Dr Jim Gump, is the Senior Technical Advisor (STA) for Enterprise Modeling, Simulation and Analysis (MS&A) at the Air Force Research Laboratory (AFRL).  He is charged with advancing the initial capabilities of the AFRL’s MS&A capabilities to drive multi-domain analysis in support of the development of transformational warfighting capabilities.  He is the senior advisor to the AFRL Commander and the Director, AF Strategic Development Planning and Experimentation (SDPE) for planning, conducting, evaluating, and coordinating the advancement of collaborative, systems-of-systems, multi-domain, enterprise MS&A capabilities within AFRL and in collaboration with other DoD laboratories and agencies.  The STA also serves as a senior advisor to Air Force-wide, multi-disciplinary teams to develop and deliver enterprise-wide solutions for complex MS&A challenges.  These include initiatives to address multi-level security, high-availability cloud computing, geo-agnostic teaming across organizational boundaries, and other enabling capabilities.

Prior to his current assignment he supported both JHU APL and the MITRE Corporation where he worked in the National Leadership Command Capability (NLCC) area.  The NLCC includes senior leader and Nuclear C3 capabilities fully integrated to support our national leaders.  In addition, extensive development work on the nation’s premier NC3 simulation environment.

Prior to these assignments he cofounded Paradigm Technologies Inc, a successful engineering firm, considered an industry leader in modeling and simulation and C4ISR systems. While managing PTI for 20 years supported the full range of Air Force and Joint M&S programs.  He gained extensive DOD acquisition expertise while supporting a wide range of Air Force systems from ACAT I to III programs. He is also an experienced military intelligence officer having served nearly 20 years in the army reserves.

Mr. Phil Reed is the Director, Digital Department for Naval Air Warfare Center Training Systems Division (NAWCTSD). He has over 25 years of combined military and government civilian service. Commissioned in 1992, he served for 5 years as a Surface Warfare Officer before entering the Inactive Ready Reserve in 1997. His sea tours included assignments aboard USS Guam (LPH 9) and USS Oliver Hazard Perry (FFG 7). His shipboard duties included Combat Information Center Officer and Damage Control Assistant.

In 2000, he affiliated with the Navy Reserve Force when he returned to duty as a drilling Selected Reservist. For the next 18 years, Mr. Reed served in a variety of roles within the Navy Reserve in active and reserve statuses. For the last 12 years of his military career, he served on active duty as a senior HR staff officer on HQ staffs for the Office of the Secretary of Defense, Office of the Chief of Naval Operations, and Commander, Navy Reserve Forces Command.

He joined federal service in 2018 as Principal Deputy CIO for MyNavy HR (OPNAV N1) and was promoted to CIO in 2020. He was responsible for planning, programming, and budgeting for, as well as executing the development and sustainment of, all information technology capabilities supporting MyNavy HR. He transitioned from his role with MyNavy HR to NAWCTSD in July 2022.

Mr. Reed graduated with a Bachelor of Science in Political Science from the United States Naval Academy in 1992. He recently relocated to Indialantic, FL with his wife Shellie and their two miniature schnauzers after residing in Annapolis, Maryland for the past 20 years.

Michael Vitale is a native of Greenville, South Carolina and received his commission to the US Navy upon his graduation from the Navy Reserve Officer Training Program in 1977 at the University of Louisville. 

VADM Vitale served in the Navy for 35 years as a Surface Warfare Officer, finishing his career as the Commander, Navy Installations Command, where he was responsible for the readiness and operation of the Navy’s 70 bases worldwide.

After retiring from the Navy in 2012, he became the Executive Director of the University of Hawaii’s Applied Research Laboratory, successfully expanding the laboratory’s research and development portfolio across the Department of Defense, particularly in the area of renewable energy.

In 2015, he joined KPMG’s Federal Advisory practice in northern Virginia as a Managing Director, providing consulting services to the US Department of Defense for emerging technologies such as 5G applications, digital business transformation, infrastructure and real property management, program management, defense strategy, data and analytics, and cyber security.

In addition to obtaining a Bachelor of Science from University of Louisville, he has a Master of Arts in National Security Affairs from the Naval Postgraduate School in Monterey, CA (1986) and a Master of Science in National Security Strategy from the National War College in Washington (1995).
