  Traci DiMartini is the Human Capital Officer for the Internal Revenue Service which is part of the Department of the Treasury. In her role as HCO, Traci oversees all IRS recruitment, hiring, benefits and training for the Service’s 90,000 employees.   She is a passionate advocate for federal workers and is proud to partner with the National Treasury Employees Union (NTEU) which represents the IRS bargaining unit workforce.  Traci is an experienced Senior Executive and previously served as the Chief Human Capital Officer for GSA, Peace Corps and the EEOC before joining the IRS in June 2023.   She has over 20 years of federal service and is an alumna of USDA’s SES Candidate Development program and American University’s Key Executive Leadership program.   Traci received her Masters degree from Rutgers University’s Bloustein School of Public Policy with a concentration in Labor Policy and is a proud native of Philadelphia, Pennsylvania.

Jenny Mattingley oversees the strategic direction for the Partnership’s government affairs and advocacy efforts focused on improving and modernizing government management and services for the public. Jenny comes to the Partnership and the Government Affairs team with a passion for supporting federal public servants through policies and programs that provide the tools needed to meet their missions. Jenny has been working to make government better in a variety of roles prior to joining the Partnership. She served in the executive branch at OMB focusing on hiring reform efforts and the workforce priority of the President’s Management Agenda, spent several years consulting with good government organizations, served as the executive director of the Performance Improvement Council and the founding director of the White House Leadership Development Program, and spent many years overseeing policy for the Senior Executives Association. Given all the incredible current and former federal employees (including family members!) that Jenny has collaborated with and learned from over the years, she has too many favorites to name and thanks all of them for their service and commitment.

Jason Parman serves as the Deputy Associate Director for the U.S. Office of Personnel Management’s (OPM) HR Strategy and Evaluation Solutions (HRSES) organization. In this role, Jason leads OPM’s strategic human capital consulting and individual/organizational assessment services, helping federal agencies and their employees improve their strategy, operations, culture, and performance. Jason serves a nationwide cadre of HR consultants, personnel research psychologists, and program analysts, supporting programs that help make the best human capital management ideas work in real life.

When not at work, Jason spends quality time with his wife Lynn (the Chief Operating Officer of a national athletic governance association) and keeping up with his daughter Riley, a student at Auburn University. Jason previously held 1/1683rd of a Guinness World Record, has released a country music album, and is the daily walker and stick thrower for a 10 ½ lb. poodle named Tiberius.
