Jessie Posilkin is the Executive Director of the Technology Modernization Fund (TMF) at the U.S. General Services Administration. She leads the program’s strategy to modernize federal digital services, strengthen cybersecurity, and ensure taxpayer value. During her tenure, Posilkin has advanced TMF’s enhanced repayment model, prioritized investments in artificial intelligence, and reinforced accountability for performance outcomes across agencies. 

She previously served as TMF’s Customer Experience Portfolio Director and led the Acquisitions Consulting Team at GSA's 18F, where she pioneered more agile, effective approaches to federal technology procurement. Earlier in her career, she worked in nonprofit and civic technology, helping organizations apply digital tools to deliver critical services more effectively. 

Jeff Lush is a veteran technology executive and a Chief Technologist at Hewlett Packard Enterprise, with more than 42 years of experience spanning the U.S. Army, Air Force, Veterans Affairs, and Fortune 100 technology firms. Over the course of his career, he has served in CIO, CTO, CDO, and CISO roles, and has led and architected some of the largest digital modernization efforts across federal government and healthcare.

Jeff specializes in AI-ready infrastructure, data governance, zero-trust security, and platform-based modernization — helping organizations move from legacy systems to resilient, mission-grade digital platforms. His work centers on deploying AI, analytics, and cloud technologies in high-security, regulated environments while reducing cost, accelerating ATO timelines, and improving operational readiness.

As a Chief Technologist for HPE's federal business, he works directly with senior defense leaders and program executives to design secure enterprise and AI architectures across air-gapped, classified, and coalition environments.

A published author, speaker, and YouTube influencer, Jeff is known for translating complex technical concepts into clear, actionable strategies for executives, engineers, and mission leaders alike — blending real-world experience with forward-looking insight into how AI, data, and secure infrastructure will reshape government and enterprise operations.

Jeff is the father of six boys and considers being a husband and father his greatest accomplishment.

Christine Pacheco is a seasoned technology and sales executive with more than two decades of experience leading business growth, digital transformation initiatives, and strategic customer
engagement across the public sector. As Director of Federal Civilian Sales at Equinix, she leads
a high-performing team focused on helping U.S. federal agencies modernize their digital
infrastructure and accelerate mission outcomes through cloud-adjacent connectivity, interconnection, data center, and multicloud solutions.

Prior to joining Equinix, Christine held several leadership positions at AT&T, where she built a distinguished career spanning sales leadership, operational excellence, and executive strategy. She served as Chief of Staff to the President of AT&T Government Solutions and National Business, where she helped drive strategic initiatives, business transformation efforts, and executive operations, and led the Contract Modifications Team. Additionally, she was Director Client Executive for the Public Sector Financial Vertical, leading a team responsible for a portfolio exceeding $150 million in annual revenue.

Christine is recognized for her collaborative leadership style, commitment to customer success, and passion for developing future leaders. She is particularly focused on helping government
organizations leverage emerging technologies to improve citizen services, strengthen cybersecurity, and modernize mission-critical operations.

A native of the Washington, D.C. metropolitan area, Christine resides in Alexandria, Virginia, with
her husband, two children, and their rescue dog, Sonny. Outside of work, she enjoys spending time with her family, supporting youth activities, and maintaining a healthy work-life balance
