Dan Chandler is a cloud security engineer on the FedRAMP team, where he provides policy guidance and technical expertise.

Before joining the FedRAMP team, Dan worked at the Office of Management and Budget (OMB) from 2007 - 2025. He served in multiple roles, including as the Program Manager for MAX.gov and as the first OMB CISO. Dan has the unique distinction of being the first person to complete the FedRAMP "trifecta": managing a Cloud Service Provider (CSP), working as an Agency CISO authorizing FedRAMP CSPs, and now working on the FedRAMP team.

Dan is passionate about public service and cybersecurity. When he is not protecting the government’s data, he enjoys woodworking, playing with dogs, and spending time with his children.

Mr. Davis currently serves as the Senior Fellow for the Center for Research and Emergent Manufacturing (CREM) at the University of Maryland, Baltimore County (UMBC) . He directly oversees several programs in support of the U.S. Department of Defense (DoD), including the Project Spectrum cybersecurity outreach initiative and AI and Cyber Governance programs. Mr. Davis provides strategic leadership for all Cyber Policy and program-support professionals. He utilizes his extensive experience with Cyber Security policy and strategy to direct cybersecurity compliance, supply chain analysis, technology development and integration, and program support.                                           

Prior to becoming a federal civilian, Mr. Davis worked as a technology strategist in the private sector, where he held key leadership positions. Mr. Davis attended Oklahoma State University, where he did his doctoral research in Cyber Security Governance.  Also, Mr. Davis attended the University of Maryland, Baltimore County, where he earned his Master of Science in Information Systems.

Dr. Wanda T. Jones-Heath, a member of the Senior Executive Service, is the Principal Cyber Advisor for the Department of the Air Force, comprised of the U.S. Air Force and U.S. Space Force. As the Principal Cyber Advisor for the DAF, her duties include synchronizing, coordinating and overseeing the implementation of the DAF Cyber Strategy and advising the Secretary of the Air Force on all cyber programs. She is responsible for overseeing cyberspace recruitment; resourcing and training of cyber mission forces, as well as assessing their readiness; overseeing acquisition; advocate for cyber investments; cybersecurity supply chain risk management; security of information systems and weapon systems.

Prior to her current position, Dr. Jones-Heath served as the Chief Information Security Officer and advised the Chief Information Officer on cybersecurity policy, cybersecurity programs, and cyber force development. She leads a directorate comprised of military, civilian, and contractor personnel responsible for developing cybersecurity policy and strategy for over 5,000 Air Force information technology systems. She oversees risk management and cybersecurity accountability for information systems, weapon systems, and operational technology supporting military cyberspace operations. Her portfolio includes policy governing the defense industrial base, supply chain risk management, and cybersecurity capabilities. She has oversight for the Freedom of Information Act, Privacy Act laws, and cryptographic modernization supporting cyber operations.

Since entering civil service, Dr. Jones-Heath has held technical and leadership positions performing cyber operations and cybersecurity duties in communications units from the squadron to the wing level and she has served in headquarters units at the major command, agency, and Air Staff level. Her experience includes extensive joint and interagency work along with cross functional assignments with duties such as testing, assessments, lessons learned management, strategy development and other functions in organizations both within and outside of the communications field.

Dr. Jones-Heath graduated from the University of South Carolina in 1990 with a degree in Computer Science. She began her Civil Service career as a Palace Acquire Intern, Information Systems Specialist, in various functional areas. She moved to Headquarters Air Combat Command, Langley Air Force Base, Virginia, in 1993. There, she held positions responsible for policy and guidance for security and network systems. Prior to arriving at the Headquarters Air Force staff, Dr. Jones-Heath was the Program Manager for Mobility with the Defense Information Systems Agency. Dr. Jones-Heath led the effort to establish a Department of Defense Mobile capability to include infrastructure.

Barbara C. Morton assumed her current duties in July 2016 as Deputy Chief Veterans Experience Officer, Veterans Experience Office (VEO), Department of Veterans Affairs (VA). In this role Barbara co-leads VEO, the Secretary’s customer experience (CX) insight engine supporting and enabling the Department in providing the highest quality experiences in the delivery of care, benefits and memorial services to Service members, Veterans, their families, caregivers and survivors. Barbara is responsible for building a lasting CX capability at VA and sharing best practices across sister Federal Agencies, including The Customer Experience Cookbook, which serves as a CX practitioner’s guide to stand up and mature customer experience capabilities in government.

She is a recipient of the 2022 Samuel J. Heyman Service to America Award for Management Excellence, 2021 Service to the Citizen Award for Government Executive of the Year, 2019 Service to the Citizen Award and the 2019 Gears of Government President’s Award for her role in transforming VA’s capabilities to provide Veterans with an excellent customer experience.

Barbara joined VA in 2006 as a Staff Attorney at the Board of Veterans’ Appeals (Board). She served the Board in a variety of other capacities, to include Special Counsel to the Appellate Group, Special Assistant to the Vice Chairman, Executive Assistant to the Chairman, and Executive Director for the Office of Management, Planning & Analysis. While at the Board, Barbara stood up and led the Board’s Appeals Modernization OIT efforts, which included securing industry technologists from United States Digital Service to develop and launch new appeals platforms.

A native of Massachusetts, Barbara attended Skidmore College in Saratoga Springs, NY, earning a degree inpsychology and philosophy. After receiving her J.D. from Suffolk University Law School, Barbara completed two clerkships in the New England area and thereafter pursued an LL.M. in constitutional law at Georgetown Law. She has published a variety of law review articles, including two pieces relating to posttraumatic stress disorder.

Matheus Passos serves as the Acting Chief Technology Officer (CTO) at the U.S. Department of Commerce (DOC).

As the Acting CTO, Matheus provides direction and oversight to the National Security Solutions & Services, Digital Customer Experience, and Enterprise Acquisitions & Operations directorates as well as the Enterprise Architecture and Artificial Intelligence Governance programs.

Prior to his current role, Matheus led the Department’s enterprise architecture program, providing guidance and standards to the agency’s $2.6B information technology (IT) portfolio. Serving as the chairperson to the Department of Commerce Enterprise Architecture Council and working with executives across Commerce’s bureaus and operating units, as well as industry enterprise architects, Matheus’ personal passion is to increase technological agility, interoperability, and cost efficiency in the federal government.

Matheus is an experienced technologist with over 17 years of experience in the fields of strategy and execution, providing leadership in the areas of IT strategic planning, capital planning and investment management, project and program management, process and performance improvement, budget formulation and execution, federal statutory compliance, and government-wide policy development and advocacy.

Matheus holds a Bachelor of Science in Business Information Systems from Stevenson University and a Juris Doctor degree from The Catholic University of America, where his research focused on efficient and ethical government contracting. Tim received his B.S. in Economics, summa cum laude, from George Mason University, and his M.A. and Ph. D. in Political Economy from The Johns Hopkins University in Baltimore, MD. He served on the faculty at Rice University as Assistant Professor of Economics and as a consultant to the Houston Area Research Council, a consortium of local universities. Stephanie Kostro became President of the Professional Services Council (PSC) on June 11, 2025, where she guides PSC’s strategic direction, advocacy, and member engagement efforts across growing federal industry priorities.

Previously, she served as Executive Vice President for Policy, leading PSC's policy team in its commitment to advocating for and supporting productive collaboration between the federal government and services industry. As a recognized executive, on-air commentator, and policy expert with more than 20 years of experience in the U.S. Government and industry, she brings a wealth of knowledge in federal procurement policy and acquisition regulations, government processes and programs, and public-private partnerships.

Prior to joining PSC in 2021, Kostro was a Principal at a government relations and consulting
firm where she developed and implemented policy, funding, and business development
strategies for a global client base. She worked extensively with civilian, defense, diplomatic, and
intelligence officials, as well as with federal departments’ oversight committees in Congress.
From 2010-2015, she was a senior fellow and director of the Homeland Security and
Counterterrorism Program at the Center for Strategic and International Studies, a prominent
national security think tank. Kostro served as a State Department contractor at U.S. Embassy
Baghdad for one year, and from 2005-2008, she was a senior professional staff member and
policy director on the House of Representatives Armed Services Committee. At the Pentagon
from 1998-2005, she worked in a variety of offices within the Office of the Secretary of
Defense, on the Joint Staff, and in embassies and missions overseas.

Kostro holds a master’s degree in public policy from Harvard University’s John F. Kennedy
School of Government and a bachelor’s degree in communication from Cornell University. She
lives in Alexandria, Virginia with her husband, Rich, and their two daughters. In her free time,
she enjoys hiking, gardening, and – when conditions allow – travel.

Major-General (Ret.) David Fraser has served as a director of OpenText since September 2018. Mr. Fraser is the President of Aegis Six Corporation of Toronto. Mr. Fraser was commissioned as an Infantry Officer following graduation from Carleton University with a Bachelor of Arts in 1980. He served in various command and staff positions in the Princess Patricia’s Canadian Light Infantry from platoon to Division throughout his 30-year career. Most notably, he commanded the NATO coalition in southern Afghanistan in 2006. He is a graduate of the Canadian Forces Command and Staff College in Toronto, holds a Master of Management and Policy and is a graduate of the United States Capstone Program (Executive School for generals). His honors and awards include the Commander of Military Merit, the Canadian Meritorious Service Cross, the Meritorious Service Medal, the United States Legion of Honor and Bronze Star (for service in Afghanistan), and leadership recognition awards from the Netherlands, Poland, and NATO. He is the recipient of the Vimy award for contributions to leadership and international affairs and the Atlantic Council Award for international leadership. Upon his departure from the military, Mr. Fraser joined the private sector and, along with his partners, created Blue Goose Pure Foods. Mr. Fraser joined INKAS® Armored Vehicle Manufacturing as their Chief Operating Officer in 2015 until 2017. In 2016, he founded Aegis Six Corporation, which aims to address the needs of capacity building abroad and for the private sector within Canada. Mr. Fraser currently works with the Bank of Montreal on their Canadian Defence Community Banking Program, serves as a director of Antoxa Corp. and the Canadian Forces College Foundation and is a member of The Prince’s Charities Advisory Council. In the last five years, Mr. Fraser was also a member of the Conference of Defence Association board and was a director of Route1, Inc. Mr. Fraser is also a mentor at the Ivey Business School and is the co-author of Operation Medusa, The Furious Battle that Saved Afghanistan from the Taliban.

She has participated as a member of the Expert Review Group in the consultation for the MoReq specification, has been involved in many certifications to US DoD 5015.02 and UK TNA/PRO as well as VERS Specifications 1-5. She speaks at conferences around the world on a variety of topics related to records management, privacy and information governance. Tracy has a special interest in the challenges facing the information worker and records manager in the constantly changing work environment as generative AI transforms the workplace. She works closely with customers, development, and product specialists to research current and emerging challenges in information management and strives to deliver technologies to meet these challenges. She also brings these skills to the community serving on board of directors for minor hockey, parish council and school parent council. Ms. Caughell holds an Honours Bachelor of Mathematics from the University of Waterloo, Canada, Pragmatic Marketing I-III Certification and has 30 years of experience with Information Governance providing professional services, training, and managing software lifecycle.

Before joining Carahsoft, Myklegard served as the Deputy Federal CIO within the White House Office of Management and Budget (OMB).
