Doug Robinson has served as Executive Director of the National Association of State Chief
Information Officers (NASCIO) since 2004. Founded in 1969, NASCIO is the only national
organization representing state chief information officers of the fifty states and territories.
He is responsible for the overall executive leadership of the association including strategic
plan and policy execution, government affairs, strategic alliances, emerging issues and
board and committee oversight. He also provides strategic direction for NASCIO’s
initiatives and advocacy positions on issues such as cybersecurity, enterprise architecture,
IT governance, information sharing and business innovation. Doug is a frequent speaker,
panelist, author and recognized national expert representing state CIOs, policy issues,
priorities and trends in state government IT.
His career spans almost forty years in public sector information technology including
positions in state government, higher education and IT consulting. Prior to joining NASCIO
he served as Executive Director in the Governor's Office for Technology, Commonwealth of
Kentucky.

J.R. Sloan is a results-driven leader with over 20 years of experience in technology and 15 years in leading product and program teams. As State CIO, J.R. oversees technology, innovation, development, and IT policies. He also serves as Chairman of the State of Arizona Information Technology Authorization Committee (ITAC), which approves and monitors high-cost technology projects statewide.

Prior to joining the state, J.R. gained experience in both operational and executive roles in engineering, product management, marketing, business development, and customer service for enterprise software companies. He has extensive experience in leading cross-functional teams, building consensus, and achieving strategic objectives. J.R.'s broad knowledge of business and processes coupled with technology and systems integration experience enable him to effectively engage all parts of an organization. He is customer-centric in his approach and results-oriented in his deliverables.

J.R. is certified in Pragmatic Marketing and Product Management. His educational background includes Electrical Engineering at the University of Arizona and Architecture and Environmental Design at Arizona State University.

In December 2020, J.R. was named to the inaugural Board of Directors for StateRAMP and currently serves as President where he collaborates to assist this organization in bringing a new model to market for how state and local governments can standardize the approach to meeting their cybersecurity requirements in partnership with cloud service providers. In January 2021, J.R. was named a Director of the National Association of State Chief Information Officers (NASCIO) Executive Committee, where he provides knowledge and expertise to the organization while continuing his role as State CIO. In addition, he was recognized as a 2021 StateScoop 50 Golden Gov: State Executive of the Year Award winner.

James "Jim" Weaver joined the N.C. Department of Information Technology in March 2021, with more than 30 years of leadership and management in the IT industry. 

As secretary and state chief information officer, he leads the agency responsible for strategic IT planning and the procurement and delivery of IT services and solutions as well as cybersecurity and efforts to expand broadband access and affordability across North Carolina. 

Prior to NCDIT, Weaver served as director and state CIO at Washington Technology Solutions. In that role, he strengthened the department and the state enterprise by focusing on efficiency, consistency and continuous improvement; driving business alignment; balancing operations and policy; and seeking quicker adoption of newer technology. 

Weaver was also chief technology officer for the commonwealth of Pennsylvania, where he held chief technology officer and deputy CIO roles in Pennsylvania’s departments of human services, aging and insurance.

His expertise with large-scale modernization efforts have been nationally recognized three times by the National Association of State Chief Information Officers (NASCIO) and twice by Computerworld Honors. 

Weaver holds numerous ITIL certifications and earned his Certified Government Chief Information Officer qualification from Harrisburg University. He is also an active member of the U.S. Armed Forces, previously serving in the Army National Guard in Washington and Pennsylvania and currently serving in North Carolina.  

As secretary, Weaver chairs the N.C. Information Technology Strategy Board and N.C. 911 Board. He also serves as secretary and treasurer for NASCIO, co-chairs the awards committee and is a member of broadband advisory group. He also co-chairs the Enterprise Architecture Committee and is a member of the North Carolina Board of Science, Technology and Innovation.
