Jessie Posilkin is the Executive Director of the Technology Modernization Fund (TMF) at the U.S. General Services Administration. She leads the program’s strategy to modernize federal digital services, strengthen cybersecurity, and ensure taxpayer value. During her tenure, Posilkin has advanced TMF’s enhanced repayment model, prioritized investments in artificial intelligence, and reinforced accountability for performance outcomes across agencies.
She previously served as TMF’s Customer Experience Portfolio Director and led the Acquisitions Consulting Team at GSA's 18F, where she pioneered more agile, effective approaches to federal technology procurement. Earlier in her career, she worked in nonprofit and civic technology, helping organizations apply digital tools to deliver critical services more effectively.
