Linda is a passionate, extensively experienced, and goal-oriented Senior Government Strategist. She has also been honored as a Global Diversity, Equity, Inclusion, and Belonging Ambassador for UKG.

Linda is a Certified Payroll Professional, Certified Public Manager, IPMA-CP, and a PROSCI Certified Change Manager. She leads a team of subject-matter experts focused on human capital management in the government and education markets. Linda is also responsible for the management of Contracts and Procurement and Public Affairs.

Linda comes to UKG after previously working at the City and County of Denver where she served as the Director of Citywide Payroll Operations and Administration. During her time in Denver, she led a very large payroll consolidation effort and deployed UKG to all 13,000 employees. Her team was awarded with the Ventana Leadership Award, the Mayor’s 5281 Award, and the American Payroll Association’s SPLTF Overall Best Practices Award. Throughout her career, Linda has had the opportunity to speak at several events discussing the role of technology and change initiatives in the public sector.

Linda is a member of the American Payroll Association, the International Public Management Association for HR, Government Finance Officer Association, National Diversity Council and several other public sector associations and committees. She also serves on the volunteer board for the Association of Change Management Professionals.

Outside of work Linda enjoys spending time rescuing dogs, riding her motorcycle, and playing golf.

Bob Lavigna is an award-winning public-sector leader and innovator with more than 30 years of experience leading government organizations and programs. In his role as UKG® Public Sector Senior Fellow, Bob advocates for, promotes, and advises on effective practices that enable government organizations to attract and retain talent.

His book, Engaging Government Employees: Motivate and Inspire Your People to Achieve Superior Performance (Harper Collins Publishing), focuses exclusively on employee engagement in the public sector.

Bob previously was Director of the Institute for Public Sector Employee Engagement, where he worked with state and local governments to measure and improve engagement as a key to maximizing organizational performance. He also previously served as Assistant Vice Chancellor – HR for the University of Wisconsin, Vice President of the nonprofit Partnership for Public Service, and Director of the Wisconsin civil service system.

Bob, who has a master’s degree in HR from Cornell University, is a Fellow of the National Academy of Public Administration and was selected as a “Public Official of the Year” by Governing magazine. He has spoken at conferences and events across the U.S. and in Europe, Asia, Africa, the Middle East, South America and the Caribbean.
