Ms. Katherine “Katie” Arrington is Performing the Duties of the Department of Defense Chief Information Officer.  In this capacity, she serves as the primary advisor to the Secretary of Defense for information management/Information Technology (IT); information assurance, as well as non-intelligence space systems; critical satellite communications, navigation, and timing programs; spectrum; and telecommunications.

Prior to assuming this role, she served as the Deputy CIO for Cybersecurity. In this role she provided expert policy, technical, program, and defense-wide oversight support to the DoD CIO on all cybersecurity matters. She was responsible for leading the DoD-wide cybersecurity program, partnering with industry to improve cybersecurity and information sharing and represented the Secretary of Defense and DoD CIO in international discussions and negotiates on cybersecurity topics in both bilateral and multi-lateral (alliance and coalition) channels.

Before assuming her position as DoD DCIO(CS), Ms. Arrington was the Senior Vice President of External Affairs at Exiger, where she mobilized issues of universal consensus, including supply chain visibility, Artificial Intelligence (AI), and national security. She also ran for election to the U.S. House of Representatives for South Carolina's 1st Congressional District in 2022.

Marty has spent the last 18 years leading global strategy, industry and government operations in innovation and technology adoption by finding ways to bridge the gap between the national security community and tech sector. She specializes in emerging technology with a focus on Artificial Intelligence and Machine Learning.

Currently, Marty is serving as a Professional Staff Member, Majority Staff on the Senate Armed Services Committee. Her portfolio includes Artificial Intelligence, Cyber & Information Technology, and Spectrum. Prior to her role in SASC, Marty worked at Google Public Sector leading their National Security Innovation Efforts, working closely with the intelligence community on building rapid prototypes to support national security missions. Marty also served as a technology executive at Amazon Web Services for cloud-based Machine Learning and advanced data analytics in support of multiple national security customers. She has led several multi-million dollar AI-focused initiatives working directly with senior government executives at multiple agencies and facilitated requirements and contractual needs to product Vice Presidents and General Managers.

In her military capacity, Marty served in leadership positions across various national intelligence agencies and military commands. Recently, she completed the Department of Defense Legislative Fellows program, serving as the Chief of Staff for United States Cyber Command, and Fellow in the office of Senator Tammy Duckworth of Illinois as a Defense Fellow as well as the White House Office of Science and Technology Policy. She has also completed a tour as a Special Assistant to the Principal Deputy Director for Cost Assessment and Program Evaluation, Office of the Secretary of Defense, where she supported a department-wide analysis of AI/ML programs, which provided key information for the stand-up of the Joint Artificial Intelligence Center.

Marty has a Bachelor of Arts in International Relations and a Bachelor of Arts in Economics from Boston University, a Master of Arts in International Diplomacy from Norwich University, and a Master of Science in Information and Data Science from the University of California, Berkeley.

Mr. Holtzman is the Principal Deputy (PDCDAO) Executive Director; Deputy CDAO for Acquisitions & Assurance; Authorizing Official (AO) and Senior Component Official for Privacy (SCOP) for the Department of Defense (DOD) Chief Digital and Artificial Intelligence Office (CDAO).

Mr. Holtzman’s responsibilities include being the principal senior leader for Cyber Assurance, Budget & Programming, Digital Talent Management, Workforce Resilience, and Sensitive Intelligence. In addition, Mr. Holtzman was also appointed as the CDAO lead for Mission Partner Environments (MPE) working to enable secure and resilient coalition and mission execution with US partners and Allies.

Mr. Holtzman’s AO scope of responsibility spans all CDAO and CDAO related efforts across the DOD. In addition, Mr. Holtzman is the Authorizing Official for the F-35 Joint Strike Fighter (JSF) Maintenance System portfolio (e.g., Autonomic Logistics Information System (ALIS), Operational Data Integrated Network (ODIN)).

In his Previous assignment Mr. Holtzman was appointed as the first Department of the Air Force Air Force (DAF) Cyber Highly Qualified Expert (HQE), and Cyber Technical Director, serving as an internationally recognized authority in cyber security, program protection planning, security engineering, supply chain risk management, mission and system assurance and resiliency. As the Cyber Security Engineering and Resilience Senior Leader his responsibilities include technical authority for security engineering, cyber resiliency and systems and mission assurance; engineering resilient systems; and defensive security engineering. Mr. Holtzman was appointed as the DAF Authorizing Official (AO) for: Command and Control Systems; Cloud & DevSecOps capabilities; Rapid Cyber Acquisition systems and capabilities; Enterprise IT as a Service; and associated Special Access Program (SAP) efforts. Prior to this appointment, Mr. Holtzman served as the Air Force Chief Engineer for a joint U.S. and NATO aircraft modernization program and a USAF aircraft modernization program, successfully navigating two ACAT 1 Milestone C production decision milestones and served as an appointed Program Executive Officer (PEO) AntiTamper Lead.

Mr. Holtzman has 40 years of experience leading change in large scale systems engineering and weapon systems acquisitions in support of the U.S. Department of Defense, NATO, Private/Public Industry and Non-Profit Federally Funded Research and Development Centers (FFRDC). He has participated on numerous senior study group teams at the Office of Secretary of Defense level, including studies conducted by the Joint Chiefs of Staff. He has been recruited for a Chief Information Officer assignment at a publicly traded company and was appointed as the first Highly Qualified Expert (HQE) for Cyber by the USAF. He has participated in technology development, research, and adaption to military systems acquisitions. Mr. Holtzman has received over 40 letters of commendation and appreciation for his service to date. Mr. Holtzman is also a Graduate of the MITRE Leadership Development and LeadFirst Leadership programs, and the Harvard Kennedy School Executive Education program – the Intersection of Technology and Policy.

A former federal CIO for an independent small agency within the Department of Interior, Skip Jentsch has over 30 years of experience in managing IT enterprises in the public, private and non-profit sectors. Skip engages with government customer agencies, educates them about GSA cloud offerings and services, provides strategic guidance, technical insight and acquisition aid as requested, thereby helping agencies acquire cloud technology by leveraging GSA cloud acquisition vehicles and other vehicles across government. He also engages with cloud vendors, educating them on how to get their offerings listed on the GSA Schedule Cloud SIN 518210C.

Additionally, he is involved in market research, feasibility studies and development of next generation GSA cloud initiatives.

Theresa Kinney is the Deputy Program Manager/Director for Operations and Communications of the NASA SEWP Program Office. In this capacity, she oversees the SEWP Program’s daily operations, works NASA Headquarters on Policies and SEWP Trainings, and assists with SEWP’s outreach efforts.

Ms. Kinney joined SEWP in October 2001 and was the lead for implementation of a full-cost accounting and the establishment of the SEWP Program as NASA’s first Working Capital Fund. She took on the role of Contracting Officer’s Representative (COR) for half of the SEWP Contracts in September 2012. In January 2016, Ms. Kinney took on additional COR responsibilities overseeing one of Goddard Space Flight Center’s large Administration contracts (GITISS).

A native of Montana, Ms. Kinney graduated with honors from Strayer University in Maryland. Following graduation, she continued her education at George Washington University and receive her Master’s Certificate in Federal Contracts.

Steve Mathews serves as the technical adviser for the Cybersecurity Division at the Defense Information Systems Agency J-9 Hosting and Compute. He addresses critical technological gaps, trains staff on emerging technologies, and advises on strategic initiatives such as Distributed Hybrid Multi-Cloud, Logging Compliance and Review Service, and Vulnerability Management Services.

Between 2011 and 2022, Mathews held several security roles at DISA. He began as an information systems security officer, working on security baselines and audits. He later became a security compliance lead, the ISSM for the Tinker AFB DISA data center, and the J-9 Endpoint Security Services chief, leading the project management office efforts for Vulnerability Management Services. In this role, he led a team that managed endpoint security tools and policies for more than 35,000 systems. In 2022, he modernized the service by expanding availability to commercial cloud and DISA’s private cloud solution, Stratus for IL4/5/6, making it one of the first J-9 services available to most mission partners worldwide.

Mathews also held ISSO and contractor roles for the U.S. Army Network Enterprise Center at Fort Sill, managing the installation web proxy, wireless wardriving program, and Wireless Intrusion Detection System/Intrusion Detection System platforms.

His experience includes managing critical information technology systems as a senior systems administrator and operating combat hardware simulation platforms as a field technician for Army classrooms, including the Call for Fire Trainer, Stinger, and Howitzer simulators.

Ms. Victoria Yan Pillitteri is a supervisory computer scientist in the Computer Security Division at the National Institute of Standards and Technology (NIST). Ms. Pillitteri is the Manager of the Security Engineering and Risk Management Group and leads the Risk Management Framework team/Federal Information Security Modernization Act (FISMA) Implementation Project. In that role, she develops the suite of risk management guidance used for managing cybersecurity risk in the federal government and coordinates the associated stakeholder outreach and public-private sector collaboration efforts. Ms. Pillitteri leads the Joint Task Force working group, a partnership with the Department of Defense, the Intelligence Community, and Civilian Agencies to develop a unified security framework to protect the U.S. Government from cyber-attacks, and is co-chair of the Federal Cybersecurity and Privacy Professionals Forum hosted by NIST. 

Ms. Pillitteri previously led programs in smart grid and cyber-physical systems cybersecurity, worked on the Framework for Improving Critical Infrastructure Cybersecurity, the Privacy Framework, and served as a program analyst in the NIST Office of the Director.

Ms. Pillitteri holds a B.S. in Electrical Engineering from the University of Maryland and an M.S. in Computer Science with a concentration in Information Assurance from The George Washington University. She has completed the Key Executive Leadership Program at American University and the Office of Personnel Management (OPM) Senior Executive Service Candidate Development Program, receiving an SES certification by the OPM Qualifications Review Board. Ms. Pillitteri is a Certified Information Systems Security Professional (CISSP).
