Joseph (Joe) Thele is the Executive Director for Human Resources Information Services within the Office of the Chief Human Capital Officer, where he is the principal advisor within the Department of Veterans Affairs (VA) on enterprise information systems enabling human resources services by leveraging modern solutions and innovative programs in support of Veterans and their families. In this role, Mr. Thele leads initiatives to improve the employee experience by leveraging automation in Human Resource services. 

Prior to joining the VA, Mr. Thele spent over 27 years with the Department of the Air Force and Department  of Defense, most recently serving as the Chief Technology Officer and Director of Enterprise Human  Resources Information Systems for the Defense Military Data Center. Mr. Thele has received the  Secretary of Defense Civilian Service Excellence Award, two Department of the Air Force Civilian  Meritorious Service Awards, and the Department of the Air Force Exemplary Civilian Service Award in  recognition of large complex military and civilian human resource systems modernization efforts he had the  privilege to lead.

Janine Beatty's career with the U.S. Office of Personnel Management (OPM) started in 2001. She began her federal career as a student intern with OPM prior to graduating from Rutgers University. Janine completed an accelerated degree program with a bachelor’s in political science and master’s in public administration. After graduation, she converted to a HR Specialist in OPM’s Philadelphia Staff Acquisition office.  

 

While working in Staff Acquisition, part of OPM’s reimbursable Human Resources Solutions division, she conducted a variety of work in recruitment and placement for agencies across government. Janine's tenure allowed her to support government agencies in recruitment for competitive, merit promotion, excepted service, and multiple other special hiring authorities. Janine’s expert experience is in recruitment, succession planning, and the evaluation of staffing processes has extended to the management of candidate development programs, providing human resources training, leading agency marketing and branding campaigns, conducting comprehensive competency assessments, orchestrating targeted recruitment campaigns, and planning workforce staffing strategies and processes.

 

Janine is currently serving as the program manager of Staff Acquisition, leading over 75 human resources professionals and over 50 contractors across the country in strategic planning, direction, coordination, management, financial activities, recruitment, succession planning and evaluation of the program’s staff and associated contractors in client (fee-for-service) relationships. Her journey, marked by continuous evolution and impactful contributions, has helped to nurture talent, foster growth, and illuminated pathways to success within the federal landscape.
