AI in Local Governments

Here in Washington, DC, many in government and the private sector are focused on the President's recent Executive Order on Artificial Intelligence and OMB's recent inventory of use cases across federal agencies. One can see many of these initiatives by simply going to WWW.AI.GOV. Like many things in our country, what happens at the Federal level has an impact on and influences State and local governments. In a (recent/upcoming) show, we talk with State leaders from the National Association of State CIO's (NASCIO). In today's episode though, we'll talk with local government leaders about what is happening at their level with AI. And that's especially important, when one thinks about it, because citizens have more interactions with their local governments than they do with their State government or with the Federal government. And studies show that citizens have more trust in the what their local governments are doing (a bit over 40%) than they do in the Federal government (hovering at about 20% -- just half). So issues of service to the citizen, security, trust and so on may be strongly affected by whether AI is implemented well in city and county governments. Late last Summer, the Public Technology Institute (PTI) conducted the very first survey on how local IT executives view AI. Today, you'll hear more about that study from the person who conducted it as well as directly from several top local government leaders. Let's meet them now and learn more.

Artificial Intelligence is one of the most powerful technologies of our time and the Biden Administration wants to seize the opportunities that AI presents while managing its risks. The Federal government has established an AI framework through the AI Executive Order (Safe, Secure and Trustworthy Development and Use of Artificial Intelligence) that was signed on October 30, 2023. The proposed guidance "directs agencies to advance AI governance and innovation while managing risks from the use of AI, particularly those affecting the safety and rights of the public". I'm joined today by the Federal CIO, Clare Martorana, and members of her team to discuss that order, what's happened on the requirements that it laid out, and what to look for in the months and years to come.

As we continue our series on AI and the Public Sector, we want to highlight some Federal agencies, their role in the emerging AI landscape in government and some of the ways AI is already being utilized in their work and mission activities. Today we'll be turning the spotlight on the General Services Administration (GSA) and the National Science Foundation (NSF). GSA, as you know, plays an important government-wide role and we'll learn more about the newly-established AI Center of Excellence. In January, NSF announced a major reorganization of its IT functions, including the appointments of a new CIO, CTO, Chief Data Officer and assistant CIO for artificial intelligence. The IT revitalization within NSF is meant to support the mission of the CHIPS and Science Act of 2022 which provides roughly $52.7 billion to explicitly drive semiconductor research, manufacturing and workforce development in the U.S.

Artificial Intelligence is one of the most powerful technologies of our time and the Biden Administration wants to seize the opportunities that AI presents while managing its risks. The federal government has established an AI framework through the AI executive order (Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence) that was signed on October 30, 2023. The proposed guidance "directs agencies to advance AI governance and innovation while managing risks from the use of AI, particularly those affecting the safety and rights of the public.” The guidance focuses on building up agency leadership around AI, accelerating the adoption of AI tools within agencies and managing the risks of those AI tools.
We hope to see AI applications automating and handling simple-to-resolve queries, offering deeply personalized experiences that surpass the public’s expectations while helping customer service agents access answers more quickly. How will agencies implement the use of Generative AI?
