Samantha Hubner is an Artificial Intelligence Policy Advisor in the Office of the Federal Chief Information Officer (OFCIO) at the White House. Samantha focuses on developing and issuing policy to support Federal agencies in responsibly using and procuring AI. Prior to
joining OFCIO, Samantha worked in the private sector at a tech start-up where she led data collection operations, established data integrity and cybersecurity standards, and played a pivotal role in spearheading the company’s expansion into the public sector market. Samantha’s efforts secured repeated high-value multi-million-dollar contracts providing enterprise solutions across the defense and intelligence communities. Her policy research affiliations include the Carnegie Council for Ethics in International Affairs, the Center for Security and Emerging Technology, and the Defense Innovation Unit, among others. Samantha holds an M.A. in International Security Studies, Emerging Technology Policy, and Geospatial Intelligence from the Fletcher School of Law and Diplomacy at Tufts University and received her B.S. in Political Science, Mandarin, and French from Belmont University.

Morgan holds a M.S. in Data Science for Public Policy from Georgetown University and a B.S. in Actuarial Science and Computer Science from Messiah University.

Clare Martorana is a mission-driven Product and Business Strategist with the vision and conviction in using technology to improve people’s lives. Since being appointed by President Biden as the Federal Chief Information Officer in March
2021, Clare has led the launch of numerous critical technology policies Federal agencies need
to deliver a simple, seamless, and secure Government to the American people. From
bolstering our nation’s cybersecurity infrastructure to delivering an accessible, digital-first
public experience, these policies are providing technologists and agency leaders with the
momentum and the mandate to improve the digital experiences people have when
interacting with the Federal Government.
Clare previously served as Chief Information Officer and Transition Executive of the U.S. Office
of Personnel Management and was a member of the U.S. Digital Service team at the U.S.
Department of Veterans Affairs, launching the agency’s enterprise-wide digital modernization
effort to give Veterans the 21st century digital experience they deserve. Prior to joining
government, Clare was a President at Everyday Health and Senior Vice President and General
Manager and editor-at-large at WebMD.

Conrad Stosz is the Director of Artificial Intelligence in the Office of the Federal Chief Information Officer (OFCIO) at the White House. Conrad is focused on developing and issuing policy to advance federal agencies’ use of AI to improve customer experience and support agency missions, while protecting the public from AI risks.
Previously, he was an AI Policy Advisor for the Office of the Secretary of Defense and oversaw a multi-billion dollar intelligence program for the House Permanent Select Committee on Intelligence and developed legislation specific to Artificial Intelligence, Cybersecurity, and Geospatial Intelligence. He also served as a policy fellow for the Defense Innovation Board and built data science tools for the Open Source Enterprise within the Central Intelligence Agency’s Directorate of Digital Innovation. Before entering government service, Conrad held a number of leadership positions in the private sector where he managed teams of software engineers as they built cutting-edge AI tools and received recognition from Massachusetts’s Institute of Technology’s Start Up Exchange as one of 25 “industry ready” start ups poised for significant growth. Conrad holds an M.A. in Security Studies from Georgetown University and a B.A. in International Relations from Boston University.

Tracy leads the AWS Worldwide Public Sector Federal Financials Housing team. Her team owns the relationship, experience, and enablement across all U.S. housing and mortgage customers. Tracy joined AWS in 2018 and during her tenure she has helped customers across the U.S. housing and mortgage market as well as global commercial hitech companies accelerate their innovation and migration to AWS. Prior to joining AWS, Tracy helped open the Washington, DC office for Slalom Consulting and specifically focused on assisting customers across all industries with their cloud strategy and adoption. Prior to Slalom, Tracy worked as a senior sales and marketing leader for SS&C Technologies’ EVOLV platform, helping national and regional banks with managing specialty loan accounting, stress testing, and risk management across their loan portfolios. Tracy has over 20 years of experience across financial services and technology, designing impactful implementation programs from strategy through execution. Tracy holds a Bachelor in Business Administration in Marketing Information Systems from James Madison University.
