Courtney Springer’s career started at GSA as a Contract Specialist Trainee under the Outstanding Scholar Program.  During his time in contracting he developed skills in the area of minor construction and led the team that developed the first Construction Manager as Constructor, Indefinite Delivery indefinite Quantity contract.  

After obtaining experience in the minor construction, Courtney moved to Property Development where he gained experience in large construction projects. While in Property Development, he was also provided the opportunity to work as Project Manager on the completion of the Des Moines Façade project.  

After gaining experience in the large construction field, Courtney became Branch Chief of Service Contracts. While in the Branch Chief role, Courtney worked with the team to develop  process metrics for the Branch and expand the contracting role in the field locations.  

After gaining experience as Chief of Contracts, he became the Deputy Director of Facilities.  While in the Deputy position, Courtney worked with the director to develop program metrics,  FTE plan, strategic direction and managed the Cedar Rapids flood response team.  

Courtney moved to the position of Director of Service Centers in 2011. In this position, Courtney provided leadership in the development of the Multi-Regional Elevator Contract which  provided an estimated $32 million in savings over a 15-year period. 

Courtney was asked to return to acquisition as the Director of Acquisition in R6 in 2014. In that  role Courtney served on national teams including the new director onboarding team and the  NCR support team.  

In 2018 Courtney was requested to act as the Assistant Commissioner of Acquisition for PBS.  In that role Courtney led the effort to streamline contract document storage utilizing the  electronic document storage system. 

Courtney returned to R6 as the Deputy Regional Commissioner where he led the Cedar Rapids  Derecho and COVID-19 response teams. Courtney returned to national office as the Deputy  Assistant Commissioner of Acquisition in 2020. 

In 2023, Courtney became the Assistant Commissioner of Facilities. In this role Courtney has  oversite of the over 8,600 federally owned and leased facilities in the GSA portfolio.  

Courtney completed his MBA through the University of Missouri, Kansas City. Outside GSA,  Courtney volunteers as treasurer and facilities director for local non for profits.

Patrick is responsible for leading the Trimble team that works with the state departments of transportation, MPO's and localities in implementing the grant opportunities within the current surface transportation bill, the Bipartisan Infrastructure Law (BIL). This includes the Advanced Digital Construction System Management (ADCMS) program. Patrick is an experienced professional with a background in government relations, legislative advocacy, and business development in the transportation industry. He has held leadership positions in organizations such as NOACA, Bentley Systems, and Van Scoyoc Associates.
