten A. Davies was sworn in as the Chief Information Officer (CIO) of the Department of War (DoW) on December 23, 2025, following her presidential nomination and U.S. Senate confirmation. As the principal advisor to the Secretary of War on all matters relating to information management, information technology, cybersecurity, and information assurance, her core mission is to accelerate decision advantage for the warfighter and ensure America’s technological superiority.

As CIO, Ms. Davies exercises enterprise-wide leadership over the Department’s information technology and cybersecurity strategy, budget, and execution. She is responsible for ensuring the resilience and operational effectiveness of the digital infrastructure that underpins warfighting, readiness, and strategic deterrence. Her authority extends to modernizing legacy environments and strengthening cyber resilience against a contested threat landscape. Her mandate includes oversight of critical capabilities such as C4 systems, position, navigation, and timing, and electromagnetic spectrum management. Furthermore, she exercises authority, direction, and control on behalf of the Secretary of War over the strategic direction of the Defense Information Systems Agency (DISA), the NSA’s Cyber Security Directorate (CSD) Information System Security Program (ISSP), and the Department of War Cyber Crime Center (DC3).

Ms. Davies brings nearly two decades of executive leadership experience at the intersection of cybersecurity, enterprise technology, and large-scale organizational transformation. Prior to her federal service, she served as Chief Information Security Officer (CISO) for Unilever, where she led global cyber resilience for one of the world’s largest consumer goods enterprises. Her distinguished career includes technology and cyber roles at The Estée Lauder Companies, Barclays-Africa Group, Hewlett Packard Enterprises, and Siemens. Across these roles, she built high-performing teams to defend complex global operations—from manufacturing and supply chains to financial networks—against advanced persistent cyber threats.

In addition to her corporate leadership, Ms. Davies is the founder of the Institute for Cyber, a nonprofit organization dedicated to citizen safety and security in the digital universe. Ms. Davies holds a Bachelor of Arts degree in International Politics and Government from the University of Puget Sound. She has pursued advanced studies in international law, business, and human rights at John Hopkins University and the International Institute of Human Rights in Strasbourg, France, and holds a professional certification in change management from the Prosci Institute.

Ms. Ashley Evans is the Director of Data and Digital Transformation within the
Department of Navy, Office of the Assistant Secretary of the Navy (Financial
Management and Comptroller), Financial Management Systems (FMS). In this capacity,
she is responsible for digital transformation solutions for the Department of Navy
financial management workforce, including data, analytics, and systems modernization
projects that meet the needs of the warfighter.

Prior to her appointment, Ms. Evans served as a Highly Qualified Expert (HQE) in the
role of Chief Product Officer for Business Analytics and later for Algorithmic Warfare
at the Department of Defense Chief Digital and Artificial Intelligence Office (DoD
CDAO). There, she was responsible for the overall product strategy for all CDAO
platforms and capabilities offered as a service to the DoD enterprise. Ms. Evans
conducted a large-scale user research and re-architecture effort of the enterprise data,
analytics, and artificial intelligence (AI) platform known as Advana to best support user
needs at scale. She also launched Advana University and countless other data, analytics,
and artificial intelligence user support services, all while overseeing a nearly $200M
budget.

Before that role, as an HQE, she was the Strategy and Operations Director for the DoD
Office of the Undersecretary of Defense, Comptroller (OUSD(C)); she authored and
launched the first-ever 2022-2026 DoD-wide Financial Management (FM) Strategy on
behalf of OUSD(C) with a five-year outlook and a transformation program focused on
delivering unified campaigns and initiatives. Additionally, as a co-founder of the Advana
platform that was grown from within OUSD(C), she was responsible for authoring the
first Advana Strategy, developing a strategic planning framework to align priorities
across 500+ analytics application development teams to common outcomes, and
launching countless user support services which directly led to 1,000% exponential
growth of Advana’s user base during her tenure. She also co-founded Executive
Analytics on Advana to bring DoD-wide performance metrics for review to the Deputy
Secretary of Defense (DEPSECDEF) via the Deputy’s Management Action Group
(DMAG).

Prior to her tenure in the public sector, Ms. Evans held several financial management
positions in the private sector where she led large financial management transformation
projects in the automotive, utilities, technology, professional services, consumer
products, and pharmaceutical industries.

Ms. Evans holds a Bachelor of Business Administration from Seton Hall University with
concentrations in Finance, Management, and a minor in Asian Studies.

Dr. Lori Glaze is currently serving as the acting associate administrator for NASA’s Exploration Systems Development Mission Directorate (ESDMD). In this role, she leads and manages human spaceflight development and operations related to the agency’s Artemis campaign to explore the Moon for scientific discovery and technology advancement, learning how to live and work on another world as we prepare for human missions to Mars. In addition to her acting role, Glaze officially holds the position of deputy associate administrator for the mission directorate. 

Previously she was the director of the Planetary Science Division in the agency’s Science Mission Directorate. During her six years as director, she led agency management for missions to understand the solar system through formulation, development, and operations, including Insight’s landing and mission on Mars, the Mars rover Perseverance beginning its task of Mars Sample Return, Ingenuity’s paradigm-changing powered flights on Mars, DART’s successful impact of an asteroid, the launches of Lucy and Psyche, OSIRIS-REx’s return of material from the asteroid Bennu, and the preparation of Europa Clipper for its launch. 

Prior to her tenure at NASA Headquarters, she was the chief of the Planetary Geology, Geophysics and Geochemistry Laboratory at NASA’s Goddard Space Flight Center in Greenbelt, Maryland, and the Deputy Director of Goddard’s Solar System Exploration Division. 

As a science researcher, her interests included physical processes in terrestrial and planetary volcanology, atmospheric transport and diffusion processes, and geologic mass movements. She was also involved in many NASA-sponsored Venus mission concept-formulation studies, including as Principal Investigator for the Deep Atmosphere Venus Investigation of Noble gases, Chemistry, and Imaging (DAVINCI) mission until her move to Headquarters. 

Dr. Glaze was born in Texas. She graduated from the University of Texas, Arlington, with a B.A. and M.S. in Physics. She received a doctorate in Environmental Science from Lancaster University in the United Kingdom. She has also previously worked at the Jet Propulsion Laboratory and at Proxemy Research as Vice President and Senior Research Scientist.

Colleen Heller-Stein is the Executive Director of the Chief Human Capital Officers Council.
In this capacity, she oversees the CHCO Council and works with human capital leaders from across the federal government on the development and implementation of human capital strategies and policies. She also leads the Council in implementing Executive Orders and elements of the President's Management Agenda that impact the federal workforce. Colleen consults on legislative proposals, advises the OPM Director on human capital matters and serves as principal liaison for the OPM Director with CHCO Council members, cross-agency councils, and external partners, representing OPM’s priorities.

Prior to this role, Colleen served as the Deputy Chief Human Capital Officer for the Department of the Treasury, where she served since 2010 in roles of increasing scope, complexity, responsibility, and impact, including Senior HR Business Partner for Domestic Finance, Director of the Office of Human Resources for Departmental Offices, and Acting Chief Human Capital Officer. In these roles, Colleen led several major organizational stand-ups, a complex workforce reshaping initiative, establishment and implementation of new pay plans, onboarding during the  2021 Presidential transition, and played a significant role in helping the Treasury workforce navigate the COVID-19 pandemic for its employees world-wide.

Before joining the Treasury Department Colleen held numerous positions in state and Federal government with the Commonwealth of Pennsylvania, the U.S. Securities and Exchange Commission, U.S. Government Publishing Office, and the Department of Veterans Affairs. Her experience also includes work abroad supporting active-duty military personnel and veterans in Germany, Belgium, and the Netherlands.

Colleen is a graduate of the Partnership for Public Service's Excellence in Government Fellows program and holds a Bachelor of Arts degree in American Studies from Dickinson College and a Master of Public Administration degree from the George Washington University's Trachtenberg School of Public Policy and Public Administration.

He is responsible for developing and implementing the agency’s vision for the acquisition and use of information technology by directing a nationwide workforce of IT professionals who deliver IT services, integrate processes, administer systems, secure networks, develop solutions, and provide other mission-aligned support.

Mr. Jenkinson joins the OIG from the US Department of War’s Defense Human Resources Activity, where he most recently served as chief of the Compliance, Training, and Information Division at the Defense Travel Management Office. He was the senior IT and cybersecurity advisor for the Defense Support Services Center, where he built a multi-million-dollar consolidation initiative. At the Defense Manpower Data Center, he led an enterprise-wide Software as a Service transformation, led innovation working groups, and previously served as chief of the Business Requirements, Testing, and Training Branch for the Common Access Card program. Earlier in his federal career, he served as chief of the Production Data Control Section at the US Patent and Trademark Office. Prior to his career in public service, he supported the Census Bureau at IBM, and he was an entrepreneur who provided IT consulting and built digital training platforms used by Fortune 500 firms.

A 2025 FORUM IT-100 Award winner and a finalist for the 2025 GovCIO “Change Driver” Flywheel Award, Mr. Jenkinson is a frequent speaker at industry events on AI and IT modernization. He holds Project Management Professional and ITIL 4 Strategic Leader certifications. Mr. Jenkinson earned his executive certificate in public leadership from Harvard Kennedy School Executive Education, completed the Key Executive Leadership Certificate at American University, and earned his bachelor of science in business management from George Mason University.

Mr. Gregory G. Koval is a member of the Senior Executive Service, serving as the Deputy Assistant Secretary of the Navy for Financial Management Systems (DASN FMS). He is responsible for the portfolio management and resourcing of financial management systems for the Department of the Navy (DON). This role includes completing current legacy system migrations to Navy Enterprise Resource Planning (ERP), supporting both Navy General Fund and DON Working Capital Fund audit activities by implementing advanced analytics, and upgrading the DON’s financial management capabilities in the next generation ERP+ system.

Prior to becoming the DASN FMS, Mr. Koval was the Assistant Deputy Commandant for Programs and Resources (Resources), Headquarters Marine Corps, Pentagon. He served as the Senior Accounting, Audit, and Resources Advisor to the Deputy Commandant for Programs and Resources, the Chief Financial Officer of the Marine Corps. Mr. Koval led the Marine Corps to a historic first unmodified audit opinion on the Marine Corps General Fund Financial Statements, establishing Marine Corps as the first Department of Defense Military Service to achieve this goal. His responsibilities included all aspects of financial operations from leading the full financial
statement audit remediation strategy to the implementing a sustainable internal control
environment; managing quarterly and annual financial reports; preparing the annual statement of
assurance; and implementing financial system controls. Additionally, Mr. Koval developed and
executed the strategy to stabilize the Marine Corps data and processes in the Defense Agencies
Initiative (DAI) general ledger post migration while under full financial statement audit.

Previously, Mr. Koval served as the Deputy Director, Financial Operations, Office of the Assistant
Secretary of the Navy (Financial Management and Comptroller). As the DON’s Chief Accounting
Officer, he was responsible for accounting and financial operations, including the oversight of the
Financial Improvement and Audit Remediation (FIAR) program. He also served as the Acting
DASN Financial Operations, during his tenure. Mr. Koval led remediation strategies that resulted
in the downgrade of several audit material weaknesses for the Navy.

Mr. Koval was formerly the Deputy Director of the Marine Corps Fiscal Division, Programs and
Resources, Headquarters Marine Corps. He was responsible for the day-to-day operations of the
Risk and Compliance Branch (including Audit Response and Remediation), Manager's Internal
Control Program, Finance Branch, Accounting Branch, and Marine Corps Non-Appropriated
Funds Audit Service. He developed the Marine Corps audit remediation strategy and worked
successfully across business lines and process owners to improve financial statement audit results during his tenure.

Mr. Koval joined the civil service from the private sector, where he supported the Marine Corps
and Navy FIAR programs for over a decade as a contractor. He provided business consulting
services in all aspects of accounting, audit, and internal controls, including information technology. Prior to his contract work with the DON, Mr. Koval managed internal audit contractor teams at a civilian agency, helping components maintain unmodified audit opinions through the
implementation of internal controls, the use of data analytics to quickly identify and resolve
deficiencies, and a robust testing and assessment program to meet Office of Management and
Budget Circular A-123 objectives. Mr. Koval began his career as an Operational Risk Consultant
for a Big Five accounting firm, supporting internal control risk assessments, financial statement
audits, and SAS-70 audits for private sector entities in the manufacturing, banking, and hospitality industries.

Mr. Koval is a Certified Information Systems Auditor and graduated with honors from Muhlenberg
College with a B.A. in Accounting and a B.A. in Economics. He received a DON Superior
Civilian Service Award (2021), Office of the Secretary of Defense Medal for Exceptional Civilian
Service (2024), and the DON Distinguished Civilian Service Award (2024).

Daniel  Morgan is the Chief Product and Technology Officer for the Office of the Secretary of Transportation (OST) and United States Merchant Marine Academy (USMMA) at the U.S. Department of Transportation (DOT).

In this role, Daniel leads a digital factory delivering enterprise-wide products and capabilities while defining and executing DOT’s product strategy and roadmap. Additionally, he works closely with stakeholders to ensure IT investments directly support mission outcomes, emphasizing practical, user-centered solutions and outcome-driven technology adoption to promote efficient, mission-focused agency operations.

Daniel began his federal career in 2014 as the inaugural Vice-Chair of the Federal Chief Data, before assuming the mantle of DOT’s first Chief Data Officer. In both positions, he helped establish data as a strategic asset, building processes and tools that fostered a culture of informed, data-driven decision-making. Before joining DOT, he spent 15+ years as a management consultant in IT governance, enterprise architecture, human capital planning, and supply chain strategy & operations.

Laura Stanton is the Acting Commissioner for GSA’s Federal Acquisition Service. FAS provides buying platforms and acquisition services to Federal, DoD, State, and Local governments for a broad range of items from office supplies and motor vehicles to information technology and telecommunications products and services.

Previously, Laura served as Assistant Commissioner for the Office of Information Technology Category in FAS, where she managed the largest fee-for-service IT procurement and services operation in the U.S. government. Laura oversaw more than 6,000 contracts that provide access to relevant and timely IT and telecommunications products, services, and solutions to defense and civilian agencies, as well as to state, local, and tribal governments.

Before rising to lead ITC, Laura served as its Deputy Assistant Commissioner for Category Management, where she oversaw a portfolio of acquisition solutions including the Government-wide Acquisition Contracts Alliant 2, VETS 2, 8(a) STARS II and III. In addition, her portfolio also included the Enterprise Infrastructure Solutions and the USAccess shared services programs. Laura’s guidance and oversight of the category teams helped ITC play a critical role in the Administration’s IT modernization efforts to drive a more efficient and effective government for the American people.

Laura came to ITC from GSA’s Office of Enterprise Strategy Management. As the Assistant Commissioner, Laura directed FAS’s strategic business planning, performance management, category management, and Acquisition Gateway adoption. She played an integral role in creating and executing a FAS strategic vision that aims to establish itself as the Government Acquisition Marketplace. She also coordinated with the Category Management Leadership Council and the Office of Federal Procurement Policy to implement category management government-wide.

In 2023, Laura was the recipient of a Federal 100 Award and the Government Eagle Award for lifetime achievement in government. Laura was also a recipient of the 2015 Federal 100 Awards, presented to government, industry, and academic leaders who have played pivotal roles affecting how the federal government acquires, develops, and manages IT.

Jamison joined SAP from Salesforce, where he served as Vice President of Global Public Sector, driving growth across Autonomous Agents (AI), Slack, and Field Service for government customers. Prior to Salesforce, Jamison led NATO and European Defense organizations, helping modernize citizen engagement and mission outcomes.

Before entering the private sector, Jamison spent four decades as a senior uniformed officer in the U.S. Department of Defense. His final post was at U.S. European Command, where he served as Chief of Staff and Senior Military Advisor to the Supreme Allied Commander Europe, leading coordination across a 51-country area of responsibility.

A recognized transformation leader, Jamison launched the Department of Defense’s inaugural cloud initiative with the Department of the Air Force and pioneered enterprise-wide human capital modernization efforts, including the establishment of the first Office of People Analytics to support data-driven portfolio decisions.

Jamison holds multiple graduate degrees in business, systems analysis, and international strategy, is a graduate of Harvard University’s Executive Program, and is a recipient of the Defense Superior Service Medal and the Disney Innovation Award. He is based in San Antonio, Texas.

David Robinson is the President of SAP North America and Americas Customer Success
Functions, responsible for leading SAP’s business in North America and driving the
company’s growth, advisory, and ecosystem strategy across the broader Americas region.
With more than three decades of experience in enterprise technology, David has built and
led global teams across revenue, operations, and strategy. He is passionate about helping
organizations reimagine and scale their businesses through technology, guided by a deep
belief in the power of co-innovation to turn ideas into quantifiable outcomes. A customer-
focused and forward-thinking leader, David is known for fostering trust, empowering
diverse teams, and delivering results that create lasting value.

Since joining SAP, David has played a pivotal role in shaping and executing the company’s
global strategy and customer success agenda across industries, products, and delivery
functions. As global President of SAP Cloud ERP, he led SAP’s company-wide cloud
transformation through the RISE with SAP program, driving innovation and business growth
around the world. He also served as Acting Head of SAP’s U.S. Public Services organization, supporting digital modernization for government and public sector customers.

Earlier in his career at SAP, David led innovation, advisory, and engineering teams at SAP Labs and SAP America.

Before SAP, David held senior executive positions at enterprise software startups
ClearCross and Nextlinx, where he helped shape go-to-market strategy, global expansion,
and product innovation in the early evolution of digital supply chain transformation. His
leadership in these fast-paced, entrepreneurial environments strengthened his ability to
scale technology businesses while building high-performing, customer-centric teams.

Outside of SAP, David continues to support technology innovation as an advisor to early-
stage companies, including serving on the advisory board of Virtru, a leader in data privacy
and protection. David holds an MBA from the University of Virginia Darden School of Business and a bachelor’s degree in international finance from American University.
